Kyrgyzstan And The Battle For Central Asia

Kyrgyz President Kurmanbek Bakiyev was deposed five years after and in the same manner as he came to power, in a bloody uprising.

Elected president two months after the so-called Tulip Revolution of 2005 he helped engineer, he was since then head of state of the main transit nation for the U.S. and NATO war in Afghanistan.

The Pentagon secured the Manas Air Base (as of last year known as the Transit Center at Manas) in Kyrgyzstan shortly after its invasion of Afghanistan in October of 2001 and in the interim, according to a U.S. armed forces publication last June, “More than 170,000 coalition personnel passed through the base on their way in or out of Afghanistan, and Manas was the transit point for 5,000 tons of cargo, including spare parts and equipment, uniforms and various items to support personnel and mission needs.

“Currently, around 1,000 U.S. troops, along with a few hundred from Spain and France, are assigned to the base.” [1]

The White House’s Special Representative for Afghanistan and Pakistan Richard Holbrooke paid his first visit in his current position to Kyrgyzstan – and the three other former Soviet Central Asian republics which border it, Kazakhstan, Tajikistan and Uzbekistan – in February and said “35,000 US troops were transiting each month on their way in and out of Afghanistan.” [2] At the rate he mentioned, 420,000 troops annually.

The U.S. and NATO also established military bases in Tajikistan and Uzbekistan for the war in South Asia, but on a smaller scale. (U.S. military forces were ordered out of the second country following what the government claimed was a Tulip Revolution-type armed uprising in its province of Andijan less than two months after the Kyrgyz precedent. Germany maintains a base near the Uzbek city of Termez to transit troops and military equipment to Afghanistan’s Kunduz province where the bulk of its 4,300 forces is concentrated.)

In February of 2009 the Bakiyev government announced that it was also evicting U.S. and NATO forces from its country, but relented in June when Washington offered it $60 million to reverse its decision.

Kyrgyzstan borders China.

It not only borders China, Kazakhstan, Tajikistan and Uzbekistan, but is only separated from Russia by a single nation, Kazakhstan. To gain an appreciation of Russian and Chinese concerns over hundreds of thousands of U.S. and NATO troops passing through Kyrgyzstan, imagine a comparable amount of Chinese and Russian soldiers regularly passing through Mexico and Guatemala, respectively. For almost nine years and at an accelerating rate.

It is not only a military “hard power” but also a “soft power” threat that the Western role in Kyrgyzstan poses to Russia and China.

The nation is a member of the post-Soviet Collective Security Treaty Organization (CSTO) along with Russia, Armenia, Belarus, Kazakhstan, Tajikistan and Uzbekistan – seen by many as the only counterpart to NATO on former Soviet space – and of the Shanghai Cooperation Organization (SCO) with China, Russia and the three above-mentioned Central Asian nations.

According to U.S. officials, during and after the Tulip Revolution of 2005 not a single U.S. or NATO flight into the Manas Air Base was cancelled or even delayed. But a six-nation CSTO exercise scheduled for days afterward was cancelled.

The uprising and the deposing of standing president Askar Akayev in March of 2005 was the third self-styled “color revolution” in the former Soviet Union in sixteen months, following the Rose Revolution in Georgia in late 2003 and the Orange Revolution in Ukraine in late 2004 and early 2005.

As the Kyrgyz version was underway Western news media were asking the question “Who’s next?” Candidates included other former Soviet states like Armenia, Azerbaijan, Belarus, Kazakhstan, Moldova and Uzbekistan. And Russia. Along with Georgia, Ukraine and Kyrgyzstan those nations accounted for ten of the twelve members of the post-Soviet Commonwealth of Independent States (CIS).

As Agence France-Presse detailed in early April of 2005: “The CIS was founded in December 1991 on the very day the Soviet Union disappeared….But over the past year and a half, three faithful Kremlin allies were toppled in…revolutions: Eduard Shevardnadze in Georgia, Leonid Kuchma in Ukraine, and, last week, Askar Akayev in Kyrgyzstan….Even though Kyrgyzstan’s new interim leaders have vowed to continue their deposed predecessor’s Moscow-friendly policies, the lightning toppling of the government there has spawned speculation that the CIS would soon collapse.” [3]

The leader of the “color revolution” prototype, Georgia’s Mikheil Saakashvili, gloated over the Kyrgyz “regime change,” attributing the “brave” actions of the opposition in Ukraine and Kyrgyzstan “to the Georgia factor,” and added, “We are not waiting for the development of events, but are doing our best to destroy the empire in the CIS.” [4]

Shortly after the uprising former Indian diplomat and political analyst M.K. Bhadrakumar wrote of the then seemingly inexorable momentum of “color” revolts in the former Soviet Union:

“[A]ll the three countries [Georgia, Ukraine, Kyrgyzstan] are strategically placed in the post-Soviet space. They comprise Russia’s ‘near abroad.’

“Washington has been expanding its influence in the arc of former Soviet republics — in the Baltics…the Caucasus, and Central Asia – in recent years with a tenacity that worries Moscow.

“Ever since 2003 when Mr. Akayev decided on allowing Russia to establish a full-fledged military base in Kant he knew he was on the American ‘watch list.’ The political temperature within Kyrgyzstan began to rise.

“The Americans made it clear in many ways that they desired a regime change in Bishkek….The ‘revolution’ in the Central Asian state of Kyrgyzstan has already thrown up surprises. A comparison with the two earlier ‘colour revolutions’ in Georgia and Ukraine will be a good starting point.

“First, the striking similarities between the three ‘revolutions’ must be duly noted. All three are meant to signify the unstoppable spread of the fire of liberty lit by the United States in Afghanistan and Iraq in the aftermath of 9/11.

“But behind the rhetoric, the truth is that the U.S. wanted regime change in Georgia, Ukraine and Kyrgyzstan because of difficulties with the incumbent leadership. The leaders of all the three countries — Eduard Shevardnadze in Georgia, Leonid Kuchma in Ukraine, and Askar Akayev in Kyrgyzstan — had enjoyed the support of the U.S. during most of their rule.

“Washington had cited them repeatedly as the beacons of hope for democracy and globalisation in the territories of the former Soviet Union.

“Their trouble began when they incrementally began to edge towards a resurgent Russia under Vladimir Putin.” [5]

Seven weeks after Bhadrakumar’s column appeared his analysis would be confirmed by no less an authority on the matter than U.S. President George W. Bush.

Visiting the capital of Georgia a year and a half after its “Rose Revolution,” he was hosted by his counterpart Mikheil Saakashvili, former State Department fellowship recipient and U.S. resident, who seized power in what can only be described as a putsch but nevertheless said:

“Georgia will become the main partner of the United States in spreading democracy and freedom in the post-Soviet space. This is our proposal. We will always be with you in protecting freedom and democracy.”

Bush reflected Saakashvili’s inflated estimate of himself: “You are making many important contributions to freedom’s cause, but your most important contribution is your example. Hopeful changes are taking places from Baghdad to Beirut and Bishkek [Kyrgyzstan]. But before there was a Purple Revolution in Iraq or Orange Revolution in Ukraine or a Cedar Revolution in Lebanon, there was a Rose Revolution in Georgia.” [6]

A few days after the Kyrgyz coup Bush welcomed Ukraine’s “orange” president Viktor Yushchenko – who this January only received 5.45 per cent of the vote in his reelection bid – and applauded his U.S.-assisted ascent to power, saying it “may have looked like it was only a part of the history of Ukraine, but the Orange Revolution represented revolutions elsewhere as well….We share a goal to spread freedom to other nations.” [7]

Beyond the threat of the dissolution of the CIS and of the CSTO, in April of 2005 Der Spiegel featured a report with the title “Revolutions Speed Russia’s Disintegration.”

In part it revealed the prime movers behind the events in Kyrgyzstan:

“As early as February,” Roza Otunbayeva – now the apparent head of the provisional government – “pledged allegiance to a small group of partners and sponsors of the Kyrgyz revolution, to ‘our American friends’ at Freedom House (who donated a printing press in Bishkek to the opposition), and to George Soros, a speculator who previously helped unseat Edward Shevardnadze’s government in Georgia.

“Trying to help the democratic process, the Americans poured some $12 million into Kyrgyzstan in the form of scholarships and donations – and that was last year alone. Washington’s State Department even funded TV station equipment in the rebellious southern province town of Osh.” [8]

In June George Soros was obliging enough to confirm Otunbayeva’s gratitude was not without foundation by stating, “I provided for Georgian public servants to get $1,200 a month….And now I am ready to support the creation of a fund like this in Kyrgyzstan.” [9]

The two Georges – Bush and Soros – were not alone in fathering the “color” geostrategic transformations from the Balkans to the former Soviet Union and the Middle East. They received generous assistance from the likes of Freedom House, the National Endowment for Democracy, the National Democratic Institute, the International Republican Institute and other alleged non-governmental organizations.

A week after the “tulip” takeover the project director for Freedom House, Mike Stone, summed up the role of his organization with two words: “Mission accomplished.” [10]

A British newspaper that interviewed him added, “US involvement in the small, mountainous country is higher proportionally than it was for Georgia’s ‘rose’ revolution or Ukraine’s ‘orange’ uprising. [11]

Assistance also was provided by Western-funded and -trained “youth activists” modeled after and trained by those organized in Yugoslavia to topple the government of Slobodan Milosevic in 2000:

Behind them all, deposed Kyrgyz president Askar Akayev identified the true architects of his ouster. On April 2 he stated “There were international organisations who supported and financed the Tulip Revolution in Kyrgyzstan.

“A week before these events I saw a letter on the internet signed by the US ambassador to Kyrgyzstan. It contained a detailed plan for the revolution.” [12]

The Kyrgyz Tulip (formerly Lemon, Pink and Daffodil) Revolution was as unconstitutional and as disruptive to the nation as its Georgian and Ukrainian predecessors were, but far more violent. Deaths and injuries occurred in the southern cities of Osh and Jalal Abad (Jalalabad, Jalal-Abad) and in the capital of Bishkek.

It was also the first “color” revolt in a nation bordering China. Not only did Russia and China voice grave concerns over the developments in Kyrgyzstan, Iran did also, seeing where the trajectory of “regime change” campaigns was headed.

In the four decades of the Cold War political changes through elections or otherwise in any nation in the world – no matter how small, impoverished, isolated and seemingly insignificant – assumed importance far exceeding their domestic effects. World political analysts and policy makers asked the key question: Which way would the new government align itself, with the U.S. or the Soviet Union?

In the post-Cold War period the question is no longer one of political philosophy or socio-economic orientation, but this: How will the new administration support or oppose U.S. plans for regional and global dominance?

With Roza Otunbayeva as chief spokesperson if not head of a new Kyrgyz “people’s government,” there is reason to believe that Washington will not be dissatisfied with the overthrow of her former “tulip” partner Bakiyev. She has already confirmed that the American base at Manas will not be closed.

Less than two months after the 2005 coup Otunbayeva, then acting foreign minister, met with her U.S. counterpart Condoleezza Rice in Washington during which the latter assured her that “the U.S. administration will continue to help the Kyrgyz government promote democratic processes in the country.” [13]

Shortly after the March “democratic transformation,” its patron saint, Georgia’s Mikheil Saakashvili, boasted that “Roza Otunbayeva worked in Tbilisi in recent years and was the head of UN office in Abkhazia. During the Rose Revolution she was in Georgia and knew everything that was happening…the Georgian factor was a catalyst of many things going on there [in Kyrgyzstan].”[14]

From the U.S. perspective she appears to have reliable bona fides.

Russia has put its air base in Kyrgyzstan on high alert, though comments from leading Russian government officials – Prime Minister Vladimir Putin in particular – indicate an acceptance of the uprising which has already caused 65 deaths and hundreds of injuries.

But Russia attempted to put the best face on the revolt five years ago also.

Which direction the next Kyrgyz government takes will have repercussions far beyond the nation’s small size and population (slightly over five million).

It could affect U.S. and NATO plans for the largest military offensive of the Afghan war scheduled to begin in two months in Kandahar province.

It could determine the future of the Collective Security Treaty Organization and the Shanghai Cooperation Organization, the two major potential barriers to Western military penetration of vast tracts of Eurasia.

The stakes could hardly be higher.

NATO vs CSTO: The Fogh of war

‘Regional’ defence organisations are very much in transition, notes Eric Walberg

NATO’s reputation as the guardian of peace on Earth is in tatters these days. Once avowedly an alliance of North America and Western Europe to fight the communist hordes of Eurasia, it morphed into something quite difference with the collapse of the socialist bloc two decades ago. It now pretends to unite all of Europe to fight the Muslim hordes wherever they be found and, of course the Russians, just for good measure.

To do this, it expanded rapidly in the past decade, and now has a Partnership for Peace with ex-Soviet hopefuls. It also has various formulas to incorporate Western-oriented Muslim nations, including the Mediterranean Dialogue (which includes Israel) and the Istanbul Cooperation Initiative (Turkey and the Gulf Cooperation Council (GCC) minus Saudi and Oman). Morocco and Israel are further blessed as “major non-NATO allies” of the US. Even more ambitious is the GCC+2 (+ Egypt and Jordan), heralded in 2007 as the “NATO of the Middle East”, but then once-upon-a-time so was the ill-fated Baghdad Pact, originally called the Middle East Treaty Organisation (METO). The real “NATO of the Middle East ” is of course US+1. (Note: this is a revised and slightly expanded version of the original paragraph. VS).

Whatever the US/NATO schemes and their pretexts, the results in recent years have been less than impressive. The communist hordes were soon replaced by the Russian and/or Muslim ones, and, despite the Mediterranean Dialogue and the GCC+2, the Muslim ones are multipying daily. Even NATOphiles realise something is amiss. The newly appointed secretary general, Anders Fogh Rasmussen, was so eager to transform the organisation he gave up his job as prime minister of Denmark, making him the highest ranking politician to take over NATO. “I want to modernise, transform and reform so that NATO adapts to the security environment of the 21st century.”

Rasmussen points to the bloated bureaucracy, with its more than 300 committees -- all requiring decisions by consensus, and 13,000 personnel scattered across Western Europe at NATO’s many military bases. When France rejoining the integrated military structure in April, it had to send 900 military staff to the various NATO commands. “In a rapidly changing security environment, we have to make sure that NATO is able to make rapid moves,” asserts Fogh Rasmussen wistfully.

But his biggest move so far to reform the dinosaur was to appoint an “outsider”, former secretary of state Madeleine Albright, to lead a group of 12 experts to work out a new strategic concept. Albright is hardly an outsider, being a key actor in the NATO bombing of Serbia which led to the creation of the first NATO satellite -- Kosovo, touted as a great success by NATOphiles, but as a violation of international law and relations by just about everyone else. It remains a basket-case, shunned by the likes of China, India and Russia. So don’t hold your breath that Albright will spearhead a radical reinvention of NATO.

NATOphiles ignore the obvious question about the organisation: why didn’t it just disband when its mission to crush Communism was successful and the Warsaw Pact was dissolved? They also don’t seem to feel it necessary to explain why a northern Atlantic organisation should expand into Eurasia and fight wars in Central Asia; why the UN is not the more appropriate forum for world security issues. The UN, famous for its own bureaucracy, has undergone considerable reform in the last decade and is certainly no more dysfunctional than NATO. It also has the advantage of bringing North, South, East and West together, guaranteeing a modicum of world consensus for any military action.

There is no hint within the NATO fortress that such questions will worry Albright’s experts, or that they will consense towards anything other than making NATO an even greater threat to the diplomatic resolution of world problems.

Others are not twiddling their thumbs, however. The dogs may bark but the caravan moves on. Russia has been picking up the pieces in its foreign affairs since the regional alliance of Soviet days broke up and its place in the world as a counterweight to American diktat was lost. The Collective Security Treaty Organisation (CSTO) was formed in 2002, bringing together Russia, Central Asian states Uzbekistan, Tajikistan and Kazakhstan, as well as Armenia and Belarus, and has been picking up steam in the past year, despite the difficulty of dealing with unpredictable member-dictators.

It is truly a regional pact with a legitimate reason for existing, unlike NATO. It was recognised by both the Shanghai Cooperation Organisation (SCO) and the UN as such in 2007, and there has been talk of it becoming the genesis of a defence arm for the SCO. NATO’s battering in Afghanistan has reduced it to asking for Russia’s -- really the CSTO’s -- participation in the Afghanistan operation, most obviously as the “northern corridor” transport route from Europe to Northern Afghanistan via CSTO member-states.

The CSTO is now working openly on a UN cooperation declaration similar to the one passed in September 2008 with NATO -- behind UN members’ backs -- to work together against terrorism, drug and arms trafficking, and as part of peacekeeping missions under UN command. In addition to the UN, the CSTO has relations with the EU and the OSCE.

There is even talk of squaring the circle between the CSTO and NATO. Says Fyodor Lukyanov, editor-in-chief of Russia in Global Affairs, “Compared to the previous situation, when NATO did not want even to hear about the OSCE, now many officials and experts say that the CSTO can be a very useful partner.” CSTO Secretary General Nikolai Bordiuzha is less naive: “We proposed to NATO to cooperate in several spheres, including those regarding fighting illegal drug trafficking, but NATO has its own position.” Ironically, NATO’s Partnership for Peace includes all CSTO countries, so NATO has been cooperating with the CSTO by default all along, whether it likes it or not.

In addition to this startling outcome of NATO’s failure in Afghanistan, there are several interesting developments percolating that will soon provide a window into just which direction NATO will go in its latest mutation. Ukraine and Georgia are committed to join NATO, both with leaders swept into power by carefully orchestrated Western-backed campaigns, but who are now widely reviled. Does NATO still have the will and the way to snatch them up?

Another development is the recent mutual recognition of Turkey and Armenia, long-time foes. This reconciliation finessed their outstanding differences -- Armenia’s occupation of almost 20 per cent of Turkey’s natural ally Azerbaijan, and Turkey’s refusal to accept greater responsibility for the tragedy of ethnic Armenians who died fleeing civil war in 1915-17.

The EU took the credit for bringing the two sides together and US Secretary of State Hillary Clinton came to the signing ceremony, but it is far from clear which “side” will benefit most. Will NATO-member Turkey help usher CSTO-member Armenia into the Western fold? Or will Russia-friendly Armenia draw Turkey the other way? Will the EU’s spurning of Muslim Turkey and its desire to snag tiny Christian Armenia widen the growing rift between an increasingly independent and pro-Muslim Turkey and the West? Will Azerbaijan join NATO in a huff? Will Turkey dust off its Ottoman past and reinvent itself as a major regional power? The situation is far too complex to make any firm predictions.

Russia’s staunch defence of Iran in the face of Western threats and its increasing assertiveness in the face of NATO expansion are widely admired in the Muslim world, Turkey being no exception. Last year Moscow embraced Ankara ’s proposal for a Caucasus Stability and Cooperation Platform as a mechanism for political dialogue, stability and crisis management in a region covering Russia, Turkey, Azerbaijan, Georgia and Armenia. Russia noted Turkey’s refusal to assist the US in invading Iraq or to allow a US warship into the Black Sea following Georgia’s attack on South Ossetia last year. Early this year, a Turkish mission visited Abkhazia.

During a state visit to Moscow by Turkish President Abdullah Gul in February, Russian President Dmitri Medvedev made a straightforward proposal to set up a Russian-Turkish axis. “The August crisis showed that we can deal with problems in the region by ourselves, without the involvement of outside powers,” Medvedev told a joint press conference. The Turkish leader effectively agreed, pointing to “substantially close or identical positions” the two countries took on “an absolute majority” of international issues.

But world politics is not all win-lose. Both Russia and the US, as members of the Minsk Group founded by the OECD to resolve the war between Armenia and Azerbaijan, want to see that stand-off resolved peacefully. Making it happen would be a feather in US President and Nobel laureate Barack Obama’s cap and a concrete step in improving relations with Russia. A truly win-win situation.

As NATO continues to flounder and power continues to shift away from the US towards BRIC (Brazil, Russia, India, China) and the SCO, issues like the above will be shaped by a complex of forces, and their outcomes will not be enforced by any one diktat. Just as NATO’s Cold War nemesis unravelled with unpredicted speed, the seemingly immutable Western military alliance could find itself paralysed not only by its infamous bureaucracy, but by countervailing forces on the ascendant outside of its orbit.

All the Kosovos, Georgias and Azerbaijans, all the GCC+2s, Dialogues and Partnerships in the world won’t be able to stave off the inevitable. Indeed, they can only act as a millstone, pulling NATO deeper into the quagmire it itself created during its short post-Cold War life as world policeman.

Russia remains a Black Sea power

If the struggle in the Caucasus was ever over oil and the North Atlantic Treaty Organization's (NATO's) agenda towards Central Asia, the United States suffered a colossal setback this week. Kazakhstan, the Caspian energy powerhouse and a key Central Asian player, has decided to stand shoulder-to-shoulder with Russia over the conflict with Georgia, and Russia's de facto control over two major Black Sea ports has been consolidated.

At a meeting in the Tajik capital Dushanbe on Thursday on the sidelines of the summit meeting of the Shanghai Cooperation Organization (SCO), Kazakh President Nurusultan Nazarbayev told Russian President Dmitry Medvedev that Moscow could count on Astana's support in the present crisis.

In his press conference in Dushanbe, Medvedev underlined that his SCO counterparts, including China, showed understanding of the Russian position. Moscow appears satisfied that the SCO summit also issued a statement on the Caucasus developments, which, inter alia, said, "The leaders of the SCO member states welcome the signing in Moscow of the six principles for regulating the South Ossetia conflict, and support Russia's active role in assisting peace and cooperation in the region." The SCO comprises China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

There were tell-tale signs that something was afoot when the Kazakh Foreign Ministry issued a statement on August 19 hinting at broad understanding for the Russian position. The statement called for an "unbiased and balanced assessment" of events and pointed out that an "attempt [was made] to resolve a complicated ethno-territorial issue by the use of force", which led to "grave consequences". The statement said Astana supported the "way the Russian leadership proposed to resolve the issue" within the framework of the United Nations charter, the Helsinki Final Act of 1975 and international law.

The lengthy statement leaned toward the Russian position but offered a labored explanation for doing so. Kazakhstan has since stepped out into the thick of the diplomatic sweepstakes and whole-heartedly endorsed the Russian position. This has become a turning point for Russian diplomacy in the post-Soviet space. Nazarbayev said:

I am amazed that the West simply ignored the fact that Georgian armed forces attacked the peaceful city of Tskhinvali [in South Ossetia]. Therefore, my assessment is as follows: I think that it originally started with this. And Russia's response could either have been to keep silent or to protect their people and so on. I believe that all subsequent steps taken by Russia have been designed to stop bloodshed of ordinary residents of this long-suffering city. Of course, there are many refugees, many homeless.

Guided by out bilateral agreement on friendship and cooperation between Kazakhstan and Russia, we have provided humanitarian aid: 100 tons have already been sent. We will continue to provide assistance together with you.

Of course, there was loss of life on the Georgian side - war is war. The resolution of the conflict with Georgia has now been shifted to some indeterminate time in the future. We have always had good relations with Georgia. Kazakhstan's companies have made substantial investments there. Of course, those that have done this want stability there. The conditions of the plan that you and [President of France Nicolas] Sarkozy drew up must be implemented, but some have begun to disavow certain points in the plan.

However, I think that negotiations will continue and that there will be peace - there is no other alternative. Therefore, Kazakhstan understands all the measures that have been taken, and Kazakhstan supports them. For our part, we will be ready to do everything to ensure that everyone returns to the negotiating table.

From Moscow's point of view, Nazarbayev's words are worth their weight in gold. Kazakhstan is the richest energy producer in Central Asia and is a regional heavyweight. It borders China. The entire US regional strategy in Central Asia ultimately aims at replacing Russia and China as Kazakhstan's number one partner. American oil majors began making a beeline to Kazakhstan immediately after the collapse of the Soviet Union in 1991 - including Chevron, with which US Secretary of State Condoleezza Rice was associated.

Unsurprisingly, Kazakhstan figured as a favorite destination for US Vice President Dick Cheney and President George W Bush has lavishly hosted Nazarbayev in the White House.

The US had gone the extra league in cultivating Nazarbayev, with the fervent hope that somehow Kazakhstan could be persuaded to commit its oil to the Baku-Tbilisi-Ceyhan pipeline, whose viability is otherwise in doubt. The pipeline is a crucial component of the US's Caspian great game.

The US had gone to great lengths to realize the pipeline project against seemingly hopeless odds. In fact, Washington stage-managed the "color" revolution in Georgia in November 2003 (which catapulted Mikheil Saakashvili to power in Tbilisi) on the eve of the commissioning of the pipeline. The general idea behind the commotion in the South Caucasus was that the US should take control of Georgia through which the pipeline passes.

Besides, Kazakhstan shares a 7,500 kilometer border with Russia, which is the longest land border between any two countries in the world. It would be a nightmare for Russian security if NATO were to gain a foothold in Kazakhstan. Again, the US strategy had targeted Kazakhstan as the prize catch for NATO in Central Asia. The US aimed to make a pitch for Kazakhstan after getting Georgia inducted into NATO.

These American dreams have suffered a setback with the Kazakh leadership now closing ranks with Moscow. It seems Moscow outwitted Washington.

Belarus voices support

The other neighboring country sharing a common border with Russia, Belarus, has also expressed support for Moscow. Belarus President Alexander Lukashenko visited Medvedev in Sochi on August 19 to express his solidarity.

"Russia acted calmly, wisely and beautifully. This was a calm response. Peace has been established in the region - and it will last," he commented.

What is even more potent is that Russia and Belarus have decided to sign an agreement this autumn on creating a unified air defense system. This is hugely advantageous for Russia in the context of the recent US attempts to deploy missile defense elements in Poland and the Czech Republic.

According to Russian media reports, Belarus has several S-300 air defense batteries - Russia's advanced system - on combat duty and is currently negotiating the latest S-400 systems from Russia, which will be made available by 2010.

Attention now shifts to the meeting of the Collective Security Treaty Organization (CSTO), which is scheduled to take place in Moscow on September 5. The CSTO's stance on the crisis in the Caucasus will be closely watched.

It appears that Moscow and Kazakhstan are closely cooperating in setting the agenda of CSTO, whose members are Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan. The big question is how the CSTO gears up to meet NATO's expansion plans. The emergent geopolitical reality is that with Russia's recognition of South Ossetia and Abkhazia, Moscow has virtually checkmated the US strategy in the Black Sea region, defeating its plan to make the Black Sea an exclusive "NATO lake". In turn, NATO's expansion plans in the Caucasus have suffered a setback.

Not many analysts have understood the full military import of the Russian moves in recognizing the breakaway Georgian republics.

Russia has now gained de facto control over two major Black Sea ports - Sukhumi and Poti. Even if the US-supported regime of Viktor Yushchenko in Ukraine creates obstacles for the Russian fleet based in the Crimean port of Sevastopol - in all probability, Moscow will shrug off any Ukrainian pressure tactic - the fleet now has access to alternative ports on the Black Sea. Poti, in particular, has excellent facilities dating to the Soviet era.

The swiftness with which Russia took control of Poti must have made the US livid with anger. Washington's fury stems from the realization that its game plan to eventually eliminate Russia's historical role as a "Black Sea power" has been rendered a pipe dream. Of course, without a Black Sea fleet, Russia would have ceased to be a naval power in the Mediterranean. In turn, Russia's profile in the Middle East would have suffered. The Americans indeed had an ambitious game plan towards Russia.

There is every indication that Moscow intends to assert the strategic presence of its Black Sea Fleet. Talks have begun with Syria for the expansion of a Russian naval maintenance base at the Syrian port of Tartus. The Middle East media recently suggested in the context of Syrian President Bashar al-Assad to Moscow that Russia might contemplate shifting its Black Sea Fleet from Sevastopol to Syria. But this is an incorrect reading insofar as all that Russia needs is a supply and maintenance center for its warships, which operate missions in the Mediterranean. In fact, the Soviet navy's 5th Mediterranean Squadron had made use of Tartus port for such purpose.

China shows understanding

Moscow will approach the CSTO summit pleased with the SCO's backing, even it it was not without reservations. Medvedev said of the SCO meeting,

Of course, I had to tell our partners what had actually happened, since the picture painted by some of the Western media unfortunately differed from real facts as to who was the aggressor, who started all this, and who should bear the political, moral and ultimately the legal responsibility for what happened ...

Our colleagues gratefully received this information and during a series of conversations we concluded that such events certainly do not strengthen the world order, and that the party that unleashed the aggression should be responsible for its consequences ... I am very pleased to have been able to discuss this with our colleagues and to have received from them this kind of support for our efforts. We are confident that the position of the SCO member states will produce an appropriate resonance through the international security, and I hope this will give a serious signal to those who are trying to justify the aggression that was committed.

It must have come as a relief to Moscow that China agreed to line up behind such a positive formulation. On Thursday, the Russian Foreign Ministry in Moscow also seems to have had its first contact with the Chinese Embassy regarding the issue. Significantly, the Foreign Ministry statement said the meeting between Russian Deputy Foreign Minister Alexei Borodavkin and Chinese ambassador Liu Guchang took place at the Chinese initiative.

The statement claimed, "The Chinese side was informed of the political and legal motives behind Russia's decision and expressed an understanding of them." (Emphasis added.) It is highly unlikely that on such a sensitive issue, Moscow would have unilaterally staked a tall claim without some degree of prior tacit consent from the Chinese side, which is a usual diplomatic practice.

The official Russian news agency report went a step further and highlighted that "China had expressed its understanding of Russia's decision to recognize Georgia's breakaway regions of South Ossetia and Abkhazia".

The favorable stance by Belarus, Kazakhstan and China significantly boosts Moscow's position. In real terms, the assurance that the three big countries that surround Russia will remain on friendly terms no matter the West's threat to unleash a new cold war, makes a huge difference to Moscow's capacity to maneuver. Any time now - possibly this weekend - we may expect Belarus to announce its recognition of South Ossetia and Abkhazia.

Clearly, Moscow is disinterested to mount any diplomatic campaign to rally support from the world community for the sovereignty and independence of the two breakaway provinces. As a Moscow commentator put it, "Unlike in comrade Leonid Brezhnev's time, Moscow is not trying to press any countries into supporting it on this issue. If it did, it could find quite a few sympathizers, but who cares?"

It serves Moscow's purpose as long as the world community draws an analogy between Kosovo and the two breakaway provinces. In any case, the two provinces have been totally dependent on Russia for economic sustenance.

With the independence of South Ossetia and Abkhazia, what matters critically for Moscow is that if the West now intends to erect any new Berlin Wall, such a wall will have to run zig-zag along the western coast of the Black Sea, while the Russian naval fleet will always stay put on the east coast and forever sail in and out of the Black Sea.

The Montreal Convention assures the free passage of Russian warships through the Straits of Bosphorous. Under the circumstances, NATO's grandiose schemes to occupy the Black Sea as its private lake seem outlandish now. There must be a lot of egg on the faces of the NATO brains in Brussels and their patrons in Washington and London.
