Hezbollah Secretary General Nasrallah: "The game is over in Syria"
Full speech delivered by Hizbullah Secretary General Sayyed Hassan Nasrallah during the memorial anniversary of the Resistance Leader Martyrs held in Sayyed Ashuhada Compound on February 16, 2015.
I take refuge in Allah from the stoned devil. In the Name of Allah, The Compassionate, The Most Merciful. Peace be upon the Seal of Prophets, our Master and Prophet, Abi Al Qassem Mohammad, on his chaste and pure Household, on his chosen companions and on all messengers and prophets.
Peace be upon you and Allah's mercy and blessings.
First, I would like to welcome you all in this dear and solemn occasion - the anniversary of the Leader Martyrs.
However, allow me first to tackle a really grave incident. I find myself obliged to express our as well as your strong condemnation of the brutal and savage crime perpetrated by the Takfiri Daesh organization against the oppressed Egyptian workers in Libya. This crime cannot be tolerated or bore by the mind, heart, conscience, religion or humanity. In your name, we extend our condolences to their oppressed and deemed-weak families, the Egyptian people, the Egyptian government, and the Coptic Church. We also express our consolation and deep sorrow for this calamity which afflicted them. In fact, it afflicted us all - Islam and Christianity, Muslims and Christians, and every human being who has a mind, a conscience, and an intact nature. We will return to this topic again in the course of the speech.
First, I would like to talk about the occasion and the act of commemorating this occasion. Then, I will talk a little about the Lebanese affairs before making a general overview and a general stance on the situation of the region.
Every year, on this very day, together we mark the anniversary of the Leader Martyrs, the family of leaders, Martyr Sayyed Abbass Mussawi - our Secretary General, leader, master, beloved, and inspirer -, his well-educated, resisting wife Martyr Sayyeda Um Yasser, and his small child Hussein, the Sheikh of the Islamic Resistance Martyrs - His Eminence Martyr Sheikh Ragheb Harb, and the senior jihadi Leader Martyr Hajj Imad Moghniyeh who are the symbol of our steadfastness and victory. We mark their anniversary for our sake and our good and not theirs. We mark their anniversary to teach our children, grandchildren and future generations. We commemorate this occasion so that the near past which we lived and partook in making remains connected to the present and overlooking the future.
This period of time must remain in our minds - we who have lived this era -, and it must dwell in the minds of our children, grandchildren, and the generations to come.
This period of time extends from the establishment of the State of "Israel" in 1948, the wars which were staged later in 1967 and 1973, the events that took place in Lebanon, the resistance announced by the Palestinian people, the resistance announced later on by His Eminence Sayyed Mussa Sadre (May Allah return him back safe and sound along with both his companions), Camp David Agreement, the divine and historic victory of the Islamic Revolution in Iran which took place in like these days under the leadership of His Eminence Imam Khomeini (May Allah sanctify his secret), the "Israeli" invasion in 1982, and the post-invasion era to our day including the wars, confrontations, events, and conspiracies.
This era is pregnant with events and development, and no one - neither we nor our children or the generations to come - can approach the present and the challenges of the day in a logical, objective, scientific, intact, and sound way apart from all of this past and the equations and achievements made: the facts and illusions, logic and lunacy, desperate bargains and sound options, waiting a mirage that did not and will never come true and waiting for victories made by the determination, sacrifices, tears, blood, aspirations, and pains of men and women. This time era with all what it comprises represents a great humanistic, fiducial, cultural, and jihadi school for our people and nation.
These leader martyrs were among its most prominent figures and leaderships and its martyred witnesses. Second, we always and all year long need to resort to them. We need to turn to Sayyed Abbass, Um Yasser, Sheikh Ragheb, and Hajj Imad as ideals to follow. We need to learn from them to abstain from this world when it ornaments to us its vanities: prestige, wealth, and luxury. We need to learn from them to be modest and even humble when we become strong. We need to learn from them to be strong when we confront quaking and hurricane-like calamities. We need to learn from them wisdom when we are fought with ordeals and seditions that disperse minds and insight. We take from them and are inspired by their ardor and zeal when tired, by their boldness when hesitating, and by their unlimited sacrifices when the position requires that. We learn from them to trust in Allah, our nation, our people, ourselves, and our resistance fighters when people feel frustrated as hardships, difficulties, and challenges target them from all sides. We take from them hope, confidence, and insight. As you heard a while ago, when "Israel" was occupying our land, Sayyed Abbass, Sheikh Ragheb, and Hajj Imad first and later on expressed their vision that "Israel" would not only withdraw from our land but also will be eliminated from the world. That is at a time "Israel" was occupying our land, our men and women were in prison, and we were weak and "Israel" was strong. As such, we take from them a clear vision and intact insight, confidence and hope, and most importantly we learn from them to be faithful and loyal, to have tolerance, to be up to the level of the tough and difficult current challenges we are facing, and to be competent at shouldering the responsibility of making a decent, noble, and prideful future that befits our people, homeland, and nation. Thus we always take pains to talk about them, their biography, their morals, their conduct, their achievements, their jihad, and their sacrifices so that we as well our children, grandchildren, and the future generations come to know and learn.
This is what we must take pains to achieve when we broadcast the names, photos, biographies, and wills of all the martyrs every day and around the year. That's because they truly present an integrated, intellectual jihadi school which we must introduce and with which we must be acquainted. For 32 years by now, a generation of young men who were 18, 19, 20, 23, and 25 at most by that time and who were scholars and fighters whether men or women took the initiative and shouldered the responsibility. Some of them were martyred in the different stages of the path.
Many of our veteran cadres were mighty in the fields of jihad and enduring difficulties and wounds and then died of a long struggle with illness the last of whom was a dear leader of the pioneer Resistance leaders late Hajj Mustafa Shehadeh (May Allah have mercy on him). Some were detained and suffered from the cuffs of detention. Some were wounded and are still suffering from their injuries. Some are still moving in this path holding their blood on their palms. The slogan held by this first generation which included Sayyed Abbass, Sheikh Ragheb, and Hajj Imad, and Hajjeh Um Yasser is {Among the Believers are men who have been true to their Covenant with Allah: othem some have completed their vow, and some atill wait: but they have never changed their determination in the least}.
Among the young men today are children of the first generation who in their turn pledged, lived up to their pledge, and adhered to their pledge, and many of them passed away as martyrs the last of whom were those who were killed in the "Israeli" aggression in Quneitra.
The children of the first generation were also senior partakers in making victory. The anniversary of the leader martyrs comes this year with evidence on what I am saying. The son of Leader Martyr Imad Moghniyeh - Jihad - stood on this podium to pledge his allegiance and willingly declare his affiliation, identity, and option. No one obliged him to do so. He could have continued his university education. He was a young gentle man. His life and his future were before him. The entire world was before him. However, the son of Hajj Imad carried Hajj Imad's spirit, soul, knowledge, and love. He abandoned all of that. Where did he go? He went to Golan and to Quneitra where his life was sealed in martyrdom. As such are the martyrs the sons of martyrs. The blood of martyr Jihad and his brethrens in Quneitra days ago forcefully revived the anniversary of the martyrdom of Hajj Imad Moghniyeh.
It brought him back to life again. At that moment we felt as if Hajj Imad was martyred anew. People had this emotional, spiritual, and moral feeling. The people sympathized with the incidents what brought this matchless, brilliant, and historic leader to the forefront of events again emphasizing that his memory and presence is still the most forceful and supreme in the conscience of the friend and foe who is still haunted by the blood of Imad Moghniyeh and will always be haunted by the blood of Imad Moghniyeh.
Brothers and sisters! On this great and dear day to us and in a show of loyalty to these leader martyrs and as responsible people, we tackle some issues that concern us in Lebanon and some issues that concern us also in the region.
First I will tackle some Lebanese affairs.
First: We are in the month of February in which many incidents took place especially on February 14th. On this occasion, I extend my condolences and consolation to the family of Martyr Premier Rafiq Hariri, his lovers, his party, and his supporters for the sorrowful event of his martyrdom that shook Lebanon and the region, and the repercussions of which are still taking place to our very day. I also extend my consolations to all the families and lovers of all the martyrs - whether men and women - who fell on that day in that painful, sorrowful, and very dangerous incident.
Second: Today and before the danger of terror that is threatening Lebanon and the region, we in Hizbullah support the call for devising a national anti-terror strategy. I believe that the Lebanese political forces and Lebanese leaderships may agree on an enemy that is terrorism. That may not be as difficult as agreeing on a defense strategy in face of "Israel" for, unfortunately, we disagree over another enemy, which is "Israel". Anyway, we support the call for devising a national strategy against terrorism. Now how are we to achieve that?
Now I received the result of whether there was shooting in the air or not as I started my speech. It is supposed that in the compound you haven't heard anything. I thank all our honorable people in Dahiyeh, Beirut, and all regions for abiding by our call and appeal. This is always expected from you, and you always live up to our expectations. We must always cooperate, and Inshallah we will come to an end with this phenomenon so that we don't find ourselves obliged to issue a statement for every ceremony and request from you not to shoot in the air.
We must cooperate as far as this issue is concerned. It is an old tradition in Lebanon to shoot in the air in funerals of martyrs, martyr processions, and in the various occasions, and we must cooperate on the media, cultural, and political levels to put an end to it Inshallah. Many thanks to all those who answered our call and adhered to our recommendations. I am very thankful to you all.
So we are with devising a national anti-terror strategy. Now who is to work on this? It is the government. The parliament presents an initiative. A national unity session may be held. This needs follow up. The mechanism needs discussion. Anyway, in principle, we call for that, and we support that.
The third point has to do with the security plan in Bekaa. We renew our ultimate support for the plan which we believe came late. The security plan must continue and must be activated. So it must not last for a week or two or a month or two. The Bekaa region has been suffering from thieves, criminals, corruptive people who kidnap people to receive ransoms, and outlaws who terrorize people.
We hope that this era had come to an end Inshallah. Between parentheses, I say that there were popular requests that we - Hizbullah, Amal Movement, and the political forces in Bekaa - assume this responsibility but this was not a right step. Here I am telling our people in Bekaa that this is not right and will not be right in the future.
What is right is that the state is the most able and the most competent side of assuming this responsibility which is its obligation in fact. All of us must support and back the army, the security forces, and the government in controlling the security situation. Thus the security plan needs follow up. It was said that the wanted fled. Well that is good. Now let the army and the security forces be aware and serious so that they do not come back. As long as they are away from the region, the region will be free of thieves, criminals, corruptive people, and killers. As such no such things will be tolerated in the future.
Alongside the security plan in Bekaa, two other things are needed. I will only mention topics so that I can cover all the points. The first point is the development plan in Bekaa. If the state wants to control that area, it is not enough to dispatch the army and the security forces. It must develop the area: a hospital, a school, roads, water, electricity, job opportunities and anything possible so that these honorable people live in dignity and stay and stick to their land. The north and especially Akkar needs development and not only security.
The second point is resolving the problem of tens of thousands of people who are wanted for trivial, minor or old offenses. This issue is still unresolved, and it must be addressed after all. It is not right that tens of thousands remain wanted and are arrested on check points for very trivial reasons.
There is a third point which is lurking and upcoming. I will not tackle it in details. I will leave it for another occasion. I will only mention it because we are talking about Bekaa. This will take place when the snow melts. Today on the other side of the eastern mountain range, and in the hills and mountains of Arsal, Daesh and al-Nusra are found. Daesh extends from Libya to all the regions it wishes to be found in until reaching the barren mountains of Arsal. Well, now the mountains are covered with snow. The windy weather and weather conditions have limited or prevented confrontations. However, when the snow melts, there is something waiting to take place there. The state as well as the Lebanese people must decide on how to deal with this threat and danger on the hills and mountains that intimidates the villages and everyone. Man must take a position. When we tackle the regional issues we will return to this topic again. These can easily be defeated but that requires a decision and a national will.
We are coming to that stage, and we must take a position accordingly. Now we are in the month of February. There are storms with many names, and it has become difficult for us to memorize the name of each storm. There is snow, and it is freezing cold. Our brave men are on the top of mountains of elevations between 2000 and 2500 meters. On this occasion, we must renew our tribute to the officers of the Lebanese Army and the security forces as well as to the Resistance men. Also on the other side there are the officers and soldiers of the Syrian Arab Army and the Resistance men. These men in that area are preventing terrorist attacks and preventing dispatching bomb-laden vehicles to the various Lebanese regions. On the Day of the Leader Martyrs, we give all our regards and high-esteem for their patience, determination, and steadfastness in face of storms and freezing snow.
Fourth: On the anniversary of the understanding between Hizbullah and the Free Patriotic Movement which also took place in February, the importance of this great achievement is manifested more and more day after day. Its consequences are also made clear on the political situations in Lebanon and even in the region. That's because one of the most important consequences of the understanding is the impact of the stance related to the Resistance which is a part of all the challenges, consequences, and victories of the region. We call for deepening and strengthening the relationship between Hizbullah and the Free Patriotic Movement. We also call for making similar understandings on the national level. At that time, we dreamed that the very understanding would widen to include the others. Well, some clauses may be sensitive or there might be some pro forma protocols. Let's keep such clauses aside. Any two or three sides or movement may reach an understanding similar to this national understanding in which all of us may join.
So it would not hold the name of Hizbullah or the Free Patriotic Movement. We would rather be among those partaking in making it and inking it. It would be a whole new agreement that includes everything that closes ranks, achieves accord, addresses the dilemmas of dialogue, and ensures great national interests.
Fifth, as for presidential elections, we call for exerting internal efforts in this perspective as there is not any such internal effort in fact. No side is making any move except for remote or insignificant steps. Thus we call for resuming internal national efforts, and it is well known where, how, and with whom. So there is no need to go more into details. The concerned persons are well known. Again I tell all those who care for putting an end to vacuum and for remaking institutions in Lebanon: Do not wait for the changes in the region and foreign changes. Do not wait for the Iranian nuclear file or the US-Iranian talks or the Saudi-Iranian talks. Do not wait for anything in the region. On the contrary, the region is moving towards more crises and confrontations. New fronts are being opened. I will tackle the regional affairs later in my speech.
Previously, we used to say that no one is free enough to be bothered with us. In the future too, no one will be free to be preoccupied with us. So let's not let this vacuum stay for long. If we are serious and independent, sovereign, and a decision-maker in his bloc and can vote for the person of his choice as everyone of us claims to be, let's resume this internal national effort to resolve the issue of presidential elections.
Sixth, regarding the government, we support it and back it in resuming its work. This is a national need. In fact, the Lebanese have no other choice. The alternative is vacuum and forfeiture. I believe that no one agrees on this alternative. There are problems facing the work of the government; we must cooperate to resolve these problems. As for the issue of the mechanism of taking a decision, we will deal positively with some of the presented solutions. Some of these solutions are logical and appropriate, and we call on the forces partaking in the government to deal positively with this issue to overcome this crisis so that the government convene anew, resume its work, and assume its responsibilities.
Seventh, Hizbullah will continue the dialogue with the Future Movement Inshallah as we see that this dialogue has so far led to good and positive results within the ceilings of expectations set at the very beginning. That means from the very beginning, they and we knew the magnitude of expectations. Well, let's not handle this issue on platforms. The expectations are clear. The agenda is agreed upon. It is clear too, and it is within the expectations. Within the agenda, the results are good, and with the seriousness characterizing both sides, we hope we will reach a good and positive result that would be to the interest of Lebanon and all the Lebanese Inshallah. We will move forward in this dialogue. Well some people may bother us; others may be annoyed by the dialogue; some people still talk inappropriately. Still we along with our masses must tolerate and endure all of that to the interest of the country.
The last point on the domestic level has to do with us renewing our encouragement and support to any form of dialogue between any Lebanese political forces no matter under what title it comes or what results it may yield. Even if the results are humble, dialogue remains the best option before us as Lebanese.
This is as far as Lebanon is concerned. Let's move now to the region though through a Lebanese prelude. There is a critical and crucial point which I hope we all would contemplate on. For decades by now and all through the stage we lived and passed through to our very day, there has always been a dispute in Lebanon. There are two logics which you hear in ceremonies and occasions.
The first logic says that we want Lebanon apart from the region and apart from the events taking place in the region. It is the policy of isolating it from what is taking place in the entire region. This policy is against interfering in the affairs of the region. This logic is nice regardless of whether those saying this are committing themselves to it or not. We are talking in theory. In theory, there is a logic that goes against interfering in what is taking place in the region whether on the political, media, or military level. This is the policy of staying apart. Lebanon cannot tolerate interfering. Lebanon's conditions are complicated and difficult. Thus Lebanon must remain away, and it must not be hurled in any of the axes. I reiterate that some sides - no matter who they may be - say so though in practice that may not be the case. That's because many sides in the country may or may not be parts of an axes. They may or may not be interfering in the affairs of the region. This is another field of study.
The other logic theoretically says that is impossible. The logic you are talking about is nice. This Arabic composition you are making is nice; however allow me to say that it is unrealistic. The true status quo, the land, the field, history, geography, demography, security, peace, and livelihood say against that. That is similar to natural phenomena. When a snowy storm is approaching you can't stand in its face and tell it: Cool down. We are Lebanese. We want to stay isolated from storms, snow, and rain. We have our own snow, our own rain, and our own climate. We are a piece from Heaven, and we have nothing to do with anyone else. Well how is this translated into action? Is such logic realistic or right?
Whether the Lebanese like it or not, Lebanon has always been effected by what takes place in the region: the establishment of the state of "Israel" and the usurp of Palestine have had great repercussions on Lebanon and the region. All what takes place in the region has its repercussions on Lebanon. No one can say: Hold on. We cannot tolerate. We do not want to be influenced by your repercussions. Here we have to say. Here one may be logical or illogical. What is the truth? What is the true situation? This is the truth. On the contrary, Lebanon today is under the impact of what is taking place in the region more than in any time in the past. Today the destiny of Lebanon is not made in Lebanon only. Now the fate of Lebanon, Syria, Iraq, Jordan, Egypt, Libya, Saudi Arabia, Bahrain, and Yemen among other countries is made in the region as a region. No fate is made in one country alone. The region has been molded anew. The entire region was shocked and scattered. It is now being recreated from scratch. Whoever wants to decide the fate of Lebanon must partake in making the fate of the region, and whoever is absent in making the fate of the region is in fact telling others to make our fate as we cannot do anything. No, today the fate of the states in the region is made in the region. Even more, the fate of the world is now being made in the region.
In a while we will start talking about Daesh, Libya, Italy, and Europe. However now and in the light of this labor pain, the fate of entities will be determined. Some entities may continue or stop to exist. On light of this labor pain, some people will continue or stop to exist. Will things remain as such or will there be a kind of rejoining or disintegration, or are we heading to years and decades of destruction? What is the future? All of this is being made in the region? States and peoples in the region as well as the entire world are being influenced by that. No one can say I am Lebanese or whatever. That is unrealistic. The issue is not intellectual luxury or political luxury. The fate of our people and of our country is at stake. Our dignity and the future of our generations are at stake.
In this framework and as a joke I say that in the past, we faced the problem of convincing some Lebanese that we are part of the Arab region, the Levant, the Middle East, and the Arab-"Israeli" struggle when having discussions with them. They used to say that is not the case; Lebanon is an island in the Pacific Ocean. We live at ease, we are not influenced by anything, and we are not concerned with anything. Their stance today has taken a more negative course because we now have to convince them that Lebanon is part of Planet Earth, not of Mars. Today the Globe - the entire Globe - is influenced by what is taking place in the region. This logic has, in fact, always been a point of disagreement that used to cause further disagreements. Well, we approach this issue with such a mentality because we believe that the fate of Lebanon, the fate of the people of Lebanon, the future of Lebanon, the will of Lebanon, the security of Lebanon, the ability to live in Lebanon, and the economy of Lebanon cannot be isolated from the developments and events taking place in the region. When I talk about the region, I will talk in general and not in details.
However, still I have a brief comment which I find appropriate to say. To those who criticize our stance from what is taking place in Bahrain for example saying that such a stance harms the relation with a dear fraternal country called Bahrain I say:
Indeed, Bahrain is a dear fraternal country exactly like any other Arab country is for us. I accept that they criticize our stance, and they have the right to criticize our stance only if they abide by this policy - the policy that goes against interfering in the affairs of others. But that is not accepted from those who interfere in the affairs of another Arab country the relation of which with Lebanon is by far more important and more critical than Lebanon's relations with Bahrain. I mean Syria.
Security, economy, path, horizons, sea, water, people and families are common between Lebanon and Syria. Since the beginning of the events in Syria up till now, some have interfered and even been part of the battle on Syria and its government, regime, army, and the choice of a wide section of its people, and they were part of the media and political war against it. Arms were led in to Syria, and money was paid and is still. Those acting as such pertaining to Syria have no right to criticize our stance on Bahrain. After all, what did we do as far as Bahrain is concerned? We issued a political position. We did not send arms to Bahrain. We did not instigate violence in Bahrain. We did not call for toppling the regime in Bahrain. On the contrary, we always used to back the callers for the peaceful movement, to call for dialogue and reform in Bahrain, to reject violence, and to avoid violent reactions and suppression practiced by the regime.
The stance we took must be met by appreciation by the deaf and blind government of Bahrain. It must be appreciated by everyone who cares for any Arab country. That's because when a political side in any Arab country addresses another Arab country saying:
Your demands are rightful. Resort to peaceful means. Do not head to violence. Go towards dialogue. Accept any settlement.
Such a stance should be highly evaluated. However, because the government in Bahrain is afraid of any rightful word, it is frightened by any call believing {that every cry is against them}. As such it becomes tense and starts threatening you. By what? By expelling the Lebanese from Bahrain. This is the means resorted to by the weak and feeble authorities. Such authorities act as such. They threaten that they will expel the Lebanese in Bahrain if so and so carry on talking in such a way.
Anyway, we are now in the month of February which also witnesses the anniversary of the peaceful, civil, and civilized uprising of the people of Bahrain whom we salute and hail for their patience, steadfastness, awareness, and wisdom.
So whoever gives advice and preaches must first observe them himself. Then we can talk together if we are to observe them or not and whether what we are doing is right or wrong.
I will tackle the situation in the region besides the "Israeli" threat in a couple of words. We will talk about what is new as we do not want to reiterate what is old. The threat and danger represented by the Takfiri current with its most prominent form - Daesh - has been forcefully evident in new fields and domains.
Previously we have said that this is not a threat to some governments only but rather to all governments. It is not a threat to some regimes only but rather to all regimes, entities, peoples, and armies. It is not a threat to religious, or factional, or racial minorities. It is a threat to everyone.
We have said that very early. We also said that it is a threat to Islam as a religion and as a divine mission. Since that day to this day, all the events that took place assert this concept that we have talked about together very early.
Now, the entire world has admitted that yes the Takfiri current under the name of Daesh is posing a threat to the security of the region and to world security. Does anyone in this world argue this point? There is only "Israel" because it does not consider Daesh a threat or a danger. You have seen "Israeli" War Minister Yaalon making an inspection visit to Golan a couple of days ago and saying that Daesh does not pose a threat or danger. He also said that al-Nusra does not pose any threat or danger.
Well, "Israel" alone considers that Daesh and al-Nusra do not pose a threat. Still all world countries consider - even if apparently - that Daesh poses a threat and a danger to the security of the region and to world security. Later on we will talk about al-Nusra.
"Israel" has the right to say that Daesh does not form a threat because all what Daesh had made so far and is still making absolutely serves the interests of "Israel" whether Daesh is aware of that or not.
What is taking place now? New fronts are being opened. There are new forms of brutality and criminality they brought along from Hollywood or from other places. The way in which the Jordanian pilot Maaz Kassabah was burnt is catastrophic. The way in which the oppressed deemed-week Egyptian workers were slaughtered which we saw on TV screens is disgraceful and frightful. Hostages are being slaughtered in such a way. Even more, new fronts are being opened and new targets are being set.
Daesh has nothing to do in Palestine or in al-Quds.
That's why Yaalon says that Daesh forms no threat. In fact, the true and absolute target of Daesh is Mecca and Medina. I call on the brethrens in the Kingdom of Saudi Arabia to calm down a little. The absolute goal is Mecca and Medina. Today I watched that in the news. I am not very much sure whether new rulers were appointed today or whether they are talking about an old report. I am saying so to be precautious but what I heard today says that Abu Bakr Al Baghdadi - the Caliph of Daesh - appointed a prince on Mecca and ruler on Medina.
So the goal is Mecca and Medina and not al-Quds. It's because the caliphate of Daesh would not be completed without the Two Holy Shrines of
Mecca and Medina.
What did those who slaughtered the Egyptian Copts in Libya said? They said that their goal is Rome! Their options are very remote!
Mecca and Medina remain relatively nearer that Rome. They may say that we can go to Mecca and Medina, and from there we move through Jordan to Palestine. Still they want to go to Rome! What do they have to do in Rome?!
These are new wars and fronts. Whom are they serving? For whose interest are they fighting? Here and for the first time I dare to say: Consider the "Israeli" Mossad, the CIA, and the British intelligence. Previously, we did not pose the theory of a conspiracy. But now we say let's take that into consideration.
Everything that the Takfiri current and Daesh do serves "Israel", "Israel's" hegemony over the region, and the US hegemony over the region.
They are also provoking Europe. Imagine for example that a couple of days ago Italian Defense Minister said: We are ready to lead an international coalition against terrorism in Libya. Between parentheses we ask the Italian Defense minister: Why do you want to lead an international attack on terrorism in Libya?
Listen very well to the answer of the Italian Defense Minister. I hope that March 14 Bloc would hear the answer very well. It is because "terrorism is now only 350 kilometers away from the Italian border." She says only 350 kilometers.
The Defense Minister, Italy, and the European Union are civilized, and still they are thinking of staging a military action against Libya because terrorism is now 350 kilometers away. As for us, terrorism is on the barren mountains at the border, in al-Qseir and Qalamoun. Terrorism is on our hills and in bomb-laden cars. Still some parties are arguing whether I am right or wrong.
Before this status quo which is in fact not exaggerated, there is a truth called a true serious danger.
The threat was in Syria. Now it is in Syria and Iraq. It also reached Libya. Also in Sinaa they say that Ansar Beit Al Maqdes has pledged allegiance to Daesh or something of this sort. Similar things are taking place in other places too. Today in Tunisia, there is a state of full mobilization. In Yemen, a branch of al-Qaeda had pledged allegiance to Daesh Caliph and are proceeding and occupying camps in southern provinces in the country.
There is a true threat. They are slaughtering and killing. These are not films. They are producing true films. It is absolutely sure that their mind, spirit, and brutality come from Hollywood. This is the culture of Hollywood.
What is the culture of Hollywood? Is there anything other than killing and slaughtering? Is this from here, from the Orient, from Islam, from Christianity, from prophets, from the caliphs, from the companions of the Prophet, or from the Household of the Prophet (Peace be upon them)? God forbids. It is not from any of these.
The origin of what we are seeing now before our eyes on TV screens is clear. In face of this danger which is threatening everyone, we call on the peoples and the governments of the region to join efforts to confront this vast, dangerous, terrorist Takfiri threat.
I reiterate that we are all able to defeat this threat as well as to defeat those standing behind it whether the "Israeli" Mossad, the Americans or the English.
Brothers and sisters! The strategies followed by the international coalition and the international community are minor - that is if we thought good of them. If we thought bad of them, we wonder whether they really want to get rid of Daesh or not. Let's be serious. I will refer to this again in a separate clause. Thus the nation, the peoples of the nation, the governments, the scholars, the political parties, the resisting forces, and the armies are all concerned in confronting this threat which is the most dangerous threat except for the "Israeli" threat.
Thus I have a couple of clauses to say briefly.
Clause One: The intellectual, political, media, and field confrontation of this Takfiri current must be considered a kind of defense - a defense of Islam. It is not anymore a defense of a definite axis or regime or state or faction or sect or minority. They are threatening everyone. They are threatening Islam above all.
I hope that everyone understands very well what I am saying. Any conduct made by a Muslim who claims to be a Muslim that disagrees with human nature cannot be from Islam. It is impossible to be from Islam. Allah Al Mighty says {So set thou thy face steadily and truly to the Faith (establish) Allah's handiwork according to the pattern on which He has made mankind; no change (let there be) in the work (wrought) by Allah: that is the standard Religion}. This is the nature which does not change since Allah created man}.
From the very beginning to Doom's Day there is one and only one human nature. {That is the standard Religion}. The standard religion is the religion that agrees and is in harmony with human nature. Such deeds which sicken the minds, hearts, and spirits and which all humanity with its various and diversified doctrinal and political ideas, visions and directions loathes cannot be Islamic deeds or deeds pertaining to any religion.
So this battle is a battle in defense of Islam. And today, I will tell you with pride: As we form or consider ourselves part of this battle in face of this Takfiri current, we consider ourselves defending the Islam of Mohammad Bin Abdullah (Peace be upon him and his Household). We are not defending Shiites, Sunnites, this sect, or that sect.
Everyone knows that when the battle becomes a battle in defense of the religion of Allah Al Mighty and of the sanctities of Allah, then our sacrifices will have no limits, our patience will have no limits, our tolerance will have no limits, and our willingness to go to the end is with no limits as our Master Imam Abu Abdullah Al Hussein did in Karbala.
Here I am saying that we are doing so. I further call on everyone - on all Muslims - to defend their religion no matter if they are scholars, authorities, journalists, or authors. So arms are not a must. The worst deformation in human history for a divine religion is what Daesh is perpetrating now. No such thing ever took place in history.
Second: The entire world - or at least the states in our region which are living this threat and this danger - must tell some regional states which are still supporting Daesh with arms, money, facilities, and media that the game is over. Apparently such satellite channels may not seem to be defending Daesh. But if you listen carefully, you find that in fact they are defending Daesh. I am not going to explain this now. The game is over. The region, the peoples of the region, and the governments of the region will not be able to tolerate this level of criminality and brutality which is being perpetrated in the name of Islam against all the peoples of the region.
Third: This is a very important point. I will be frank and mention names. We must not fool ourselves or allow anyone to fool us by trying to differentiate between Daesh and al-Nusra Front. As we have always said in the past. I do not want to reiterate. They are one reality. They have the same essence, ideology, culture, spirit, goal, conduct, and goal. I hope that one of the Lebanese or the Arabs would explain to us the difference between al-Nusra and Daesh. How is Daesh a terrorist and al-Nusra Front rebels? I wish I can find someone especially in Lebanon who may explain this to us on the TV or when sitting with our brethrens.
We must not be fooled. They are the very current. Their dispute was organizational. It was over leadership. However, the outcome is one and the same. Thus today, there are calls to confront the Takfiri currents with no discrimination. That is true. This is a sound stance. As for Jordan, it cannot fight Daesh in Iraq and support al-Nusra Front in Syria. Some Gulf countries cannot partake in an international coalition to fight Daesh in Iraq while offering money, arms, capabilities, and facilities to al-Nusra Front. Al-Nusra is, in fact, the other face of Daesh. The entire current which poses a real threat must be confronted.
Fourth: The governments in the region and the states in the region must limit and address the ongoing struggles. We must help, and we must take initiatives too. Some may say that I am exaggerating in my theories. However, after all, we must be responsible when talking about this stage. What can we do or what can others do? I do not know. Today there are two priorities: The priority to confront the Zionist scheme which is proceeding in Palestine in demolishing houses and building settlements and in threatening Gaza and the region. The second priority is the Takfiri scheme which is threatening us all. Well, this must be a priority too. This means that we must be realistic in the other files too.
Some Arab countries, especially Gulf countries, must approach the region's problems in a different manner, because they are in the circle of danger. So do not {be led by arrogance to perpetrate more crimes}. Do not get agitated and nurture anger and grudge. Cool down and sit and contemplate. After all, in Iraq for example, the Iraqi people, the Iraqi troops, the Kurd troops, the Shiite as well as the Sunnite tribes fought Daesh and rendered it inactive. In fact, they prevented Daesh from reaching Kuwait. They prevented Daesh from reaching Saudi Arabia. Otherwise, its eyes are not on Baghdad only. Its eyes are on Mecca and Medina as we said before. So approach Iraq from another perspective.
Today in Iraq there is a political operation. The Shiites, Sunnites, and Kurds met one way or another. At times, there are some flaws. At times, crimes take place. However, instead of instigating sectarian and factional ordeals in Iraq through your satellite channels, do play an active role in keeping the Iraqis united together that they would be able to prevent Daesh from expanding again and to be able to confront and crush Daesh. The Iraqis are defending you as well as your thrones and oil.
You have to approach Iraq in a different way. Enough with your Sunnite-Shiite-sectarian grudge.
You also failed to achieve your goals in Yemen. Search for the reasons behind your failure after you have spent billions of dollars. Power is not found on financial corruption through buying consciences....
Still, you can approach Yemen in a different way. Today, there is a true popular revolution which cannot be ignored. In fact, this revolution is standing in face of al-Qaeda and Daesh that are threatening all of you. All of these documents talk about al-Qaeda's original scheme which was to control Yemen and Syria and thereof move to Mecca and Medina. O rulers of the Gulf. If you do not want to read, don't you have people who may read for you? Why don't you read a little?
Approaching Yemen is not to the effect of pushing Yemen towards an internal explosion or to the effect of instigating the Yemenis against each other or to the effect of seeking help from the Security Council in face of the Yemeni people or a large section of the Yemeni people. The approach must be peaceful and quiet. Ansarullah and its leadership are brave, wise, aware, and responsible enough to lead dialogue and make agreements. As such the entire situation would be under control. As for agitation and wrath, that would lead Yemen to unfavorable results, and the Gulf countries will pay the price for that because they will turn Yemen to a neighboring volcano and they will widen the field where Al Qaeda and Daesh act.
As for Bahrain, go and talk with Al Khalifa Monarchy. Let them calm down a little and act reasonably. Let them stop acting with suppression and open the gate for dialogue. Let them set the detainees free. The people in Bahrain want a settlement and reforms. Indeed some people in Bahrain do not accept what I am saying. But the majority does.
Let's move to Syria now. The game is over in Syria. The continuation fighting in Syria is just a stubborn act to the effect that some said a word and they want their word to be done even if all of Syria was ruined and casualties increased.
Be realistic in viewing the status quo in Syria. Open the gate for a political solution. Allow the opposition to partake in a settlement. Here I do not mean the Takfiri opposition which is not allowed to partake in a settlement. The regime is ready to partake in a settlement. Let's see if it's possible for people to calm down a little, sit together and address the affairs of the region. So we can create a situation that helps all sides to confront the danger that is threatening everyone.
Even in Lebanon, lift the veto on the presidential issue and allow the Lebanese to sit down and negotiate to reach an agreement over a president and over the entire composition in the country. What is the problem in that? In another word as far as this clause is concerned, do us a favor and allow the people reorganize their priorities and act accordingly.
Fifth: The peoples of the region and the governments of the region must not wait for an international strategy or a NATO strategy or an American strategy or anything of this sort.
They must take the initiative as we did in Syria, in Lebanon, in Iraq, and as initiatives are being taken in more than one Arab country. We must take the initiative to confront this current, and we must not allow it to expand, gain power, and become deep-rooted and the like.
Saying that America wants to get rid of Daesh is disputable. Who says that America wants to get rid of Daesh? Have a look at the status quo and see how it is to the interest of America under the pretext of America defending the states of the region. This is a conspiracy of regimes. They lowered the price of oil and opened the fire on themselves and on all their friends and foes.
It is robbing the oil of the region and the wealth of the region. Hundreds of billions of dollars are being robbed under the pretext of the burden of war of the international coalition troops. Through Daesh only, America is robbing our oil and our wealth.
America is exhausting us as well as our armies, peoples, states, and nerves.
Through Daesh, America is planting grudges and enmities which might not end in decades. It is ruining the entire region for its interest and for the interest of keeping "Israel" powerful, prominent, and protected.
Why is America in a hurry? In best cases, if America finds out that it wants to get rid of Daesh, it can still do that slowly and later on when the American presidential elections approach. So why should it get rid of Daesh now? When the American presidential elections are due, they would make several moves and hit Daesh so that the Democratic Party wins. So the knife of Daesh must remain on our neck - we the Iraqis, the Syrians, the Lebanese whom Daesh is at their borders in Qalamoun, Irsal barren mountains, the Egyptians, the Libyans, the Tunisians, the Yemenis, and all the peoples of the region - until the American presidential elections approach to know whether the Americans want to make any move in this perspective.
Brothers and sisters! Those who bet on the Americans are bargaining on a mirage. How do you bet on the very side which robs you, conspires against you, and had fabricated these and dispatched them to you? It is not allowed that we wait for the Americans or the international community. Act as the resistance acted.
The Resistance of Imam Sayyed Mussa Sadre, the resistance of the Lebanese, the Lebanese resistance, the national resistance, the Islamic resistance, the resistance of Sayyed Abbass, Sheikh Ragheb, and Hajj Abbass, the resistance in Lebanon, the resistance in Gaza, and the resistance in Palestine did not wait for a united Arab strategy or a united international strategy and still the resistance made victory.
Why are we to wait for the Americans? We will not wait for the Americans or the NATO. In Iraq, they did not wait. In Iraq, the religious authority, scholars, the government, the army, the security forces, and popular masses that included Shiites, Sunnites, Kurds, and tribes held arms and fought. So far, the Americans haven't handed them the arms they paid for beforehand. The arms and the ammunition come from Iran and from other sources.
They did not wait for anyone. They defeated Daesh in Diala Province; they defeated it in most provinces - Salaheddine and Jarf Sakher; now they are defeating it in Anbar; and they will defeat it in Mosel. Why not?
In Syria too, this is taking place. It is taking place every day with the good Daesh and the bad Daesh because they are both Daesh whether in al-Qseir, Qalamoun, or Irsal barren mountains.
So it is not allowed to wait for anyone. We must take the initiative. We must assume the responsibility. Thus I have something to say. You will find what I will say strange. It is in fact the conclusion we draw from this look over the situation of the region. I tell those who call on us to withdraw from Syria: I in my turn call on you to join us in going to Syria.
I further call on you to go to Iraq too. We did not talk about Iraq previously though we are humbly present there now in this first and critical stage. Let's go together to Iraq too.
They may say that I am going too far but I will say it anyway. Let's go to any place to confront this threat that is threatening our nation and our region because as such we will be defending Lebanon and the people of Lebanon. This is the way major powers, decent states, and strong armies in the world act.
However, we will not take you to Ukraine!
On the light of the situation in the region, let's reconsider and discuss your logic as well as our logic and your evidence as well as our evidence. Let no one be afraid that in case things are settled in Syria, the Syrian rule will return. This is part of the past, and you know all the conditions that accompanied this past. You know it better than we do. There is no need to put such fears before true and serious dangers that threaten us all.
I call for coordination between the Lebanese Army and the Arab Syrian Army before the snow melts on the eastern mountain range borders. I call on the Lebanese government to coordinate with the Syrian government as per the refugees, the displaced, and security.
Today the danger is by far greater than any party, sectarian, or factional considerations. In this framework, we also call for a comprehensive view to this issue.
It is our fate to fight in defense of Lebanon and the nation since 1982. We were young men then. Our beards were not visible yet. However, we assumed this responsibility, and we proceeded. Some among us were martyred, and we continued in our path from 1982 to 2000 to 2006.
Today, on the path of our leader martyrs - the symbol of our steadfastness and victory - the caravans of martyrs move along to make victory with their blood. The Resistance has always been and will always be the answer. We will always assume the responsibility and make victories with our steadfastness, blood, and inspiration from our leader martyrs - Sayyed Abbass, Sheikh Ragheb, Hajj Imad, Um Yasser, and all the martyrs until {Allah commands; and He is the best to command}. Peace be upon you and Allah's mercy and blessings.
I take refuge in Allah from the stoned devil. In the Name of Allah, The Compassionate, The Most Merciful. Peace be upon the Seal of Prophets, our Master and Prophet, Abi Al Qassem Mohammad, on his chaste and pure Household, on his chosen companions and on all messengers and prophets.
Peace be upon you and Allah's mercy and blessings.
First, I would like to welcome you all in this dear and solemn occasion - the anniversary of the Leader Martyrs.
However, allow me first to tackle a really grave incident. I find myself obliged to express our as well as your strong condemnation of the brutal and savage crime perpetrated by the Takfiri Daesh organization against the oppressed Egyptian workers in Libya. This crime cannot be tolerated or bore by the mind, heart, conscience, religion or humanity. In your name, we extend our condolences to their oppressed and deemed-weak families, the Egyptian people, the Egyptian government, and the Coptic Church. We also express our consolation and deep sorrow for this calamity which afflicted them. In fact, it afflicted us all - Islam and Christianity, Muslims and Christians, and every human being who has a mind, a conscience, and an intact nature. We will return to this topic again in the course of the speech.
First, I would like to talk about the occasion and the act of commemorating this occasion. Then, I will talk a little about the Lebanese affairs before making a general overview and a general stance on the situation of the region.
Every year, on this very day, together we mark the anniversary of the Leader Martyrs, the family of leaders, Martyr Sayyed Abbass Mussawi - our Secretary General, leader, master, beloved, and inspirer -, his well-educated, resisting wife Martyr Sayyeda Um Yasser, and his small child Hussein, the Sheikh of the Islamic Resistance Martyrs - His Eminence Martyr Sheikh Ragheb Harb, and the senior jihadi Leader Martyr Hajj Imad Moghniyeh who are the symbol of our steadfastness and victory. We mark their anniversary for our sake and our good and not theirs. We mark their anniversary to teach our children, grandchildren and future generations. We commemorate this occasion so that the near past which we lived and partook in making remains connected to the present and overlooking the future.
This period of time must remain in our minds - we who have lived this era -, and it must dwell in the minds of our children, grandchildren, and the generations to come.
This period of time extends from the establishment of the State of "Israel" in 1948, the wars which were staged later in 1967 and 1973, the events that took place in Lebanon, the resistance announced by the Palestinian people, the resistance announced later on by His Eminence Sayyed Mussa Sadre (May Allah return him back safe and sound along with both his companions), Camp David Agreement, the divine and historic victory of the Islamic Revolution in Iran which took place in like these days under the leadership of His Eminence Imam Khomeini (May Allah sanctify his secret), the "Israeli" invasion in 1982, and the post-invasion era to our day including the wars, confrontations, events, and conspiracies.
This era is pregnant with events and development, and no one - neither we nor our children or the generations to come - can approach the present and the challenges of the day in a logical, objective, scientific, intact, and sound way apart from all of this past and the equations and achievements made: the facts and illusions, logic and lunacy, desperate bargains and sound options, waiting a mirage that did not and will never come true and waiting for victories made by the determination, sacrifices, tears, blood, aspirations, and pains of men and women. This time era with all what it comprises represents a great humanistic, fiducial, cultural, and jihadi school for our people and nation.
These leader martyrs were among its most prominent figures and leaderships and its martyred witnesses. Second, we always and all year long need to resort to them. We need to turn to Sayyed Abbass, Um Yasser, Sheikh Ragheb, and Hajj Imad as ideals to follow. We need to learn from them to abstain from this world when it ornaments to us its vanities: prestige, wealth, and luxury. We need to learn from them to be modest and even humble when we become strong. We need to learn from them to be strong when we confront quaking and hurricane-like calamities. We need to learn from them wisdom when we are fought with ordeals and seditions that disperse minds and insight. We take from them and are inspired by their ardor and zeal when tired, by their boldness when hesitating, and by their unlimited sacrifices when the position requires that. We learn from them to trust in Allah, our nation, our people, ourselves, and our resistance fighters when people feel frustrated as hardships, difficulties, and challenges target them from all sides. We take from them hope, confidence, and insight. As you heard a while ago, when "Israel" was occupying our land, Sayyed Abbass, Sheikh Ragheb, and Hajj Imad first and later on expressed their vision that "Israel" would not only withdraw from our land but also will be eliminated from the world. That is at a time "Israel" was occupying our land, our men and women were in prison, and we were weak and "Israel" was strong. As such, we take from them a clear vision and intact insight, confidence and hope, and most importantly we learn from them to be faithful and loyal, to have tolerance, to be up to the level of the tough and difficult current challenges we are facing, and to be competent at shouldering the responsibility of making a decent, noble, and prideful future that befits our people, homeland, and nation. Thus we always take pains to talk about them, their biography, their morals, their conduct, their achievements, their jihad, and their sacrifices so that we as well our children, grandchildren, and the future generations come to know and learn.
This is what we must take pains to achieve when we broadcast the names, photos, biographies, and wills of all the martyrs every day and around the year. That's because they truly present an integrated, intellectual jihadi school which we must introduce and with which we must be acquainted. For 32 years by now, a generation of young men who were 18, 19, 20, 23, and 25 at most by that time and who were scholars and fighters whether men or women took the initiative and shouldered the responsibility. Some of them were martyred in the different stages of the path.
Many of our veteran cadres were mighty in the fields of jihad and enduring difficulties and wounds and then died of a long struggle with illness the last of whom was a dear leader of the pioneer Resistance leaders late Hajj Mustafa Shehadeh (May Allah have mercy on him). Some were detained and suffered from the cuffs of detention. Some were wounded and are still suffering from their injuries. Some are still moving in this path holding their blood on their palms. The slogan held by this first generation which included Sayyed Abbass, Sheikh Ragheb, and Hajj Imad, and Hajjeh Um Yasser is {Among the Believers are men who have been true to their Covenant with Allah: othem some have completed their vow, and some atill wait: but they have never changed their determination in the least}.
Among the young men today are children of the first generation who in their turn pledged, lived up to their pledge, and adhered to their pledge, and many of them passed away as martyrs the last of whom were those who were killed in the "Israeli" aggression in Quneitra.
The children of the first generation were also senior partakers in making victory. The anniversary of the leader martyrs comes this year with evidence on what I am saying. The son of Leader Martyr Imad Moghniyeh - Jihad - stood on this podium to pledge his allegiance and willingly declare his affiliation, identity, and option. No one obliged him to do so. He could have continued his university education. He was a young gentle man. His life and his future were before him. The entire world was before him. However, the son of Hajj Imad carried Hajj Imad's spirit, soul, knowledge, and love. He abandoned all of that. Where did he go? He went to Golan and to Quneitra where his life was sealed in martyrdom. As such are the martyrs the sons of martyrs. The blood of martyr Jihad and his brethrens in Quneitra days ago forcefully revived the anniversary of the martyrdom of Hajj Imad Moghniyeh.
It brought him back to life again. At that moment we felt as if Hajj Imad was martyred anew. People had this emotional, spiritual, and moral feeling. The people sympathized with the incidents what brought this matchless, brilliant, and historic leader to the forefront of events again emphasizing that his memory and presence is still the most forceful and supreme in the conscience of the friend and foe who is still haunted by the blood of Imad Moghniyeh and will always be haunted by the blood of Imad Moghniyeh.
Brothers and sisters! On this great and dear day to us and in a show of loyalty to these leader martyrs and as responsible people, we tackle some issues that concern us in Lebanon and some issues that concern us also in the region.
First I will tackle some Lebanese affairs.
First: We are in the month of February in which many incidents took place especially on February 14th. On this occasion, I extend my condolences and consolation to the family of Martyr Premier Rafiq Hariri, his lovers, his party, and his supporters for the sorrowful event of his martyrdom that shook Lebanon and the region, and the repercussions of which are still taking place to our very day. I also extend my consolations to all the families and lovers of all the martyrs - whether men and women - who fell on that day in that painful, sorrowful, and very dangerous incident.
Second: Today and before the danger of terror that is threatening Lebanon and the region, we in Hizbullah support the call for devising a national anti-terror strategy. I believe that the Lebanese political forces and Lebanese leaderships may agree on an enemy that is terrorism. That may not be as difficult as agreeing on a defense strategy in face of "Israel" for, unfortunately, we disagree over another enemy, which is "Israel". Anyway, we support the call for devising a national strategy against terrorism. Now how are we to achieve that?
Now I received the result of whether there was shooting in the air or not as I started my speech. It is supposed that in the compound you haven't heard anything. I thank all our honorable people in Dahiyeh, Beirut, and all regions for abiding by our call and appeal. This is always expected from you, and you always live up to our expectations. We must always cooperate, and Inshallah we will come to an end with this phenomenon so that we don't find ourselves obliged to issue a statement for every ceremony and request from you not to shoot in the air.
We must cooperate as far as this issue is concerned. It is an old tradition in Lebanon to shoot in the air in funerals of martyrs, martyr processions, and in the various occasions, and we must cooperate on the media, cultural, and political levels to put an end to it Inshallah. Many thanks to all those who answered our call and adhered to our recommendations. I am very thankful to you all.
So we are with devising a national anti-terror strategy. Now who is to work on this? It is the government. The parliament presents an initiative. A national unity session may be held. This needs follow up. The mechanism needs discussion. Anyway, in principle, we call for that, and we support that.
The third point has to do with the security plan in Bekaa. We renew our ultimate support for the plan which we believe came late. The security plan must continue and must be activated. So it must not last for a week or two or a month or two. The Bekaa region has been suffering from thieves, criminals, corruptive people who kidnap people to receive ransoms, and outlaws who terrorize people.
We hope that this era had come to an end Inshallah. Between parentheses, I say that there were popular requests that we - Hizbullah, Amal Movement, and the political forces in Bekaa - assume this responsibility but this was not a right step. Here I am telling our people in Bekaa that this is not right and will not be right in the future.
What is right is that the state is the most able and the most competent side of assuming this responsibility which is its obligation in fact. All of us must support and back the army, the security forces, and the government in controlling the security situation. Thus the security plan needs follow up. It was said that the wanted fled. Well that is good. Now let the army and the security forces be aware and serious so that they do not come back. As long as they are away from the region, the region will be free of thieves, criminals, corruptive people, and killers. As such no such things will be tolerated in the future.
Alongside the security plan in Bekaa, two other things are needed. I will only mention topics so that I can cover all the points. The first point is the development plan in Bekaa. If the state wants to control that area, it is not enough to dispatch the army and the security forces. It must develop the area: a hospital, a school, roads, water, electricity, job opportunities and anything possible so that these honorable people live in dignity and stay and stick to their land. The north and especially Akkar needs development and not only security.
The second point is resolving the problem of tens of thousands of people who are wanted for trivial, minor or old offenses. This issue is still unresolved, and it must be addressed after all. It is not right that tens of thousands remain wanted and are arrested on check points for very trivial reasons.
There is a third point which is lurking and upcoming. I will not tackle it in details. I will leave it for another occasion. I will only mention it because we are talking about Bekaa. This will take place when the snow melts. Today on the other side of the eastern mountain range, and in the hills and mountains of Arsal, Daesh and al-Nusra are found. Daesh extends from Libya to all the regions it wishes to be found in until reaching the barren mountains of Arsal. Well, now the mountains are covered with snow. The windy weather and weather conditions have limited or prevented confrontations. However, when the snow melts, there is something waiting to take place there. The state as well as the Lebanese people must decide on how to deal with this threat and danger on the hills and mountains that intimidates the villages and everyone. Man must take a position. When we tackle the regional issues we will return to this topic again. These can easily be defeated but that requires a decision and a national will.
We are coming to that stage, and we must take a position accordingly. Now we are in the month of February. There are storms with many names, and it has become difficult for us to memorize the name of each storm. There is snow, and it is freezing cold. Our brave men are on the top of mountains of elevations between 2000 and 2500 meters. On this occasion, we must renew our tribute to the officers of the Lebanese Army and the security forces as well as to the Resistance men. Also on the other side there are the officers and soldiers of the Syrian Arab Army and the Resistance men. These men in that area are preventing terrorist attacks and preventing dispatching bomb-laden vehicles to the various Lebanese regions. On the Day of the Leader Martyrs, we give all our regards and high-esteem for their patience, determination, and steadfastness in face of storms and freezing snow.
Fourth: On the anniversary of the understanding between Hizbullah and the Free Patriotic Movement which also took place in February, the importance of this great achievement is manifested more and more day after day. Its consequences are also made clear on the political situations in Lebanon and even in the region. That's because one of the most important consequences of the understanding is the impact of the stance related to the Resistance which is a part of all the challenges, consequences, and victories of the region. We call for deepening and strengthening the relationship between Hizbullah and the Free Patriotic Movement. We also call for making similar understandings on the national level. At that time, we dreamed that the very understanding would widen to include the others. Well, some clauses may be sensitive or there might be some pro forma protocols. Let's keep such clauses aside. Any two or three sides or movement may reach an understanding similar to this national understanding in which all of us may join.
So it would not hold the name of Hizbullah or the Free Patriotic Movement. We would rather be among those partaking in making it and inking it. It would be a whole new agreement that includes everything that closes ranks, achieves accord, addresses the dilemmas of dialogue, and ensures great national interests.
Fifth, as for presidential elections, we call for exerting internal efforts in this perspective as there is not any such internal effort in fact. No side is making any move except for remote or insignificant steps. Thus we call for resuming internal national efforts, and it is well known where, how, and with whom. So there is no need to go more into details. The concerned persons are well known. Again I tell all those who care for putting an end to vacuum and for remaking institutions in Lebanon: Do not wait for the changes in the region and foreign changes. Do not wait for the Iranian nuclear file or the US-Iranian talks or the Saudi-Iranian talks. Do not wait for anything in the region. On the contrary, the region is moving towards more crises and confrontations. New fronts are being opened. I will tackle the regional affairs later in my speech.
Previously, we used to say that no one is free enough to be bothered with us. In the future too, no one will be free to be preoccupied with us. So let's not let this vacuum stay for long. If we are serious and independent, sovereign, and a decision-maker in his bloc and can vote for the person of his choice as everyone of us claims to be, let's resume this internal national effort to resolve the issue of presidential elections.
Sixth, regarding the government, we support it and back it in resuming its work. This is a national need. In fact, the Lebanese have no other choice. The alternative is vacuum and forfeiture. I believe that no one agrees on this alternative. There are problems facing the work of the government; we must cooperate to resolve these problems. As for the issue of the mechanism of taking a decision, we will deal positively with some of the presented solutions. Some of these solutions are logical and appropriate, and we call on the forces partaking in the government to deal positively with this issue to overcome this crisis so that the government convene anew, resume its work, and assume its responsibilities.
Seventh, Hizbullah will continue the dialogue with the Future Movement Inshallah as we see that this dialogue has so far led to good and positive results within the ceilings of expectations set at the very beginning. That means from the very beginning, they and we knew the magnitude of expectations. Well, let's not handle this issue on platforms. The expectations are clear. The agenda is agreed upon. It is clear too, and it is within the expectations. Within the agenda, the results are good, and with the seriousness characterizing both sides, we hope we will reach a good and positive result that would be to the interest of Lebanon and all the Lebanese Inshallah. We will move forward in this dialogue. Well some people may bother us; others may be annoyed by the dialogue; some people still talk inappropriately. Still we along with our masses must tolerate and endure all of that to the interest of the country.
The last point on the domestic level has to do with us renewing our encouragement and support to any form of dialogue between any Lebanese political forces no matter under what title it comes or what results it may yield. Even if the results are humble, dialogue remains the best option before us as Lebanese.
This is as far as Lebanon is concerned. Let's move now to the region though through a Lebanese prelude. There is a critical and crucial point which I hope we all would contemplate on. For decades by now and all through the stage we lived and passed through to our very day, there has always been a dispute in Lebanon. There are two logics which you hear in ceremonies and occasions.
The first logic says that we want Lebanon apart from the region and apart from the events taking place in the region. It is the policy of isolating it from what is taking place in the entire region. This policy is against interfering in the affairs of the region. This logic is nice regardless of whether those saying this are committing themselves to it or not. We are talking in theory. In theory, there is a logic that goes against interfering in what is taking place in the region whether on the political, media, or military level. This is the policy of staying apart. Lebanon cannot tolerate interfering. Lebanon's conditions are complicated and difficult. Thus Lebanon must remain away, and it must not be hurled in any of the axes. I reiterate that some sides - no matter who they may be - say so though in practice that may not be the case. That's because many sides in the country may or may not be parts of an axes. They may or may not be interfering in the affairs of the region. This is another field of study.
The other logic theoretically says that is impossible. The logic you are talking about is nice. This Arabic composition you are making is nice; however allow me to say that it is unrealistic. The true status quo, the land, the field, history, geography, demography, security, peace, and livelihood say against that. That is similar to natural phenomena. When a snowy storm is approaching you can't stand in its face and tell it: Cool down. We are Lebanese. We want to stay isolated from storms, snow, and rain. We have our own snow, our own rain, and our own climate. We are a piece from Heaven, and we have nothing to do with anyone else. Well how is this translated into action? Is such logic realistic or right?
Whether the Lebanese like it or not, Lebanon has always been effected by what takes place in the region: the establishment of the state of "Israel" and the usurp of Palestine have had great repercussions on Lebanon and the region. All what takes place in the region has its repercussions on Lebanon. No one can say: Hold on. We cannot tolerate. We do not want to be influenced by your repercussions. Here we have to say. Here one may be logical or illogical. What is the truth? What is the true situation? This is the truth. On the contrary, Lebanon today is under the impact of what is taking place in the region more than in any time in the past. Today the destiny of Lebanon is not made in Lebanon only. Now the fate of Lebanon, Syria, Iraq, Jordan, Egypt, Libya, Saudi Arabia, Bahrain, and Yemen among other countries is made in the region as a region. No fate is made in one country alone. The region has been molded anew. The entire region was shocked and scattered. It is now being recreated from scratch. Whoever wants to decide the fate of Lebanon must partake in making the fate of the region, and whoever is absent in making the fate of the region is in fact telling others to make our fate as we cannot do anything. No, today the fate of the states in the region is made in the region. Even more, the fate of the world is now being made in the region.
In a while we will start talking about Daesh, Libya, Italy, and Europe. However now and in the light of this labor pain, the fate of entities will be determined. Some entities may continue or stop to exist. On light of this labor pain, some people will continue or stop to exist. Will things remain as such or will there be a kind of rejoining or disintegration, or are we heading to years and decades of destruction? What is the future? All of this is being made in the region? States and peoples in the region as well as the entire world are being influenced by that. No one can say I am Lebanese or whatever. That is unrealistic. The issue is not intellectual luxury or political luxury. The fate of our people and of our country is at stake. Our dignity and the future of our generations are at stake.
In this framework and as a joke I say that in the past, we faced the problem of convincing some Lebanese that we are part of the Arab region, the Levant, the Middle East, and the Arab-"Israeli" struggle when having discussions with them. They used to say that is not the case; Lebanon is an island in the Pacific Ocean. We live at ease, we are not influenced by anything, and we are not concerned with anything. Their stance today has taken a more negative course because we now have to convince them that Lebanon is part of Planet Earth, not of Mars. Today the Globe - the entire Globe - is influenced by what is taking place in the region. This logic has, in fact, always been a point of disagreement that used to cause further disagreements. Well, we approach this issue with such a mentality because we believe that the fate of Lebanon, the fate of the people of Lebanon, the future of Lebanon, the will of Lebanon, the security of Lebanon, the ability to live in Lebanon, and the economy of Lebanon cannot be isolated from the developments and events taking place in the region. When I talk about the region, I will talk in general and not in details.
However, still I have a brief comment which I find appropriate to say. To those who criticize our stance from what is taking place in Bahrain for example saying that such a stance harms the relation with a dear fraternal country called Bahrain I say:
Indeed, Bahrain is a dear fraternal country exactly like any other Arab country is for us. I accept that they criticize our stance, and they have the right to criticize our stance only if they abide by this policy - the policy that goes against interfering in the affairs of others. But that is not accepted from those who interfere in the affairs of another Arab country the relation of which with Lebanon is by far more important and more critical than Lebanon's relations with Bahrain. I mean Syria.
Security, economy, path, horizons, sea, water, people and families are common between Lebanon and Syria. Since the beginning of the events in Syria up till now, some have interfered and even been part of the battle on Syria and its government, regime, army, and the choice of a wide section of its people, and they were part of the media and political war against it. Arms were led in to Syria, and money was paid and is still. Those acting as such pertaining to Syria have no right to criticize our stance on Bahrain. After all, what did we do as far as Bahrain is concerned? We issued a political position. We did not send arms to Bahrain. We did not instigate violence in Bahrain. We did not call for toppling the regime in Bahrain. On the contrary, we always used to back the callers for the peaceful movement, to call for dialogue and reform in Bahrain, to reject violence, and to avoid violent reactions and suppression practiced by the regime.
The stance we took must be met by appreciation by the deaf and blind government of Bahrain. It must be appreciated by everyone who cares for any Arab country. That's because when a political side in any Arab country addresses another Arab country saying:
Your demands are rightful. Resort to peaceful means. Do not head to violence. Go towards dialogue. Accept any settlement.
Such a stance should be highly evaluated. However, because the government in Bahrain is afraid of any rightful word, it is frightened by any call believing {that every cry is against them}. As such it becomes tense and starts threatening you. By what? By expelling the Lebanese from Bahrain. This is the means resorted to by the weak and feeble authorities. Such authorities act as such. They threaten that they will expel the Lebanese in Bahrain if so and so carry on talking in such a way.
Anyway, we are now in the month of February which also witnesses the anniversary of the peaceful, civil, and civilized uprising of the people of Bahrain whom we salute and hail for their patience, steadfastness, awareness, and wisdom.
So whoever gives advice and preaches must first observe them himself. Then we can talk together if we are to observe them or not and whether what we are doing is right or wrong.
I will tackle the situation in the region besides the "Israeli" threat in a couple of words. We will talk about what is new as we do not want to reiterate what is old. The threat and danger represented by the Takfiri current with its most prominent form - Daesh - has been forcefully evident in new fields and domains.
Previously we have said that this is not a threat to some governments only but rather to all governments. It is not a threat to some regimes only but rather to all regimes, entities, peoples, and armies. It is not a threat to religious, or factional, or racial minorities. It is a threat to everyone.
We have said that very early. We also said that it is a threat to Islam as a religion and as a divine mission. Since that day to this day, all the events that took place assert this concept that we have talked about together very early.
Now, the entire world has admitted that yes the Takfiri current under the name of Daesh is posing a threat to the security of the region and to world security. Does anyone in this world argue this point? There is only "Israel" because it does not consider Daesh a threat or a danger. You have seen "Israeli" War Minister Yaalon making an inspection visit to Golan a couple of days ago and saying that Daesh does not pose a threat or danger. He also said that al-Nusra does not pose any threat or danger.
Well, "Israel" alone considers that Daesh and al-Nusra do not pose a threat. Still all world countries consider - even if apparently - that Daesh poses a threat and a danger to the security of the region and to world security. Later on we will talk about al-Nusra.
"Israel" has the right to say that Daesh does not form a threat because all what Daesh had made so far and is still making absolutely serves the interests of "Israel" whether Daesh is aware of that or not.
What is taking place now? New fronts are being opened. There are new forms of brutality and criminality they brought along from Hollywood or from other places. The way in which the Jordanian pilot Maaz Kassabah was burnt is catastrophic. The way in which the oppressed deemed-week Egyptian workers were slaughtered which we saw on TV screens is disgraceful and frightful. Hostages are being slaughtered in such a way. Even more, new fronts are being opened and new targets are being set.
Daesh has nothing to do in Palestine or in al-Quds.
That's why Yaalon says that Daesh forms no threat. In fact, the true and absolute target of Daesh is Mecca and Medina. I call on the brethrens in the Kingdom of Saudi Arabia to calm down a little. The absolute goal is Mecca and Medina. Today I watched that in the news. I am not very much sure whether new rulers were appointed today or whether they are talking about an old report. I am saying so to be precautious but what I heard today says that Abu Bakr Al Baghdadi - the Caliph of Daesh - appointed a prince on Mecca and ruler on Medina.
So the goal is Mecca and Medina and not al-Quds. It's because the caliphate of Daesh would not be completed without the Two Holy Shrines of
Mecca and Medina.
What did those who slaughtered the Egyptian Copts in Libya said? They said that their goal is Rome! Their options are very remote!
Mecca and Medina remain relatively nearer that Rome. They may say that we can go to Mecca and Medina, and from there we move through Jordan to Palestine. Still they want to go to Rome! What do they have to do in Rome?!
These are new wars and fronts. Whom are they serving? For whose interest are they fighting? Here and for the first time I dare to say: Consider the "Israeli" Mossad, the CIA, and the British intelligence. Previously, we did not pose the theory of a conspiracy. But now we say let's take that into consideration.
Everything that the Takfiri current and Daesh do serves "Israel", "Israel's" hegemony over the region, and the US hegemony over the region.
They are also provoking Europe. Imagine for example that a couple of days ago Italian Defense Minister said: We are ready to lead an international coalition against terrorism in Libya. Between parentheses we ask the Italian Defense minister: Why do you want to lead an international attack on terrorism in Libya?
Listen very well to the answer of the Italian Defense Minister. I hope that March 14 Bloc would hear the answer very well. It is because "terrorism is now only 350 kilometers away from the Italian border." She says only 350 kilometers.
The Defense Minister, Italy, and the European Union are civilized, and still they are thinking of staging a military action against Libya because terrorism is now 350 kilometers away. As for us, terrorism is on the barren mountains at the border, in al-Qseir and Qalamoun. Terrorism is on our hills and in bomb-laden cars. Still some parties are arguing whether I am right or wrong.
Before this status quo which is in fact not exaggerated, there is a truth called a true serious danger.
The threat was in Syria. Now it is in Syria and Iraq. It also reached Libya. Also in Sinaa they say that Ansar Beit Al Maqdes has pledged allegiance to Daesh or something of this sort. Similar things are taking place in other places too. Today in Tunisia, there is a state of full mobilization. In Yemen, a branch of al-Qaeda had pledged allegiance to Daesh Caliph and are proceeding and occupying camps in southern provinces in the country.
There is a true threat. They are slaughtering and killing. These are not films. They are producing true films. It is absolutely sure that their mind, spirit, and brutality come from Hollywood. This is the culture of Hollywood.
What is the culture of Hollywood? Is there anything other than killing and slaughtering? Is this from here, from the Orient, from Islam, from Christianity, from prophets, from the caliphs, from the companions of the Prophet, or from the Household of the Prophet (Peace be upon them)? God forbids. It is not from any of these.
The origin of what we are seeing now before our eyes on TV screens is clear. In face of this danger which is threatening everyone, we call on the peoples and the governments of the region to join efforts to confront this vast, dangerous, terrorist Takfiri threat.
I reiterate that we are all able to defeat this threat as well as to defeat those standing behind it whether the "Israeli" Mossad, the Americans or the English.
Brothers and sisters! The strategies followed by the international coalition and the international community are minor - that is if we thought good of them. If we thought bad of them, we wonder whether they really want to get rid of Daesh or not. Let's be serious. I will refer to this again in a separate clause. Thus the nation, the peoples of the nation, the governments, the scholars, the political parties, the resisting forces, and the armies are all concerned in confronting this threat which is the most dangerous threat except for the "Israeli" threat.
Thus I have a couple of clauses to say briefly.
Clause One: The intellectual, political, media, and field confrontation of this Takfiri current must be considered a kind of defense - a defense of Islam. It is not anymore a defense of a definite axis or regime or state or faction or sect or minority. They are threatening everyone. They are threatening Islam above all.
I hope that everyone understands very well what I am saying. Any conduct made by a Muslim who claims to be a Muslim that disagrees with human nature cannot be from Islam. It is impossible to be from Islam. Allah Al Mighty says {So set thou thy face steadily and truly to the Faith (establish) Allah's handiwork according to the pattern on which He has made mankind; no change (let there be) in the work (wrought) by Allah: that is the standard Religion}. This is the nature which does not change since Allah created man}.
From the very beginning to Doom's Day there is one and only one human nature. {That is the standard Religion}. The standard religion is the religion that agrees and is in harmony with human nature. Such deeds which sicken the minds, hearts, and spirits and which all humanity with its various and diversified doctrinal and political ideas, visions and directions loathes cannot be Islamic deeds or deeds pertaining to any religion.
So this battle is a battle in defense of Islam. And today, I will tell you with pride: As we form or consider ourselves part of this battle in face of this Takfiri current, we consider ourselves defending the Islam of Mohammad Bin Abdullah (Peace be upon him and his Household). We are not defending Shiites, Sunnites, this sect, or that sect.
Everyone knows that when the battle becomes a battle in defense of the religion of Allah Al Mighty and of the sanctities of Allah, then our sacrifices will have no limits, our patience will have no limits, our tolerance will have no limits, and our willingness to go to the end is with no limits as our Master Imam Abu Abdullah Al Hussein did in Karbala.
Here I am saying that we are doing so. I further call on everyone - on all Muslims - to defend their religion no matter if they are scholars, authorities, journalists, or authors. So arms are not a must. The worst deformation in human history for a divine religion is what Daesh is perpetrating now. No such thing ever took place in history.
Second: The entire world - or at least the states in our region which are living this threat and this danger - must tell some regional states which are still supporting Daesh with arms, money, facilities, and media that the game is over. Apparently such satellite channels may not seem to be defending Daesh. But if you listen carefully, you find that in fact they are defending Daesh. I am not going to explain this now. The game is over. The region, the peoples of the region, and the governments of the region will not be able to tolerate this level of criminality and brutality which is being perpetrated in the name of Islam against all the peoples of the region.
Third: This is a very important point. I will be frank and mention names. We must not fool ourselves or allow anyone to fool us by trying to differentiate between Daesh and al-Nusra Front. As we have always said in the past. I do not want to reiterate. They are one reality. They have the same essence, ideology, culture, spirit, goal, conduct, and goal. I hope that one of the Lebanese or the Arabs would explain to us the difference between al-Nusra and Daesh. How is Daesh a terrorist and al-Nusra Front rebels? I wish I can find someone especially in Lebanon who may explain this to us on the TV or when sitting with our brethrens.
We must not be fooled. They are the very current. Their dispute was organizational. It was over leadership. However, the outcome is one and the same. Thus today, there are calls to confront the Takfiri currents with no discrimination. That is true. This is a sound stance. As for Jordan, it cannot fight Daesh in Iraq and support al-Nusra Front in Syria. Some Gulf countries cannot partake in an international coalition to fight Daesh in Iraq while offering money, arms, capabilities, and facilities to al-Nusra Front. Al-Nusra is, in fact, the other face of Daesh. The entire current which poses a real threat must be confronted.
Fourth: The governments in the region and the states in the region must limit and address the ongoing struggles. We must help, and we must take initiatives too. Some may say that I am exaggerating in my theories. However, after all, we must be responsible when talking about this stage. What can we do or what can others do? I do not know. Today there are two priorities: The priority to confront the Zionist scheme which is proceeding in Palestine in demolishing houses and building settlements and in threatening Gaza and the region. The second priority is the Takfiri scheme which is threatening us all. Well, this must be a priority too. This means that we must be realistic in the other files too.
Some Arab countries, especially Gulf countries, must approach the region's problems in a different manner, because they are in the circle of danger. So do not {be led by arrogance to perpetrate more crimes}. Do not get agitated and nurture anger and grudge. Cool down and sit and contemplate. After all, in Iraq for example, the Iraqi people, the Iraqi troops, the Kurd troops, the Shiite as well as the Sunnite tribes fought Daesh and rendered it inactive. In fact, they prevented Daesh from reaching Kuwait. They prevented Daesh from reaching Saudi Arabia. Otherwise, its eyes are not on Baghdad only. Its eyes are on Mecca and Medina as we said before. So approach Iraq from another perspective.
Today in Iraq there is a political operation. The Shiites, Sunnites, and Kurds met one way or another. At times, there are some flaws. At times, crimes take place. However, instead of instigating sectarian and factional ordeals in Iraq through your satellite channels, do play an active role in keeping the Iraqis united together that they would be able to prevent Daesh from expanding again and to be able to confront and crush Daesh. The Iraqis are defending you as well as your thrones and oil.
You have to approach Iraq in a different way. Enough with your Sunnite-Shiite-sectarian grudge.
You also failed to achieve your goals in Yemen. Search for the reasons behind your failure after you have spent billions of dollars. Power is not found on financial corruption through buying consciences....
Still, you can approach Yemen in a different way. Today, there is a true popular revolution which cannot be ignored. In fact, this revolution is standing in face of al-Qaeda and Daesh that are threatening all of you. All of these documents talk about al-Qaeda's original scheme which was to control Yemen and Syria and thereof move to Mecca and Medina. O rulers of the Gulf. If you do not want to read, don't you have people who may read for you? Why don't you read a little?
Approaching Yemen is not to the effect of pushing Yemen towards an internal explosion or to the effect of instigating the Yemenis against each other or to the effect of seeking help from the Security Council in face of the Yemeni people or a large section of the Yemeni people. The approach must be peaceful and quiet. Ansarullah and its leadership are brave, wise, aware, and responsible enough to lead dialogue and make agreements. As such the entire situation would be under control. As for agitation and wrath, that would lead Yemen to unfavorable results, and the Gulf countries will pay the price for that because they will turn Yemen to a neighboring volcano and they will widen the field where Al Qaeda and Daesh act.
As for Bahrain, go and talk with Al Khalifa Monarchy. Let them calm down a little and act reasonably. Let them stop acting with suppression and open the gate for dialogue. Let them set the detainees free. The people in Bahrain want a settlement and reforms. Indeed some people in Bahrain do not accept what I am saying. But the majority does.
Let's move to Syria now. The game is over in Syria. The continuation fighting in Syria is just a stubborn act to the effect that some said a word and they want their word to be done even if all of Syria was ruined and casualties increased.
Be realistic in viewing the status quo in Syria. Open the gate for a political solution. Allow the opposition to partake in a settlement. Here I do not mean the Takfiri opposition which is not allowed to partake in a settlement. The regime is ready to partake in a settlement. Let's see if it's possible for people to calm down a little, sit together and address the affairs of the region. So we can create a situation that helps all sides to confront the danger that is threatening everyone.
Even in Lebanon, lift the veto on the presidential issue and allow the Lebanese to sit down and negotiate to reach an agreement over a president and over the entire composition in the country. What is the problem in that? In another word as far as this clause is concerned, do us a favor and allow the people reorganize their priorities and act accordingly.
Fifth: The peoples of the region and the governments of the region must not wait for an international strategy or a NATO strategy or an American strategy or anything of this sort.
They must take the initiative as we did in Syria, in Lebanon, in Iraq, and as initiatives are being taken in more than one Arab country. We must take the initiative to confront this current, and we must not allow it to expand, gain power, and become deep-rooted and the like.
Saying that America wants to get rid of Daesh is disputable. Who says that America wants to get rid of Daesh? Have a look at the status quo and see how it is to the interest of America under the pretext of America defending the states of the region. This is a conspiracy of regimes. They lowered the price of oil and opened the fire on themselves and on all their friends and foes.
It is robbing the oil of the region and the wealth of the region. Hundreds of billions of dollars are being robbed under the pretext of the burden of war of the international coalition troops. Through Daesh only, America is robbing our oil and our wealth.
America is exhausting us as well as our armies, peoples, states, and nerves.
Through Daesh, America is planting grudges and enmities which might not end in decades. It is ruining the entire region for its interest and for the interest of keeping "Israel" powerful, prominent, and protected.
Why is America in a hurry? In best cases, if America finds out that it wants to get rid of Daesh, it can still do that slowly and later on when the American presidential elections approach. So why should it get rid of Daesh now? When the American presidential elections are due, they would make several moves and hit Daesh so that the Democratic Party wins. So the knife of Daesh must remain on our neck - we the Iraqis, the Syrians, the Lebanese whom Daesh is at their borders in Qalamoun, Irsal barren mountains, the Egyptians, the Libyans, the Tunisians, the Yemenis, and all the peoples of the region - until the American presidential elections approach to know whether the Americans want to make any move in this perspective.
Brothers and sisters! Those who bet on the Americans are bargaining on a mirage. How do you bet on the very side which robs you, conspires against you, and had fabricated these and dispatched them to you? It is not allowed that we wait for the Americans or the international community. Act as the resistance acted.
The Resistance of Imam Sayyed Mussa Sadre, the resistance of the Lebanese, the Lebanese resistance, the national resistance, the Islamic resistance, the resistance of Sayyed Abbass, Sheikh Ragheb, and Hajj Abbass, the resistance in Lebanon, the resistance in Gaza, and the resistance in Palestine did not wait for a united Arab strategy or a united international strategy and still the resistance made victory.
Why are we to wait for the Americans? We will not wait for the Americans or the NATO. In Iraq, they did not wait. In Iraq, the religious authority, scholars, the government, the army, the security forces, and popular masses that included Shiites, Sunnites, Kurds, and tribes held arms and fought. So far, the Americans haven't handed them the arms they paid for beforehand. The arms and the ammunition come from Iran and from other sources.
They did not wait for anyone. They defeated Daesh in Diala Province; they defeated it in most provinces - Salaheddine and Jarf Sakher; now they are defeating it in Anbar; and they will defeat it in Mosel. Why not?
In Syria too, this is taking place. It is taking place every day with the good Daesh and the bad Daesh because they are both Daesh whether in al-Qseir, Qalamoun, or Irsal barren mountains.
So it is not allowed to wait for anyone. We must take the initiative. We must assume the responsibility. Thus I have something to say. You will find what I will say strange. It is in fact the conclusion we draw from this look over the situation of the region. I tell those who call on us to withdraw from Syria: I in my turn call on you to join us in going to Syria.
I further call on you to go to Iraq too. We did not talk about Iraq previously though we are humbly present there now in this first and critical stage. Let's go together to Iraq too.
They may say that I am going too far but I will say it anyway. Let's go to any place to confront this threat that is threatening our nation and our region because as such we will be defending Lebanon and the people of Lebanon. This is the way major powers, decent states, and strong armies in the world act.
However, we will not take you to Ukraine!
On the light of the situation in the region, let's reconsider and discuss your logic as well as our logic and your evidence as well as our evidence. Let no one be afraid that in case things are settled in Syria, the Syrian rule will return. This is part of the past, and you know all the conditions that accompanied this past. You know it better than we do. There is no need to put such fears before true and serious dangers that threaten us all.
I call for coordination between the Lebanese Army and the Arab Syrian Army before the snow melts on the eastern mountain range borders. I call on the Lebanese government to coordinate with the Syrian government as per the refugees, the displaced, and security.
Today the danger is by far greater than any party, sectarian, or factional considerations. In this framework, we also call for a comprehensive view to this issue.
It is our fate to fight in defense of Lebanon and the nation since 1982. We were young men then. Our beards were not visible yet. However, we assumed this responsibility, and we proceeded. Some among us were martyred, and we continued in our path from 1982 to 2000 to 2006.
Today, on the path of our leader martyrs - the symbol of our steadfastness and victory - the caravans of martyrs move along to make victory with their blood. The Resistance has always been and will always be the answer. We will always assume the responsibility and make victories with our steadfastness, blood, and inspiration from our leader martyrs - Sayyed Abbass, Sheikh Ragheb, Hajj Imad, Um Yasser, and all the martyrs until {Allah commands; and He is the best to command}. Peace be upon you and Allah's mercy and blessings.

I take refuge in Allah from the stoned devil. In the Name of Allah, The Compassionate, The Most Merciful. Peace be on the Seal of prophets, our Master and Prophet, Abi Al Qassem Mohammad and on his chaste and pure Household and on his chosen companions and on all messengers and prophets.
Peace be on you, my master and lord Abi Abdullah, and on all the souls gathering around your holy site. Peace be on you as long as I remain alive and as long as night follows day. May Allah make it not my last visit to you. Peace be on Hussein, Ali the son of Hussein, the children of Hussein, and the companions of Hussein.
Scholars, brothers, and sisters! Peace be upon you and Allah's mercy and blessings. On this day – the day of solemn woe, we offer our sincere consolation to our Master – the Prophet of Allah - Mohammad (Peace be upon him), our Master Amir Al Mu'mineen Ali Bin Abi Taleb (Peace be upon him), our Lady Sayyeda Fatima Al Zahraa (Peace be upon her), our Master Imam Hassan Mujtaba (Peace be upon him), all our chaste Imams (Peace be upon them), our Master the Imam of our time (Peace be upon him), our senior authorities, His Eminence Sayyed Ali Khamenai, and all Muslims for the martyrdom of the Grandson of the Prophet - the Master of the Men of Heaven – Abi Abdullah Al Hussein (Peace be upon him) and his household and friends and for what have afflicted his family following his martyrdom.
Second: I address you saying may Allah reward you abundantly and accept you offerings brothers and sisters: your sleepless nights, industrious efforts, and this procession of yours. May Allah make you happy in this world and in the Hereafter for your massive, extraordinary, and courageous turnout despite all challenges, security concerns, and rain too. That's how you are, that's how you were, and that's how you will remain to be Inshallah.
These great scenes for tens of millions all over the Islamic world and in more than one Islamic country, commemorating the martyrdom of Imam Hussein, condoling the Prophet of Allah, and renewing their oath reflect the greatness of this martyr.
Imam Hussein (Peace be upon him) has forcefully been present among us for more than 1350 years. He still makes us cry today as if he was martyred yesterday.
I am sure that many in this world believe that you have a leader or an Imam who was killed only yesterday when they see your tears, grief, and lamentation. They cannot comprehend that you are crying with all this sorrow and grief an Imam who was oppressively martyred thirsty and lonely more than 1350 years ago.
This is the greatness of Al Hussein as well as his eternality and persistence. The pain for his martyrdom is still being inherited in our hearts from generation to generation. Al Hussein (Peace be upon him) is still pushing us to the fields and squares. If he calls us for a square, we no soon show up, and if he calls us for a definite stance, we answer his call. His words are always strong, effective, and influential.
How great is this Imam before whose calamity all calamities dwindle, and before whose sacrifices all sacrifices dwarf, and before the firmness of his stances all stances become humble!
Thus they feared his power over their thrones all through history. They always wanted to cancel his name from among names, from the past, present, and future, and from consciences. They further killed his adorers and visitors. They demolished his tomb and swept it away. They prohibited shedding tears on him and mentioning his virtues and struggle. To achieve that, they cut off heads, hands, and feet, and they are still doing so. What was the result?
Because Al Hussein is the vengeance of Allah, His holy man, and His light in Earth, he remained, and they were gone. Their names were wiped away, and their deeds were dead while Al Hussein (Peace be upon him) remained a great figure in this nation and in history. Brothers and sisters! Your blessed, courageous, and noble attendance in all regions without any fear is evidence on the immortality and ability of Al Hussein to have influence on us and to push us to the squares of challenge and danger.
Brothers and sisters! I would like to tackle several points in the short time limit available.
First: The first point is that these Husseini gatherings and commemorations have always been subject to bombs and acts of killing. What took place in Nigeria, Ehsa province in the KSA, Pakistan, and Iraq are signs that the aggressors are violent, weak, and fruitless. When they threaten you and threaten civil, peaceful processions with suicide bombers, booby-trapped cars, or rocket shelling and when they kill and perpetrate massacres in more than one place in the world, they would be proving their ignorance and intellectual weakness, their humanistic weakness, their savagery, and their cowardice. Tens of millions all over the Islamic world today and all through history have proved that these means are fruitless. Nothing would ever stand between the supporters of Al Hussein and Al Hussein (Peace be upon him). Neither explosions, killing, bursting into Husseiniyas and mosques, bullets, bombs, suicide bombers, threats, nor intimidation can cause that to take place. Isn't this a form of war? We are adamant to confront those who launch war on us. Aren't we in the school of Al Hussein (Peace be upon him)? Don't we every day, every year, and every tenth of Muharram and whenever the Zionists or the Takfiris or any tyrant in this world put us before two choices – war or disgrace – and suppose that we would accept humiliation, reiterate our pledge to Imam Hussein: The bastard son of a bastard had put us before to choices: either war or disgrace. Disgrace How Remote!
That's why you turned out today to assert this commitment, this spirituality and this methodology.
The second point has to do with Al Qods and the judaizing attempts it is being subject to besides increasing the number of settlements for the occupying settlers while displacing the original residents whether Muslims or Christians as well as the recent Zionist violations against the Holy al-Aqsa mosque. The "Israelis" are getting advantage of the Islamic world's turmoil to reach their objectives. Today more than any time in the past, if one stands to talk with fear and worry about dangers facing al-Aqsa Holy mosque and the Islamic and Christian holy sites in al-Qods, he would be right. This is not an exaggeration or an attempt to cause fears. This Holy place is facing real and serious dangers. This is a responsibility to be shouldered by all Muslims and not only the residents of al-Qods alone or the people of Palestine alone or the Arabs alone. It must be assumed by all Muslims around the world. The worst calamity and shame that may afflict the nation of one billion and hundred millions of Muslims is that its first Qibla and one of its blessed holy mosques – as unanimously agreed by all Muslims - is being subject to profanation and judaizing and perhaps even demolition and sweeping up.
All Muslim scholars, Muslim authorities, Islamic states, the Islamic Conference, and the Arab League are called to take a great decisive historic stance. It is not allowed that disputes and struggles distract the nation from being preoccupied with such a serious danger that threatens al-Aqsa Mosque.
The third point has to do with the continuous "Israeli" threats and talk about a third war against Lebanon, especially after the cease of the latest aggression against Gaza.
I want to assert to you that we view all what the "Israelis" say as stemming from "Israeli" weakness not power. They talk about their concern, fear, despair, and frustration. The "Israelis" thought that the development of events in the region and especially in Syria would weaken and exhaust the resistance and the axis of the resistance and affect its readiness.
Indeed they "Israelis" are collecting information and data as they do not rely on what is written in some Lebanese and Arab newspapers and is said on some Lebanese and Arab media outlets to the effect that Hizbullah began to get weak, perplexed, and exhausted as a result of the events in Syria and getting involved in fighting in Syria. These are practicing a psychological war. They know that they are talking against facts.
As for the "Israelis", they do not make their calculations according to prepaid articles but rather on facts because they pose a true threat and the resistance poses a true threat too.
As for us, all what we have heard since the cease of the war on Gaza to our day does not make us feel worried or frightened or disturbed. We are rather more reassured as it reveals the concern of our enemy.
Yes, the "Israelis" must feel worried. It is true what a senior officer says that in case a new war takes place with Lebanon, on day one they would have to shut down Ben Gurion Airport, Haifa Port and…
I would like to assert to you that you would have to shut down your airports and seaports, as there is not one place along Occupied Palestine that won't be reached by the rockets of the Islamic resistance in Lebanon.
O Zionists! All what crosses your minds must be taken into consideration. Consequently, all what they talk about pertaining to concern, fear, calculations, and a serious war are true. However we put all what we heard so far in the sphere of intimidation first, in the sphere of revealing "Israeli" concern second, and in the sphere of intimidating Lebanon, the Lebanese people, and the Lebanese resistance. Well, we are not frightened with intimidation. In fact, we are not frightened by war itself, so how are we to be frightened by threatening with a war? That does not make any difference at all.
What prevents them from waging a war, staging an aggression against Lebanon, and seizing the opportunity of the events in Syria and the preoccupation of a dear group among our resistance fighters in Syria is that "Israel" knows very well that the resistance in Lebanon was never distracted from eyeing Lebanon's southern borders with northern Occupied Palestine. The resistance is alert, fully ready, strong, and full-fledged in Southern Lebanon. Thus the "Israelis" are not duped. They know that going to war will be very costly.
So what prevents war is this deterrence presented by the resistance which has proved especially lately that it does not tolerate any aggression against Lebanon or any "Israeli" violation against the Lebanese whether in Adloun or any other village. It will retaliate any time it finds becoming and it will claim responsibility of the retaliation in media outlets as well. "Israelis" know by heart the ever-new-old equation. This is evidence on the strength and bravery of the resistance which is not intimidated or frightened by any confrontation with this enemy.
The eye on "Israel" is always vigilant, and here I am asserting to you and to everybody – not to raise morals at all – that the resistance today and as a result of the events and developments is more determined, powerful, confident, skilled, and experienced in confronting all dangers and wars. Here we must nurture a high degree of reassurance and confidence in what our brethrens have prepared for in all domains.
The fourth point has to do with what is taking place in Syria. I will tackle that in a couple of words.
On the light of all the developments in Syria and the region and the savage killing we are witnessing and is taking place around us make us more convinced that we have made right choices. Before coming here, I read a new piece of news that says that the number of martyrs from the Iraqi Sunnite Bou Nemer Tribe on the hands of "ISIL" combatants in Iraq has reached 500 including women and children in a week or two. Thus when we sit to discuss the rightness of our choices and the soundness of our battle and the fact that we are ready to make great achievement, we find that we are in the core of these achievements.
In Syria, the whole world was mobilized at the beginning of the events. What did they say? They said that Syria would fall in their hands in two or three or four months at most. Here we are in the fourth year and still Syria did not fall. The goal of all the international and regional forces which united to control Syria wasn't limited to a certain city, a certain village, or some rural areas. Their goal was to control all of Syria and Damascus above all. However, today we see that Damascus is still intact and that Syria did not fall in the hands of this axis or in the hands of the international and regional axes.
The goal of the Takfiris was to control Syria and to eliminate, expel, and hit all communities of other religions and Muslim sects and even those in the Sunnite community who do not agree with their viewpoint. Syria was awaiting massacres similar to those perpetrated by "ISIL" in Riqqeh, Deir Zour, Mosul and Anbar.
However we are on the threshold of the fourth year of the Syrian conflict, and still the Takfiris have not yet been able to control Syria. Many Syrians remain safe in their villages, lands, towns, and cities without coming under this control. Isn't that a great victory, a great achievement? What is required is that we reach the day of final victory. However, what has taken place so far is a great victory to all those who are defending and fighting for Syria, Iraq, and the region not to fall in the hands of these butchers who cut heads, rip chest, bombard, kill, slaughter, dishonor women, and take them as prisoners.
We are proud of this achievement, and when we stand next to our Syrian brethrens whether the army, national defense forces, people, tribes, and the residents of the various regions in which we offered humble contribution and support, we would be next to them and they would be the primary fighting group. As such this achievement was made. Here I am telling you in addition to what I said before.
Every now and then, some in Lebanon try to verbalize their dreams. We would thus read that Hizbullah will withdraw from Syria as it is being exhausted there. What is taking place in the Qalamoun? The Syrian army and its allies had the upper hand in the Qalamoun and in every region we are present next to our Syrian brethrens.
As far as the Qalamoun is concerned, do not care for the media and psychological war. For months all the fighters in the Qalamoun are struggling to restore one village from the Syrian Army and its allies and still they failed to achieve that, and they will always fail to achieve that Inshallah.
Today, we feel that we are part of the battle taking place to protect the region from the primary threat facing it, and we are proud of being in this defensive position. We have the honor of having our martyrs, wounded, fighters, and stance part of the victory that will take place. Takfiris have no future and their plan has no life. In fact, their project does not have the ability to live and persist. Its life is even short. Here I am asserting to you: These Takfiris will be defeated in all regions and in all states and in all countries and we will have the honor of being part of the side that will defeat them.
Brothers and sisters! Today we meet again not to part to meet only in the next tenth of Muharam as we are with Al Hussein every day, every night, and every hour through our presence in squares and fields and through assuming responsibilities.
With every drop of blood that is shed from every martyr, we say: At your service – O Hussein! With every injury, our wounds reverberate: At your service – O Hussein! With every tear that falls from the eye of a martyr's wife, mother, or orphan, our tears resound: At your service – O Hussein! Our arms, fists, rifles, minds, and hearts will always shout: At your service – O Hussein! With such a commitment we move along so that our nation, dignity, honor, and all the great events for which Al Hussein revolted and was martyred remain and continue to exist.
Peace be on you, my master and lord Abi Abdullah, and on all the souls gathering around your holy site. Peace be on you as long as I remain alive and as long as night follows day. May Allah make it not my last visit to you. Peace be on Hussein, Ali the son of Hussein, the children of Hussein, and the companions of Hussein. Speech delivered by Hizbullah Secretary General Sayyed Hassan Nasrallah on September 23rd, 2014
I take refuge in Allah from the stoned devil. In the Name of Allah, The Compassionate, The Most Merciful. Peace be upon the Seal of Prophets, our Master and Prophet, Abi Al Qassem Mohammad, on his chaste and pure Household, on his chosen companions and on all messengers and prophets.
Peace be upon you and Allah’s mercy and blessings.
Frankly tonight I have more than one point to tackle: the situation in Lebanon, the situation in the region in general, and the events which are moving faster. However, I will commit myself to the available time limit. So I might not be able to cover all of these topics. Consequently, if I did not tackle some points, that does not mean that they are not important. There are several important points; however, the available time may not be enough to cover them.
Well, we will see within the available time what points I will be able to tackle.
First: The issue of the military men who are kidnapped by the armed groups in the barren mountains of Irsal, the repercussions of the cause, the stance from it, and the track it has taken.
Usually in similar causes – we will tackle a cause which was similar to it; I mean the cause of Aazaz kidnapped men – we avoid taking overt stances or discussing such issues publicly. That's because after all the other side which is kidnapping and detaining these dear men has its mentality and calculations. We usually are alert and a bit precautious. As far as Aazaz cause was concerned, you would have noticed that we did not talk openly. We used to offer whatever possible assistance. Hizbullah played important roles which remained unannounced. That's because what was important to us was to set these hostages and detainees free.
The media is not important. What is important is what we say and what we offer.
Today the same applies. This cause is of much importance, and it is very critical too. Still and though the event had taken place some two month ago by now, we have always preferred to tackle the issue in the cabinet with the concerned officials away from the media. However, today I find myself obliged to talk.
As I said, the cause is very critical and important whether as far as the kidnapped and detained military men are concerned, or as far as their families are concerned, or as far as the military institution and the official security institutions are concerned. The families of the detainees are being subject to massive psychological, emotional, moral, and political pressure. After all, they are military men and soldiers in these institutions, and consequently, the dignity, future, and integrity of these institutions are at stake as well. The rest of the military men are looking at this sample which they are facing now from this perspective and unfortunately, from the campaign of political and media distortion and falsification which is being waged daily on this cause.
First, I would like to offer my sincere condolences to the families of the oppressed military martyrs, who were slaughtered by the terrorist kidnappers: martyr Ali Ahmad Sayyed, martyr Abbass Ali Midlij, and martyr Mohammad Maarouf Hamieh. We highly evaluate the stances of the fathers and families of these martyrs. In fact, theirs were national, moral, and humanitarian stances, and we hope that several political sides and personalities would rise to the level of the fathers and families of the martyrs. We also offer our condolences to the families of all the National Lebanese Army martyrs in the recent events in Irsal the last of whom were martyr Ali Ahmad Hamade and martyr Mohammad Assem Daher as well as the martyr who was oppressively killed today in Tripoli - martyr soldier Mohammad Khaled Hussein. We also stand sincerely by the families of the kidnapped military men who are still living in the sphere of threat.
We understand and share with them these feelings. In fact, we understand best the feelings and emotions of the families of the detainees, the missed, and the martyrs because of our long experience in the resistance. To understand this, we do not need time. We have been part of this sufferance for decades. We salute the sacrifices of the Lebanese Army and the security forces especially the army for its leadership, officers, and soldiers' steadfastness and bravery.
After this salutation, allow me to usher into the issue.
All the Lebanese know that for almost two months by now the terrorist armed groups inside Irsal and in the barren mountains of Irsal staged an aggression against the Lebanese Army check points and offices in Irsal and its neighborhood as well as against the offices of the Internal Security Forces and the security apparatuses under the pretext of the army detaining so called Imad Jomaa. This led to the broad aggression which was not coincident at all. Everyone who is acquainted with military action knows that following an accidental incident such as arresting this man, it is impossible that such a broad and wide attack take place against all check points and offices in such a broad area leading to the martyrdom of several officers and soldiers, the injury of others, the detention of tens besides the destruction of vehicles and offices.
The army strongly confronted the armed forces and restored its check points and offices. As a result of this confrontation – this is the point we want to reach – a number of military men – members in the army, the security forces, and the security institutions – were taken hostages by these groups. Why? How? This is another point of discussion.
After all, all the Lebanese and all of Lebanon came to be before such a cause called the cause of the military men kidnapped by terrorist armed groups in the barren mountains of Irsal. In itself, this is a humanitarian, national, and moral cause that does not concern a definite region, side, party, sect, or faction. It is rather a cause that concerns all of the Lebanese. It concerns Lebanon as a state, people, army, and institutions. It concerns all the Lebanese. It does not only concern their families or the military or security institutions.
From the very beginning, all the political forces, the people, the media, the elites, and especially the political forces whether in the government or outside the government must have dealt with this cause according to its national, moral, and humanitarian level.
It was and is still supposed that the aim of everyone be to restore the kidnapped military men and return them to their families as soon as possible. From the very first moment, this must have been the goal and this must still be the aim, and it will remain the aim until it is achieved. From the very first moment, all those who must have and are still supposed to join efforts must have exploited whatever means and offered every possible help to achieve this goal and put an end to this cause.
Unfortunately, some have turned this national cause to a subject for argument, false accusations, settling political calculations, causing factional feuds, igniting daily sectarian incitements, and even distorting facts, falsifying, and lying. Even more, some went even further. They raised the ceiling of the demands even more than the demands of the terrorist kidnappers themselves. Some people in Lebanon did not only adopt the demands of the terrorists. They even raised the ceiling of the demands higher than what the armed groups aspired to. So instead of condemning those who staged an aggression against the army and the security forces and killed, wounded, ruined, kidnapped, slaughtered, and stole, they accused and condemned other sides in the Lebanese internal. Some even justified what the terrorists did and even defended them. Anyway, today, I will try to put things in their place especially as far as we are concerned and I will not open the files of the others' performance and conduct because the situation in the country does not bear that.
There is much to say, and we are able to say much, and we need to say much; however, I do not like to do what I criticize others for doing. I want to say that this cause must be not a matter for argument and away from the subjects of mutual accusations, struggle, and settlements. I do not like to tackle that.
It is note-worthy that what have been taking place in the past few weeks - since the beginning of cause until now - is very painful and sorrowful, and it indicates the level of dealing with this cause that concerns all the Lebanese. Perhaps the cause of Aazaz did not concern all of the Lebanese, according to some. However, it is supposed that this cause mean all of the Lebanese. Still, I will not tackle this point because I do not want to cause an argument. Should I open all the files from the very beginning until now, that will not serve the cause of the kidnapped military men.
First: From the very beginning, we dealt, and are still dealing – as it is correct to deal – with this cause as primarily being the responsibility of the Lebanese government and the Lebanese authority in the first place, and everyone must support, cooperate, and back the Lebanese government in addressing this cause.
The second point has to do with the principle of negotiations. It is normal that in the cases of hostages, captives, and kidnapped detainees, that the concerned sides carry negotiations. This is very normal around the world. This takes place. We do that, and we did that. We carried indirect negotiations at several occasions to restore captives and the bodies of martyrs. We have done this, and we do this every day. We did it in Syria, and we do that every day. Now we have missed fighters and martyrs since a period of time – several months. What is said in the media is true. We seize any chance to carry negotiations. This is the right track. This is normal. This is logical. Thus we never rejected the principle of negotiations. Here, I would like the families of the kidnapped military men to be listening to me: If any one of the deputies or the politicians or article writers would tell you that Hizbullah – as we are placed in the front and messages are being sent to us – refuses the principle of negotiations, he would be lying on you for political goals and not because he cares for your children to be restored. We never refused the principle of negotiations. The political authority has the right to negotiate too. The officers have contacted us, and we made discussions with them. This is normal. The normal choice is that the political authority negotiate with terrorists, terrorist groups, and Takfiri movements. There is no difference. As far as the issue of captives is concerned, when it came to "Israel", indirect negotiations used to take place. As it is a humanitarian issue, no such political remarks are taken into consideration. After all, the authority in Lebanon is the side which is to decide whether to negotiate directly or indirectly. It specifies the mediator; but there was never any debate on the principle of negotiations.
Third: From the very first day, we have said that negotiations should be conducted from a position of strength.
Aren't you saying that Lebanon must negotiate like other states which have captives and hostages and negotiate to restore them? Well, no one in the world begs or deals with the kidnappers from a helpless position. There is nothing of this sort as some are trying to impose on the Lebanese government and Lebanon. Whoever wants to negotiate must search for all cards of strength and put them on the table and take a previous decision that he might resort to them and let the kidnappers understand that he might resort to them. Afterwards, he would head to negotiations. This is what we are calling for. The cards of strength exist. PM Salam had talked about them, and the government knows the cards of strength it owns. It is not right to talk about this in the media. It is not right that the media tackles this. The mediator as well as the kidnapper must be informed of the cards of strength so that they would be beneficial for the negotiations and so that other gates which I will tackle later on would be opened.
Well, is there anything wrong in that? I am asking the families of the captives and the Lebanese people. Is there anything wrong if a political side calls on the government to negotiate from the position of strength and not to beg? Do not present the Lebanese Army, the Lebanese government, and the Lebanese people as weak and frail before small armed groups all what it is able to do is to put the sword on the neck of the soldiers and consequently, threaten Lebanon, the Lebanese Army, the Lebanese people, and the families of the military men in such a brutal way.
If we want to restore them alive, we negotiate strongly as a state. This is what we call for. Is there anything wrong in that?
Here I am telling you that negotiating from a weak position would lead to a catastrophe on the military men. If there is hope – and God willing there is a big hope – that these military men return to their families and institutions, that is only possible through a strong, dignified, noble, and responsible stance.
Fourth: I am talking as Hizbullah as we have a long experience in this field. None of the two negotiating sides must announce something and commit itself to it openly. There is nothing of this sort in the world. Well, yes openly, one might raise the ceiling while the other might start from zero. Later on, they would reach a common place. All negotiations over swap operations in the world take place as such except this cause. Why? It's because it has become part of political bargains, and every political side or personality or whatever would say "we accept" and 'we don't accept". Well brother! Tell your government, the authority, or the side entitled to carry negotiations and is responsible of addressing this cause whether you accept or not. However, when such a cause becomes a subject for argument in the media one side would raise the ceiling while the other would lower the ceiling. As such the government would be lost as well as the families of the captives, while the kidnappers would feel as if they are manipulating the country. They are playing with the country. Let's be frank. Lebanon is living true humiliation since weeks because of this political performance by several political forces. Let no one say in the media whether he rejects or does not reject. The concerned side, the government, and the entitled side is the side which must raise or lower the ceilings, act, and convey messages. As such if an announcement is made it would be in the framework of a negotiating plan and not in the framework of the plot of bargains that is present in the country. If such bargains are to carry on as such, I do not believe that any side would be able to negotiate seriously and reach a result as far as this cause is concerned.
As for us, all what was said by politicians is incorrect. It is mere lying. We did not say that the gate of negotiations is locked or that the gate of discussing demands is shut. We talked with the officials in the cabinet, the PM, and the concerned sides and told them that as a side which has ministers in the government our stance is the following. Here I find myself obliged to announce our stance as a result of what is taking place. Our stance is as follows: The negotiating side – whether negotiations are taking place directly or through mediators – must examine the demands of the kidnappers. No one may say I do not want to examine, listen and discuss. If we say negotiations, you have to listen, discuss and examine.
Among these demands which are presented via channels, arguments, and discussions, some points might be acceptable and possible while others are unacceptable and impossible. After all, all of these things are discussed, and there are methodologies to take a decision. However, no one is allowed to say we do not want to negotiate or to listen or to discuss. This is our stance from the very first point and whoever says otherwise would be a deceiver, a liar, and a hypocrite. Allow me to say so because there is political brutality as far as this issue is concerned. Anyway, indeed as a result of killing, the government announced that negotiations are stopped not because it wants to stop negotiations altogether but because it wants to guarantee halting the act of killing. In fact, the Lebanese government and the Lebanese PM have the right to say that they won't negotiate under the pressure of killing and slaughter. Nobody negotiates as such.
Anyway, if such a thing is guaranteed, and the government returned to negotiations, it is logical that negotiations would take place again. It is normal that friends and even foes may be sought. There is no problem in that. There is no problem in listening to demands and discussing them in negotiations. However, succumbing or being threatened by saying "you have 24 hours or the outcome would be slaughter" as they are doing is unacceptable. I do not believe that there is a state or a government or a people or an army or an institution in any place in the world which accepts things to carry on as such. This is for the safety of the military men and not at their expense. Yes, it is for their safety. Yet, they are threatening by slaughtering to make the other side kneel and beg, or else in 24 hours they would slaughter, and this scenario is repeated again and again. Do we want to reach here? Is it the wish of the families to reach here for example?
The last point in the track of addressing this cause is that all around the world – as long as you are saying that we want to deal with this cause as other states and governments – no one deals with a cause of this kind in one track or with one option. He would put forward several options on the table. He sets several scenarios. In case this scenario does not work, he would go for the other. As such he sets several scenarios which he is not concerned in discussing in the media. So he does not resort to one scenario and say that we are not able to do anything. There is nothing of this sort around the world. He must continuously be working and searching. Does Lebanon have other choices? Is it possible to find other scenarios? Well, simply and clearly yes. However, this is not also to be discussed in the media. But because of the bargains in Lebanon, we must go and tell the terrorist kidnappers what we want to do and what we must do. This is not correct in any administration in the world. This is incorrect.
I will go back later to the means of addressing the reactions in a couple of words. However, before this title, I call today to do what we must have done weeks ago. For the sake of the dear kidnapped military men, for the sake of the emotions and dignity of their families, for the sake of the army and the security institutions, for the sake of the country, and for the sake of this people, we must put this cause outside the sphere of bargains, settlements, and point scoring on each other. What was the reason? Who was wrong? Let's put this aside. If we are to open such files, let's talk about the barren mountains of Irsal. Since when are these mountains occupied by them? That took place even before we went to Qusair, to Qalamoun, and Syria. What is the position of this geographical area? What is the role it plays? Who stands behind it? Who is with it? That is a long research. Let's keep this aside. Let's put all bargains aside. Let's say: These men are our brothers, children, fathers, and dear ones. No matter to which family they belong, from which region they are, or to what side they belong, they are the children of the national institution and the state. Let's – all of us as Lebanese – come together and cooperate and take it for granted that there is a definite side with which we may discuss any point we have. Let's not overbid each other and cause sectarian and factional instigations. No one would win anything as such. Let no one believe that through what he is doing he is achieving political and media goals. I am saying so from our concern to the families and the military men. If anyone believes that through distortion, falsification, misleading, and deception they have been practicing in the past few weeks against Hizbullah, they have achieved any political and media achievements, they are mistaken. They have not made any achievements in fact. I wanted to say so not to defend Hizbullah. In fact, I talked as such to say: Let's stop this to work in a proper way to serve this goal and this cause. Let's stand together and support the government in its negotiations, in discussing the demands, in seeing what gates may be opened, and also in putting ready scenarios to confront any unexpected events or developments.
Well, there is something which has to do with wrapping this issue. It has to do with the reactions. Indeed, we have tackled these issues previously. I am not talking about anything new, and I am not making a new call. Following the bombing that took place in Rweiss which led to the martyrdom and injury of scores or people – and not killing one or two soldiers – we tackled this issue. The issue is not that of a number. All of them are our people, our men, our women, and our children. Following that bombing we addressed all of the Lebanese and advised that no one harm any Syrian immigrant as no one is to be punished for the sin of another. No one must be held responsible for the crimes of the terrorists and the Takfiri groups. Following the second, third, and fourth bombing and following the bombing in Hermel we said so too. So this is not something new. Today, I want to assert this point: No innocent person or Syrian immigrant must be harmed. It is not allowed to hold anyone responsible for the crimes of these criminals. This does not need any assertion. This is not allowed by all norms whether humanitarian, moral, religious, legitimate, legal…
I hope that everyone takes what I am saying into consideration. That's because from among the goals of slaughtering and killing the soldiers is that such popular reactions take place against the Syrian immigrant to exploit that politically in sectarian and factional instigation. This must not be allowed to take place. Between parentheses, I would like to say that Hizbullah and Amal Movement - with the cooperation of the apparatuses, the scholars, and tribal and social dignitaries – have exerted industrious efforts to protect the immigrants and pull danger away from them. Still those whom I was talking about a while ago held Hizbullah responsible at a time Hizbullah was protecting and defending the immigrants as well as appeasing the people. Still there comes he who overbids and accuses you as far as this issue is concerned.
The other point I want to tackle as far as reactions are concerned is that in case there is any security suspicion against anyone – this is not limited to the Syrian refugees or immigrants – provide such information thankfully to the security apparatuses which would burst into any suspicious place. Here the security institutions hold fully their responsibilities.
The other point concerning the reaction is counter-kidnapping. Indeed some kidnapping operations take place at times without having anything to do with the kidnapped military men or anything with the reactions on the kidnapping of the military men as what took place some time ago. Such operations have to do with ransoms, stealing, and robbery. These are criminals. These are highwaymen and corruptors. Frankly speaking, it is they who are carrying such operations.
Well, there is another kind of impermissible kidnapping operations. Anyway, there is not permissible and impermissible kidnapping; however, that might at times take place as a reaction as some families do.
Besides saying that such kidnapping is impermissible religiously and legally, I want to tell our people that it is fruitless too. With whom are you dealing? At times there are sides which might be pressured in case you detained or kidnapped. At other times the side might not be concerned with the people, the people of Irsal, the family of so and so, Sunnites, Shiites, Muslims, Christians or the Druze. They do not care for anyone. They kill even each other and slaughter each other, rob each other, and take each other's womenfolk as detainees. So they do not care for what you do? Thus it is fruitless to kidnap so and so to practice pressure on these armed groups. As far as this issue is concerned we have a long experience in Syria and in the cause of Aazaz detainees. I do not want to go far into details. This issue must remain covert. Thus counter-kidnapping is impermissible religiously and legally besides being fruitless. That does not lead anywhere. This is true concerning harming the Syria immigrants as well as concerning counter-kidnapping. Where to do such acts lead? They achieve the goals of the armed forces. The speech of these armed groups is sectarian, factional, instigating, and Takfiri. They seek a sectarian strife in Lebanon; they want a factional ordeal in Lebanon; they want people to fight each other in Lebanon; and they want to bring the battle into Lebanon. It is they and not we. Between parentheses some are saying that Hizbullah is pushing the army into the battle in Irsal. Never! It is they who aggressed against the army soldiers who were in their barracks, cross points, and offices. I also want to tell you that the roads are open, the barren mountains are open, food supplies are reaching there, medicine is reaching there, and the wounded of the armed fighters are submitted to the hospitals in Irsal and thereof they are conveyed to hospitals inside Lebanon. Funds are available; arms are being conveyed to Irsal; facilitations are available; no one is holding anyone responsible or trying anyone. Do you want us to remind you of all of these issues? These want to transfer the battle to Lebanon. Here I want to reiterate and to assert to the families of the military men and to all of the Lebanese: What we say in the cabinet we say in the media, and what we say to all officials we say in the media. We do not have double languages, double speeches, double faces, and double tongues. When I say I am with that means that I am with. When I say that I am against, that means that I am against. Since the very first day when we went to Quseir, I made an announcement of that. Some presidents and officials blamed me saying that if you want to go to Quseir go without making an announcement. But no we want to announce. Why shouldn't we announce? At that day, I said whoever wants to fight let him go to Syria where there is a battlefield. Let's fight there. Let's keep Lebanon aside. However, some argued this logic. Well no! This is a well-calculated and well-considered logic because we do not want a problem in Lebanon and we do not want fighting in Lebanon. We do not want the war to be transferred to Lebanon. It's the armed forces which want to transfer the war to Lebanon and are seeking day and night to transfer the war to Lebanon. It is not we at all who are doing so. That's why we never opened the file of Irsal. We never tackled the issue of the armed forces, the facilitations offered to the armed men, or the position of Irsal regarding what is taking place in the region. Well yes, when the booby-trapped cars started coming from Irsal, we called on the army and the security forces to take the necessary procedures: Just prevent the booby-trapped cars from coming from there. We never ignited any instigation. We do not want such a battle. We hope that no battle would ever take place inside the Lebanese territories. We can tolerate much to observe this commitment. Thus when any counter-kidnapping or any aggression takes place against the immigrants or any such problems take place that would be achieving the goals of the terrorists and the killers. That's because they are seeking sedition and moving the battle to Lebanon. It is not to the interest of the Lebanese that the fighting be moved to Lebanon.
In general, what is required is controlling emotions, feelings, and reactions, avoiding harming the innocent, and guarding the social and national composition. Thereof, everyone is responsible and a partner in sharing the responsibility. As for the military men and what they are being subject to, there are concerned sides, a state, officials, and the court. These sides are concerned about trying and punishing, and we are concerned in being behind the state and supporting it on this perspective.
This is the first point which I wanted to tackle. Briefly to benefit from the available time, I want to wrap this point saying really Lebanon is before a true challenge. Well, let's see how this state, this government, and these political forces would act. This is what we call for today. Later on and when this cause would come to an end and the military men return safe and sound other things may be said. Whether we would talk or not has to do with the atmosphere and the developments. That's because being responsible we do not act in reaction. We are not talking in reaction of what is taking place. We talk to rectify things because it is wrong and dangerous to move along as such as far as this humanitarian, national, and moral issue is concerned.
The second topic has to do with the developments in the region and the stance from the international coalition – the so called international coalition to fight the "ISIL".
Indeed we are concerned in specifying our stance from it - our stance as a resistance and as a side – via our ministers in the Lebanese government. We also have to specify our stance to wipe away the distortion and falsification that have come upon this stance. In case some people were not able to understand and to comprehend, this would be their own problem and not ours. Still, we will clarify and explain our stance because this too is a historical and critical moment.
First: Everyone knows that Hizbullah is against the "ISIL". Some two months ago I have talked extensively on this. We are against those Takfiri movements, and we are fighting them too. We are offering sacrifices in fighting them. So first we must put aside what some are saying to the effect of our stance from the international coalition as being to defend or to protect "ISIL". This is simplification and misleading of the facts. So it is either simplification because of ignorance or intended misleading of facts. No, that is not the case. I have tackled the issue of "ISIL" extensively at several occasions in the past. As for us, "ISIL" are groups that kill and slaughter merely because of intellectual and political or organizational disparity. They pose a threat to all the peoples, governments, and sects. So they do not pose a threat to the minorities only but rather to all the peoples of the region. Thus our stance from these Takfiri terrorist groups is clear, firm, and final. It is obligatory to fight them, confront them, and push their danger away from the peoples of the region and the region too.
However, the issue of the US military intervention or the formation of an international coalition led by the USA is another issue. This issue must be tackled from several perspectives.
First, we have a primary stance whether America came to attack "ISIL" or to attack Taliban or to attack the former Iraqi regime or to attack any other place. In principle, we are not like the others who say they are with the US intervention and call for the US intervention to topple the so and so regime for example. However, if the US intervention was solely to attack "ISIL" or to attack their groups, they are against it. No, we are against the US military intervention and against the international coalition in Syria, whether the target is the regime – as was the case a year and a half again - or the "ISIL" or other groups. Primary, there is a principle called the US intervention whether under the cover of an international coalition or the cover of the NATO or the cover of multi-national troops.
We have a primary stance based on rules and pillars, and it does not change from one arena and another. As a result of our commitment to this primary stance, we were harmed by some in previous incidents and cases. Thus first because of our primary commitment we do not agree on this coalition. We have said so in the cabinet via our ministers and other friends. So when we are to vote in the cabinet, as Hizbullah, we will say that we do not accept that Lebanon be part of this coalition.
However, if Lebanon partakes in conferences and meetings, that would be something else. That would be the concern of the government, the President of the Republic, the Premier, and the foreign minister. However, the commitments are discussed in the cabinet. We say that we have a primary principle. Why do we have this primary principle?
Let's take the developments into consideration:
First: America is the mother of terrorism. Whoever wants to argue, we are ready for argument. America is the source of terrorism in the world. If there is terrorism in this world, search for the US administration behind it. Indeed, we are not talking about the US people.
Second: America is the ultimate supporter of terrorist Zionist entity. The source of terrorism in our region is the existence of (the State of "Israel") which attains absolute US support whether militarily, security, political, economic, financial, or legal. In the Security Council, even condemning or the right of veto is not allowed when it comes to "Israel".
Third: The US fabricated or played a role in fabricating these terrorist Takfiri movements.
Fourth: America is not in the moral position that entitles it to lead a war against terrorism. In fact, it never once had a moral position. The side that struck Japan with nuclear bombs, committed atrocities in the Vietnam War, has all of this dark history, stood next to Netanyahu in the 50-day-war against Gaza and the people of Gaza, demolishes, kills thousands, wounds thousands, and displaces tens of thousands from their houses is not morally eligible to present itself as a fighter of terrorism or as a leader of an international coalition to target terrorism.
The issue has nothing to do with fighting terrorism.
Fifth: Based on all of Obama's statements, this coalition aims at defending the US interests. What have we to do with defending the US interests especially that most of these interests – if not all of the US interests come at the expense of the interests of the region and the peoples of the region and the governments of the region.
Are we, Lebanon, or other states to be a part of a coalition led by the USA in a war to defend the US interests in the region? This is what Obama says. I am not fabricating lies against him.
He did not say we came here to defend the minorities or the Muslims or the Christians. Never! This never took place before the eyes of the entire world. For years by now – and not only in the past few months – he did not take any action.
Well yes, when the situation became dangerous enough to the extent of harming the US interests, the US administration came to create a cover and an international coalition. We are not concerned in fighting in an international coalition of this kind or to support an international coalition of this kind that serves the US interests apart from the interests of the peoples.
Sixth: The Lebanese, Iraqis, Syrians, as well as all the peoples of the region have the right to question the US intentions through this awareness and this awakening. He wants to gather the world and form an international coalition. In fact, he had formed an international coalition and wants to lead the war, and today he started this war.
Is it true that now the Americans woke up and their humanitarian emotions got moved thus they were shocked by the slaughtering, the massacres, the displacement of people from their homes, the demolishing of churches, mosques, and shrines, and the crucifixion of people? Did they wake up now? Did their humanitarian emotions lead them to this coalition or this is a pretext or an excuse for America to occupy the region again or to form military bases the Iraqis had refused previously and now it is its chance to restore to Iraq again or to the region in some states again or to impose such choices?
I only want to remind the Lebanese that this issue was evoked previously. On the first days of July 2006 War, when we used to receive messages and there were mediators to stop the war, we were made this offer: Hand all of the arms of the resistance, hand the two "Israeli" captives unconditionally, and thirdly – which is most important - accept the existence of multinational forces – not the UNIFIL or the UN - in the south, along the Lebanese-Palestinian borders, along the Lebanese-Syrian borders, in the airport, at the ports, and on the Lebanese territories. We rejected this in July War and toppled this scheme with blood, martyrs, patience, tears, wounds, sorrows, and solidarity.
Who says they do not want to impose this again when we become part of the international coalition? As soon as you become part of this international coalition, your airport, ports, skies, waters, and territories would be open for them to make military bases for NATO and the USA? What would become of Lebanon then?
Don't the Lebanese have the right to be suspicious as the Iraqis are very much suspicious that the goal from this awareness and from this concern expressed by the Americans is the return to impose military bases – what the Iraqis refused previously? The Americans want to return and form military barracks, bases, and airports. They want to impose their conditions and achieve immunities to their soldiers and officers as what they did in South Korea and other places.
For all of these reasons and others too we say that we do not support and we also refuse that Lebanon be part of the international coalition led by the USA. Lebanon does not need to be part of this coalition. First that is not to the interest of Lebanon. Lebanon would be subject to dangers in case it became part of this international coalition. I am not talking pursuant to the principle of staying away so that they won't say that this is inappropriate. No! This is a totally different idea. The disintegration among them is clear. There are dangers in case Lebanon becomes part of this coalition. Second, Lebanon does not need this coalition. It does not need to be part of this coalition. It has no interest in that.
It might be said that we are facing this danger now in Lebanon. The Lebanese are able to face this danger. As Lebanese we are able to confront the terrorists and terrorism. Despite the political division, the political overbids, instigations and all of what I talked about in the future, Lebanon is still able to confront this danger. With the least degree of harmony and with the least degree of cooperation within the Lebanese government – this current government – Lebanon is able to confront this danger through its army, military apparatuses, people, steadfastness, and patience. In the future too, we as Lebanese are able to confront this danger.
What are we in need of? If anyone is to call on the international community or the USA or the members of the new coalition, we would call for the following:
First, I call on everyone and not only on them to stop financing and arming the terrorist groups which are targeting Lebanon and the Lebanese interior. I do not want to talk about Syria and Iraq. I am talking about Lebanon. I am talking on the Lebanese national level.
Stop arming, funding, training, and dispatching fighters who are targeting Lebanon. This is still taking place to our day and from among states in this coalition. Let this stop if you want to serve Lebanon. Do you want to serve Lebanon? Is your heart aching for the Lebanese and the Lebanese people? Do you want to defend Lebanon against terrorism? First do this.
Second: Speed up in supporting the Lebanese Army and the security forces because we bargain on them. This is the responsibility of the state in the first place.
Third: Help Lebanon in resolving the crisis of the refugees. When the crisis of the refugees is addressed, the danger of the terrorists and terrorism would be kept off to a great extent. It would also spare Lebanon many ordeals and crises.
If anyone wants to help Lebanon, let him help Lebanon in the framework of these three topics.
First: Stop funding and arming the terrorists.
Second: Speed up in supporting and arming the Lebanese Army and the security forces.
Third: Address the crisis of the refugees.
As for the Lebanese, they are able to confront any danger which may target them.
In the near past, they gathered the military hostages in one place and a person stood among them and bragged saying: "If we want, we can be in Beirut within days." No! You can't be in Beirut or in any other place. I do not want to name villages and regions. Through the state, army, solidarity, national emotions, and national responsibility, the Lebanese can protect all the Lebanese regions. All the Lebanese areas will be protected against any terrorism danger, and I mean what I say.
Any Lebanese region does not concern a definite sect, faction, or side. This is a Lebanese territory; this is Lebanese people; these are Lebanese people. All the Lebanese must be one hand to prevent the expansion of terrorism to any of the Lebanese regions.
I reiterate saying that in the first place the government, the state, the army, and all of us must be one hand against the state, the government, and the army. It is not allowed to act according to the principle that "we are not concerned" in case the terrorism military expanded towards any region under the pretext that this is not our sect, this is not our region, and this is not our political side. This is a mistake. It is a fatal mistake in fact.
The Lebanese must come together, unite, and be one hand. In fact, they can push the threat of the terrorists and the Takfiri groups away from their country. The Lebanese are strong. We are not weak. No one can threat us by invading, controlling, or reaching Beirut or any other region. We are still alive, and no one can intimidate the Lebanese in such a way. We will assume our responsibilities as I used to tell you in the past.
In the remaining few moments, I will briefly tackle definite topics though these topics deserve some elaboration.
No doubt the region is moving towards important developments in the coming few weeks. What is taking place in Iraq? What is taking place in Syria? The new military operation was launched. We in Lebanon and in the region are concerned in following all of this precisely and cautiously and consequently assume our responsibilities.
Praise be to Allah! Summer is over. No one is to say he wants to take a vacation to spend the summer somewhere. Everyone must be alert, aware, and follow the developments because it is not known where these developments would lead to. We have our analysis and views on these events, but we do not have enough time to explain that. I will only call for being aware, cautious, alert, follow the events, and assume responsibilities.
Second: As it is the first time I talk since a period of time, I offer my felicitations to the heroic resistance in Gaza, the Palestinian people, the people of Gaza as well as its martyrs, injured, and brave fighters, and the prisons of the Palestinian people on this great victory which was achieved. No doubt, it is an absolute strong, great, important military victory. It is also a great political victory because it crippled all the covert and overt targets of the "Israeli" aggression against Gaza.
We felicitate them on this victory which we view as a victory for the entire nation, for all the Palestinian people, for all the peoples of the region, and for all the resistance movements in the region.
Third: Before these recent developments which took place in Yemen, we also must felicitate the dear Yemeni people for this reconciliation. The National Peace and Partnership Agreement – as I believe they called it - is an exceptional opportunity before the Yemeni people. It is a historic opportunity to pull Yemen out of its complicated problems as it eliminates those who were behind the domestic war and aggressions. The regional states have also welcomed this agreement. We are glad when any people reach an agreement, a national reconciliation, and a political resolution. We listen to this marvelous, great national address made by responsible Yemeni leaderships. Praise be to Allah! That really is promising. We hope Inshallah that no one seeks to cripple this agreement, and that all the Yemenis and all those who care for Yemen would seek to help the Yemeni people to implement and enforce this agreement.
Fourth: We hail the Bahraini people's continuing peaceful movement and their tolerance of all the repercussions and sacrifices. We hope that this people will achieve their goals and that the regional and international developments which may advance in some places would help this people in achieving their aspirations and targets. As a part of the peoples of the region, as part of this nation, as part of this body that aches when any other part aches, that feels happy when the others are happy and suffers when the others suffer, we as a political side has an aspiration. We hope that the Lebanese people, the Syrian people, the Iraqi people, the Bahraini people, the Yemeni people, and all the peoples of the region - I will not name all the peoples of the region. Though I try not to approach some places in my political speech or discussion because of the existing sensitivities, however at least I specify those with whom we share geographical proximity – would be able to transcend their catastrophes and sufferings. We hope that through their leaderships, historic awareness, assumption of responsibilities, sacrifices, perseverance, and steadfastness, these peoples would be able to turn these threats into opportunities. Today, the region is before a great threat. This threat may be turned to a great opportunity. However, that is dependent on the determination, awareness, and assumption of responsibility. Allah has men who when they wish He wishes.

Frankly tonight I have more than one point to tackle: the situation in Lebanon, the situation in the region in general, and the events which are moving faster. However, I will commit myself to the available time limit. So I might not be able to cover all of these topics. Consequently, if I did not tackle some points, that does not mean that they are not important. There are several important points; however, the available time may not be enough to cover them.
Well, we will see within the available time what points I will be able to tackle.
First: The issue of the military men who are kidnapped by the armed groups in the barren mountains of Irsal, the repercussions of the cause, the stance from it, and the track it has taken.
Usually in similar causes – we will tackle a cause which was similar to it; I mean the cause of Aazaz kidnapped men – we avoid taking overt stances or discussing such issues publicly. That's because after all the other side which is kidnapping and detaining these dear men has its mentality and calculations. We usually are alert and a bit precautious. As far as Aazaz cause was concerned, you would have noticed that we did not talk openly. We used to offer whatever possible assistance. Hizbullah played important roles which remained unannounced. That's because what was important to us was to set these hostages and detainees free.
The media is not important. What is important is what we say and what we offer.
Today the same applies. This cause is of much importance, and it is very critical too. Still and though the event had taken place some two month ago by now, we have always preferred to tackle the issue in the cabinet with the concerned officials away from the media. However, today I find myself obliged to talk.
As I said, the cause is very critical and important whether as far as the kidnapped and detained military men are concerned, or as far as their families are concerned, or as far as the military institution and the official security institutions are concerned. The families of the detainees are being subject to massive psychological, emotional, moral, and political pressure. After all, they are military men and soldiers in these institutions, and consequently, the dignity, future, and integrity of these institutions are at stake as well. The rest of the military men are looking at this sample which they are facing now from this perspective and unfortunately, from the campaign of political and media distortion and falsification which is being waged daily on this cause.
First, I would like to offer my sincere condolences to the families of the oppressed military martyrs, who were slaughtered by the terrorist kidnappers: martyr Ali Ahmad Sayyed, martyr Abbass Ali Midlij, and martyr Mohammad Maarouf Hamieh. We highly evaluate the stances of the fathers and families of these martyrs. In fact, theirs were national, moral, and humanitarian stances, and we hope that several political sides and personalities would rise to the level of the fathers and families of the martyrs. We also offer our condolences to the families of all the National Lebanese Army martyrs in the recent events in Irsal the last of whom were martyr Ali Ahmad Hamade and martyr Mohammad Assem Daher as well as the martyr who was oppressively killed today in Tripoli - martyr soldier Mohammad Khaled Hussein. We also stand sincerely by the families of the kidnapped military men who are still living in the sphere of threat.
We understand and share with them these feelings. In fact, we understand best the feelings and emotions of the families of the detainees, the missed, and the martyrs because of our long experience in the resistance. To understand this, we do not need time. We have been part of this sufferance for decades. We salute the sacrifices of the Lebanese Army and the security forces especially the army for its leadership, officers, and soldiers' steadfastness and bravery.
After this salutation, allow me to usher into the issue.
All the Lebanese know that for almost two months by now the terrorist armed groups inside Irsal and in the barren mountains of Irsal staged an aggression against the Lebanese Army check points and offices in Irsal and its neighborhood as well as against the offices of the Internal Security Forces and the security apparatuses under the pretext of the army detaining so called Imad Jomaa. This led to the broad aggression which was not coincident at all. Everyone who is acquainted with military action knows that following an accidental incident such as arresting this man, it is impossible that such a broad and wide attack take place against all check points and offices in such a broad area leading to the martyrdom of several officers and soldiers, the injury of others, the detention of tens besides the destruction of vehicles and offices.
The army strongly confronted the armed forces and restored its check points and offices. As a result of this confrontation – this is the point we want to reach – a number of military men – members in the army, the security forces, and the security institutions – were taken hostages by these groups. Why? How? This is another point of discussion.
After all, all the Lebanese and all of Lebanon came to be before such a cause called the cause of the military men kidnapped by terrorist armed groups in the barren mountains of Irsal. In itself, this is a humanitarian, national, and moral cause that does not concern a definite region, side, party, sect, or faction. It is rather a cause that concerns all of the Lebanese. It concerns Lebanon as a state, people, army, and institutions. It concerns all the Lebanese. It does not only concern their families or the military or security institutions.
From the very beginning, all the political forces, the people, the media, the elites, and especially the political forces whether in the government or outside the government must have dealt with this cause according to its national, moral, and humanitarian level.
It was and is still supposed that the aim of everyone be to restore the kidnapped military men and return them to their families as soon as possible. From the very first moment, this must have been the goal and this must still be the aim, and it will remain the aim until it is achieved. From the very first moment, all those who must have and are still supposed to join efforts must have exploited whatever means and offered every possible help to achieve this goal and put an end to this cause.
Unfortunately, some have turned this national cause to a subject for argument, false accusations, settling political calculations, causing factional feuds, igniting daily sectarian incitements, and even distorting facts, falsifying, and lying. Even more, some went even further. They raised the ceiling of the demands even more than the demands of the terrorist kidnappers themselves. Some people in Lebanon did not only adopt the demands of the terrorists. They even raised the ceiling of the demands higher than what the armed groups aspired to. So instead of condemning those who staged an aggression against the army and the security forces and killed, wounded, ruined, kidnapped, slaughtered, and stole, they accused and condemned other sides in the Lebanese internal. Some even justified what the terrorists did and even defended them. Anyway, today, I will try to put things in their place especially as far as we are concerned and I will not open the files of the others' performance and conduct because the situation in the country does not bear that.
There is much to say, and we are able to say much, and we need to say much; however, I do not like to do what I criticize others for doing. I want to say that this cause must be not a matter for argument and away from the subjects of mutual accusations, struggle, and settlements. I do not like to tackle that.
It is note-worthy that what have been taking place in the past few weeks - since the beginning of cause until now - is very painful and sorrowful, and it indicates the level of dealing with this cause that concerns all the Lebanese. Perhaps the cause of Aazaz did not concern all of the Lebanese, according to some. However, it is supposed that this cause mean all of the Lebanese. Still, I will not tackle this point because I do not want to cause an argument. Should I open all the files from the very beginning until now, that will not serve the cause of the kidnapped military men.
First: From the very beginning, we dealt, and are still dealing – as it is correct to deal – with this cause as primarily being the responsibility of the Lebanese government and the Lebanese authority in the first place, and everyone must support, cooperate, and back the Lebanese government in addressing this cause.
The second point has to do with the principle of negotiations. It is normal that in the cases of hostages, captives, and kidnapped detainees, that the concerned sides carry negotiations. This is very normal around the world. This takes place. We do that, and we did that. We carried indirect negotiations at several occasions to restore captives and the bodies of martyrs. We have done this, and we do this every day. We did it in Syria, and we do that every day. Now we have missed fighters and martyrs since a period of time – several months. What is said in the media is true. We seize any chance to carry negotiations. This is the right track. This is normal. This is logical. Thus we never rejected the principle of negotiations. Here, I would like the families of the kidnapped military men to be listening to me: If any one of the deputies or the politicians or article writers would tell you that Hizbullah – as we are placed in the front and messages are being sent to us – refuses the principle of negotiations, he would be lying on you for political goals and not because he cares for your children to be restored. We never refused the principle of negotiations. The political authority has the right to negotiate too. The officers have contacted us, and we made discussions with them. This is normal. The normal choice is that the political authority negotiate with terrorists, terrorist groups, and Takfiri movements. There is no difference. As far as the issue of captives is concerned, when it came to "Israel", indirect negotiations used to take place. As it is a humanitarian issue, no such political remarks are taken into consideration. After all, the authority in Lebanon is the side which is to decide whether to negotiate directly or indirectly. It specifies the mediator; but there was never any debate on the principle of negotiations.
Third: From the very first day, we have said that negotiations should be conducted from a position of strength.
Aren't you saying that Lebanon must negotiate like other states which have captives and hostages and negotiate to restore them? Well, no one in the world begs or deals with the kidnappers from a helpless position. There is nothing of this sort as some are trying to impose on the Lebanese government and Lebanon. Whoever wants to negotiate must search for all cards of strength and put them on the table and take a previous decision that he might resort to them and let the kidnappers understand that he might resort to them. Afterwards, he would head to negotiations. This is what we are calling for. The cards of strength exist. PM Salam had talked about them, and the government knows the cards of strength it owns. It is not right to talk about this in the media. It is not right that the media tackles this. The mediator as well as the kidnapper must be informed of the cards of strength so that they would be beneficial for the negotiations and so that other gates which I will tackle later on would be opened.
Well, is there anything wrong in that? I am asking the families of the captives and the Lebanese people. Is there anything wrong if a political side calls on the government to negotiate from the position of strength and not to beg? Do not present the Lebanese Army, the Lebanese government, and the Lebanese people as weak and frail before small armed groups all what it is able to do is to put the sword on the neck of the soldiers and consequently, threaten Lebanon, the Lebanese Army, the Lebanese people, and the families of the military men in such a brutal way.
If we want to restore them alive, we negotiate strongly as a state. This is what we call for. Is there anything wrong in that?
Here I am telling you that negotiating from a weak position would lead to a catastrophe on the military men. If there is hope – and God willing there is a big hope – that these military men return to their families and institutions, that is only possible through a strong, dignified, noble, and responsible stance.
Fourth: I am talking as Hizbullah as we have a long experience in this field. None of the two negotiating sides must announce something and commit itself to it openly. There is nothing of this sort in the world. Well, yes openly, one might raise the ceiling while the other might start from zero. Later on, they would reach a common place. All negotiations over swap operations in the world take place as such except this cause. Why? It's because it has become part of political bargains, and every political side or personality or whatever would say "we accept" and 'we don't accept". Well brother! Tell your government, the authority, or the side entitled to carry negotiations and is responsible of addressing this cause whether you accept or not. However, when such a cause becomes a subject for argument in the media one side would raise the ceiling while the other would lower the ceiling. As such the government would be lost as well as the families of the captives, while the kidnappers would feel as if they are manipulating the country. They are playing with the country. Let's be frank. Lebanon is living true humiliation since weeks because of this political performance by several political forces. Let no one say in the media whether he rejects or does not reject. The concerned side, the government, and the entitled side is the side which must raise or lower the ceilings, act, and convey messages. As such if an announcement is made it would be in the framework of a negotiating plan and not in the framework of the plot of bargains that is present in the country. If such bargains are to carry on as such, I do not believe that any side would be able to negotiate seriously and reach a result as far as this cause is concerned.
As for us, all what was said by politicians is incorrect. It is mere lying. We did not say that the gate of negotiations is locked or that the gate of discussing demands is shut. We talked with the officials in the cabinet, the PM, and the concerned sides and told them that as a side which has ministers in the government our stance is the following. Here I find myself obliged to announce our stance as a result of what is taking place. Our stance is as follows: The negotiating side – whether negotiations are taking place directly or through mediators – must examine the demands of the kidnappers. No one may say I do not want to examine, listen and discuss. If we say negotiations, you have to listen, discuss and examine.
Among these demands which are presented via channels, arguments, and discussions, some points might be acceptable and possible while others are unacceptable and impossible. After all, all of these things are discussed, and there are methodologies to take a decision. However, no one is allowed to say we do not want to negotiate or to listen or to discuss. This is our stance from the very first point and whoever says otherwise would be a deceiver, a liar, and a hypocrite. Allow me to say so because there is political brutality as far as this issue is concerned. Anyway, indeed as a result of killing, the government announced that negotiations are stopped not because it wants to stop negotiations altogether but because it wants to guarantee halting the act of killing. In fact, the Lebanese government and the Lebanese PM have the right to say that they won't negotiate under the pressure of killing and slaughter. Nobody negotiates as such.
Anyway, if such a thing is guaranteed, and the government returned to negotiations, it is logical that negotiations would take place again. It is normal that friends and even foes may be sought. There is no problem in that. There is no problem in listening to demands and discussing them in negotiations. However, succumbing or being threatened by saying "you have 24 hours or the outcome would be slaughter" as they are doing is unacceptable. I do not believe that there is a state or a government or a people or an army or an institution in any place in the world which accepts things to carry on as such. This is for the safety of the military men and not at their expense. Yes, it is for their safety. Yet, they are threatening by slaughtering to make the other side kneel and beg, or else in 24 hours they would slaughter, and this scenario is repeated again and again. Do we want to reach here? Is it the wish of the families to reach here for example?
The last point in the track of addressing this cause is that all around the world – as long as you are saying that we want to deal with this cause as other states and governments – no one deals with a cause of this kind in one track or with one option. He would put forward several options on the table. He sets several scenarios. In case this scenario does not work, he would go for the other. As such he sets several scenarios which he is not concerned in discussing in the media. So he does not resort to one scenario and say that we are not able to do anything. There is nothing of this sort around the world. He must continuously be working and searching. Does Lebanon have other choices? Is it possible to find other scenarios? Well, simply and clearly yes. However, this is not also to be discussed in the media. But because of the bargains in Lebanon, we must go and tell the terrorist kidnappers what we want to do and what we must do. This is not correct in any administration in the world. This is incorrect.
I will go back later to the means of addressing the reactions in a couple of words. However, before this title, I call today to do what we must have done weeks ago. For the sake of the dear kidnapped military men, for the sake of the emotions and dignity of their families, for the sake of the army and the security institutions, for the sake of the country, and for the sake of this people, we must put this cause outside the sphere of bargains, settlements, and point scoring on each other. What was the reason? Who was wrong? Let's put this aside. If we are to open such files, let's talk about the barren mountains of Irsal. Since when are these mountains occupied by them? That took place even before we went to Qusair, to Qalamoun, and Syria. What is the position of this geographical area? What is the role it plays? Who stands behind it? Who is with it? That is a long research. Let's keep this aside. Let's put all bargains aside. Let's say: These men are our brothers, children, fathers, and dear ones. No matter to which family they belong, from which region they are, or to what side they belong, they are the children of the national institution and the state. Let's – all of us as Lebanese – come together and cooperate and take it for granted that there is a definite side with which we may discuss any point we have. Let's not overbid each other and cause sectarian and factional instigations. No one would win anything as such. Let no one believe that through what he is doing he is achieving political and media goals. I am saying so from our concern to the families and the military men. If anyone believes that through distortion, falsification, misleading, and deception they have been practicing in the past few weeks against Hizbullah, they have achieved any political and media achievements, they are mistaken. They have not made any achievements in fact. I wanted to say so not to defend Hizbullah. In fact, I talked as such to say: Let's stop this to work in a proper way to serve this goal and this cause. Let's stand together and support the government in its negotiations, in discussing the demands, in seeing what gates may be opened, and also in putting ready scenarios to confront any unexpected events or developments.
Well, there is something which has to do with wrapping this issue. It has to do with the reactions. Indeed, we have tackled these issues previously. I am not talking about anything new, and I am not making a new call. Following the bombing that took place in Rweiss which led to the martyrdom and injury of scores or people – and not killing one or two soldiers – we tackled this issue. The issue is not that of a number. All of them are our people, our men, our women, and our children. Following that bombing we addressed all of the Lebanese and advised that no one harm any Syrian immigrant as no one is to be punished for the sin of another. No one must be held responsible for the crimes of the terrorists and the Takfiri groups. Following the second, third, and fourth bombing and following the bombing in Hermel we said so too. So this is not something new. Today, I want to assert this point: No innocent person or Syrian immigrant must be harmed. It is not allowed to hold anyone responsible for the crimes of these criminals. This does not need any assertion. This is not allowed by all norms whether humanitarian, moral, religious, legitimate, legal…
I hope that everyone takes what I am saying into consideration. That's because from among the goals of slaughtering and killing the soldiers is that such popular reactions take place against the Syrian immigrant to exploit that politically in sectarian and factional instigation. This must not be allowed to take place. Between parentheses, I would like to say that Hizbullah and Amal Movement - with the cooperation of the apparatuses, the scholars, and tribal and social dignitaries – have exerted industrious efforts to protect the immigrants and pull danger away from them. Still those whom I was talking about a while ago held Hizbullah responsible at a time Hizbullah was protecting and defending the immigrants as well as appeasing the people. Still there comes he who overbids and accuses you as far as this issue is concerned.
The other point I want to tackle as far as reactions are concerned is that in case there is any security suspicion against anyone – this is not limited to the Syrian refugees or immigrants – provide such information thankfully to the security apparatuses which would burst into any suspicious place. Here the security institutions hold fully their responsibilities.
The other point concerning the reaction is counter-kidnapping. Indeed some kidnapping operations take place at times without having anything to do with the kidnapped military men or anything with the reactions on the kidnapping of the military men as what took place some time ago. Such operations have to do with ransoms, stealing, and robbery. These are criminals. These are highwaymen and corruptors. Frankly speaking, it is they who are carrying such operations.
Well, there is another kind of impermissible kidnapping operations. Anyway, there is not permissible and impermissible kidnapping; however, that might at times take place as a reaction as some families do.
Besides saying that such kidnapping is impermissible religiously and legally, I want to tell our people that it is fruitless too. With whom are you dealing? At times there are sides which might be pressured in case you detained or kidnapped. At other times the side might not be concerned with the people, the people of Irsal, the family of so and so, Sunnites, Shiites, Muslims, Christians or the Druze. They do not care for anyone. They kill even each other and slaughter each other, rob each other, and take each other's womenfolk as detainees. So they do not care for what you do? Thus it is fruitless to kidnap so and so to practice pressure on these armed groups. As far as this issue is concerned we have a long experience in Syria and in the cause of Aazaz detainees. I do not want to go far into details. This issue must remain covert. Thus counter-kidnapping is impermissible religiously and legally besides being fruitless. That does not lead anywhere. This is true concerning harming the Syria immigrants as well as concerning counter-kidnapping. Where to do such acts lead? They achieve the goals of the armed forces. The speech of these armed groups is sectarian, factional, instigating, and Takfiri. They seek a sectarian strife in Lebanon; they want a factional ordeal in Lebanon; they want people to fight each other in Lebanon; and they want to bring the battle into Lebanon. It is they and not we. Between parentheses some are saying that Hizbullah is pushing the army into the battle in Irsal. Never! It is they who aggressed against the army soldiers who were in their barracks, cross points, and offices. I also want to tell you that the roads are open, the barren mountains are open, food supplies are reaching there, medicine is reaching there, and the wounded of the armed fighters are submitted to the hospitals in Irsal and thereof they are conveyed to hospitals inside Lebanon. Funds are available; arms are being conveyed to Irsal; facilitations are available; no one is holding anyone responsible or trying anyone. Do you want us to remind you of all of these issues? These want to transfer the battle to Lebanon. Here I want to reiterate and to assert to the families of the military men and to all of the Lebanese: What we say in the cabinet we say in the media, and what we say to all officials we say in the media. We do not have double languages, double speeches, double faces, and double tongues. When I say I am with that means that I am with. When I say that I am against, that means that I am against. Since the very first day when we went to Quseir, I made an announcement of that. Some presidents and officials blamed me saying that if you want to go to Quseir go without making an announcement. But no we want to announce. Why shouldn't we announce? At that day, I said whoever wants to fight let him go to Syria where there is a battlefield. Let's fight there. Let's keep Lebanon aside. However, some argued this logic. Well no! This is a well-calculated and well-considered logic because we do not want a problem in Lebanon and we do not want fighting in Lebanon. We do not want the war to be transferred to Lebanon. It's the armed forces which want to transfer the war to Lebanon and are seeking day and night to transfer the war to Lebanon. It is not we at all who are doing so. That's why we never opened the file of Irsal. We never tackled the issue of the armed forces, the facilitations offered to the armed men, or the position of Irsal regarding what is taking place in the region. Well yes, when the booby-trapped cars started coming from Irsal, we called on the army and the security forces to take the necessary procedures: Just prevent the booby-trapped cars from coming from there. We never ignited any instigation. We do not want such a battle. We hope that no battle would ever take place inside the Lebanese territories. We can tolerate much to observe this commitment. Thus when any counter-kidnapping or any aggression takes place against the immigrants or any such problems take place that would be achieving the goals of the terrorists and the killers. That's because they are seeking sedition and moving the battle to Lebanon. It is not to the interest of the Lebanese that the fighting be moved to Lebanon.
In general, what is required is controlling emotions, feelings, and reactions, avoiding harming the innocent, and guarding the social and national composition. Thereof, everyone is responsible and a partner in sharing the responsibility. As for the military men and what they are being subject to, there are concerned sides, a state, officials, and the court. These sides are concerned about trying and punishing, and we are concerned in being behind the state and supporting it on this perspective.
This is the first point which I wanted to tackle. Briefly to benefit from the available time, I want to wrap this point saying really Lebanon is before a true challenge. Well, let's see how this state, this government, and these political forces would act. This is what we call for today. Later on and when this cause would come to an end and the military men return safe and sound other things may be said. Whether we would talk or not has to do with the atmosphere and the developments. That's because being responsible we do not act in reaction. We are not talking in reaction of what is taking place. We talk to rectify things because it is wrong and dangerous to move along as such as far as this humanitarian, national, and moral issue is concerned.
The second topic has to do with the developments in the region and the stance from the international coalition – the so called international coalition to fight the "ISIL".
Indeed we are concerned in specifying our stance from it - our stance as a resistance and as a side – via our ministers in the Lebanese government. We also have to specify our stance to wipe away the distortion and falsification that have come upon this stance. In case some people were not able to understand and to comprehend, this would be their own problem and not ours. Still, we will clarify and explain our stance because this too is a historical and critical moment.
First: Everyone knows that Hizbullah is against the "ISIL". Some two months ago I have talked extensively on this. We are against those Takfiri movements, and we are fighting them too. We are offering sacrifices in fighting them. So first we must put aside what some are saying to the effect of our stance from the international coalition as being to defend or to protect "ISIL". This is simplification and misleading of the facts. So it is either simplification because of ignorance or intended misleading of facts. No, that is not the case. I have tackled the issue of "ISIL" extensively at several occasions in the past. As for us, "ISIL" are groups that kill and slaughter merely because of intellectual and political or organizational disparity. They pose a threat to all the peoples, governments, and sects. So they do not pose a threat to the minorities only but rather to all the peoples of the region. Thus our stance from these Takfiri terrorist groups is clear, firm, and final. It is obligatory to fight them, confront them, and push their danger away from the peoples of the region and the region too.
However, the issue of the US military intervention or the formation of an international coalition led by the USA is another issue. This issue must be tackled from several perspectives.
First, we have a primary stance whether America came to attack "ISIL" or to attack Taliban or to attack the former Iraqi regime or to attack any other place. In principle, we are not like the others who say they are with the US intervention and call for the US intervention to topple the so and so regime for example. However, if the US intervention was solely to attack "ISIL" or to attack their groups, they are against it. No, we are against the US military intervention and against the international coalition in Syria, whether the target is the regime – as was the case a year and a half again - or the "ISIL" or other groups. Primary, there is a principle called the US intervention whether under the cover of an international coalition or the cover of the NATO or the cover of multi-national troops.
We have a primary stance based on rules and pillars, and it does not change from one arena and another. As a result of our commitment to this primary stance, we were harmed by some in previous incidents and cases. Thus first because of our primary commitment we do not agree on this coalition. We have said so in the cabinet via our ministers and other friends. So when we are to vote in the cabinet, as Hizbullah, we will say that we do not accept that Lebanon be part of this coalition.
However, if Lebanon partakes in conferences and meetings, that would be something else. That would be the concern of the government, the President of the Republic, the Premier, and the foreign minister. However, the commitments are discussed in the cabinet. We say that we have a primary principle. Why do we have this primary principle?
Let's take the developments into consideration:
First: America is the mother of terrorism. Whoever wants to argue, we are ready for argument. America is the source of terrorism in the world. If there is terrorism in this world, search for the US administration behind it. Indeed, we are not talking about the US people.
Second: America is the ultimate supporter of terrorist Zionist entity. The source of terrorism in our region is the existence of (the State of "Israel") which attains absolute US support whether militarily, security, political, economic, financial, or legal. In the Security Council, even condemning or the right of veto is not allowed when it comes to "Israel".
Third: The US fabricated or played a role in fabricating these terrorist Takfiri movements.
Fourth: America is not in the moral position that entitles it to lead a war against terrorism. In fact, it never once had a moral position. The side that struck Japan with nuclear bombs, committed atrocities in the Vietnam War, has all of this dark history, stood next to Netanyahu in the 50-day-war against Gaza and the people of Gaza, demolishes, kills thousands, wounds thousands, and displaces tens of thousands from their houses is not morally eligible to present itself as a fighter of terrorism or as a leader of an international coalition to target terrorism.
The issue has nothing to do with fighting terrorism.
Fifth: Based on all of Obama's statements, this coalition aims at defending the US interests. What have we to do with defending the US interests especially that most of these interests – if not all of the US interests come at the expense of the interests of the region and the peoples of the region and the governments of the region.
Are we, Lebanon, or other states to be a part of a coalition led by the USA in a war to defend the US interests in the region? This is what Obama says. I am not fabricating lies against him.
He did not say we came here to defend the minorities or the Muslims or the Christians. Never! This never took place before the eyes of the entire world. For years by now – and not only in the past few months – he did not take any action.
Well yes, when the situation became dangerous enough to the extent of harming the US interests, the US administration came to create a cover and an international coalition. We are not concerned in fighting in an international coalition of this kind or to support an international coalition of this kind that serves the US interests apart from the interests of the peoples.
Sixth: The Lebanese, Iraqis, Syrians, as well as all the peoples of the region have the right to question the US intentions through this awareness and this awakening. He wants to gather the world and form an international coalition. In fact, he had formed an international coalition and wants to lead the war, and today he started this war.
Is it true that now the Americans woke up and their humanitarian emotions got moved thus they were shocked by the slaughtering, the massacres, the displacement of people from their homes, the demolishing of churches, mosques, and shrines, and the crucifixion of people? Did they wake up now? Did their humanitarian emotions lead them to this coalition or this is a pretext or an excuse for America to occupy the region again or to form military bases the Iraqis had refused previously and now it is its chance to restore to Iraq again or to the region in some states again or to impose such choices?
I only want to remind the Lebanese that this issue was evoked previously. On the first days of July 2006 War, when we used to receive messages and there were mediators to stop the war, we were made this offer: Hand all of the arms of the resistance, hand the two "Israeli" captives unconditionally, and thirdly – which is most important - accept the existence of multinational forces – not the UNIFIL or the UN - in the south, along the Lebanese-Palestinian borders, along the Lebanese-Syrian borders, in the airport, at the ports, and on the Lebanese territories. We rejected this in July War and toppled this scheme with blood, martyrs, patience, tears, wounds, sorrows, and solidarity.
Who says they do not want to impose this again when we become part of the international coalition? As soon as you become part of this international coalition, your airport, ports, skies, waters, and territories would be open for them to make military bases for NATO and the USA? What would become of Lebanon then?
Don't the Lebanese have the right to be suspicious as the Iraqis are very much suspicious that the goal from this awareness and from this concern expressed by the Americans is the return to impose military bases – what the Iraqis refused previously? The Americans want to return and form military barracks, bases, and airports. They want to impose their conditions and achieve immunities to their soldiers and officers as what they did in South Korea and other places.
For all of these reasons and others too we say that we do not support and we also refuse that Lebanon be part of the international coalition led by the USA. Lebanon does not need to be part of this coalition. First that is not to the interest of Lebanon. Lebanon would be subject to dangers in case it became part of this international coalition. I am not talking pursuant to the principle of staying away so that they won't say that this is inappropriate. No! This is a totally different idea. The disintegration among them is clear. There are dangers in case Lebanon becomes part of this coalition. Second, Lebanon does not need this coalition. It does not need to be part of this coalition. It has no interest in that.
It might be said that we are facing this danger now in Lebanon. The Lebanese are able to face this danger. As Lebanese we are able to confront the terrorists and terrorism. Despite the political division, the political overbids, instigations and all of what I talked about in the future, Lebanon is still able to confront this danger. With the least degree of harmony and with the least degree of cooperation within the Lebanese government – this current government – Lebanon is able to confront this danger through its army, military apparatuses, people, steadfastness, and patience. In the future too, we as Lebanese are able to confront this danger.
What are we in need of? If anyone is to call on the international community or the USA or the members of the new coalition, we would call for the following:
First, I call on everyone and not only on them to stop financing and arming the terrorist groups which are targeting Lebanon and the Lebanese interior. I do not want to talk about Syria and Iraq. I am talking about Lebanon. I am talking on the Lebanese national level.
Stop arming, funding, training, and dispatching fighters who are targeting Lebanon. This is still taking place to our day and from among states in this coalition. Let this stop if you want to serve Lebanon. Do you want to serve Lebanon? Is your heart aching for the Lebanese and the Lebanese people? Do you want to defend Lebanon against terrorism? First do this.
Second: Speed up in supporting the Lebanese Army and the security forces because we bargain on them. This is the responsibility of the state in the first place.
Third: Help Lebanon in resolving the crisis of the refugees. When the crisis of the refugees is addressed, the danger of the terrorists and terrorism would be kept off to a great extent. It would also spare Lebanon many ordeals and crises.
If anyone wants to help Lebanon, let him help Lebanon in the framework of these three topics.
First: Stop funding and arming the terrorists.
Second: Speed up in supporting and arming the Lebanese Army and the security forces.
Third: Address the crisis of the refugees.
As for the Lebanese, they are able to confront any danger which may target them.
In the near past, they gathered the military hostages in one place and a person stood among them and bragged saying: "If we want, we can be in Beirut within days." No! You can't be in Beirut or in any other place. I do not want to name villages and regions. Through the state, army, solidarity, national emotions, and national responsibility, the Lebanese can protect all the Lebanese regions. All the Lebanese areas will be protected against any terrorism danger, and I mean what I say.
Any Lebanese region does not concern a definite sect, faction, or side. This is a Lebanese territory; this is Lebanese people; these are Lebanese people. All the Lebanese must be one hand to prevent the expansion of terrorism to any of the Lebanese regions.
I reiterate saying that in the first place the government, the state, the army, and all of us must be one hand against the state, the government, and the army. It is not allowed to act according to the principle that "we are not concerned" in case the terrorism military expanded towards any region under the pretext that this is not our sect, this is not our region, and this is not our political side. This is a mistake. It is a fatal mistake in fact.
The Lebanese must come together, unite, and be one hand. In fact, they can push the threat of the terrorists and the Takfiri groups away from their country. The Lebanese are strong. We are not weak. No one can threat us by invading, controlling, or reaching Beirut or any other region. We are still alive, and no one can intimidate the Lebanese in such a way. We will assume our responsibilities as I used to tell you in the past.
In the remaining few moments, I will briefly tackle definite topics though these topics deserve some elaboration.
No doubt the region is moving towards important developments in the coming few weeks. What is taking place in Iraq? What is taking place in Syria? The new military operation was launched. We in Lebanon and in the region are concerned in following all of this precisely and cautiously and consequently assume our responsibilities.
Praise be to Allah! Summer is over. No one is to say he wants to take a vacation to spend the summer somewhere. Everyone must be alert, aware, and follow the developments because it is not known where these developments would lead to. We have our analysis and views on these events, but we do not have enough time to explain that. I will only call for being aware, cautious, alert, follow the events, and assume responsibilities.
Second: As it is the first time I talk since a period of time, I offer my felicitations to the heroic resistance in Gaza, the Palestinian people, the people of Gaza as well as its martyrs, injured, and brave fighters, and the prisons of the Palestinian people on this great victory which was achieved. No doubt, it is an absolute strong, great, important military victory. It is also a great political victory because it crippled all the covert and overt targets of the "Israeli" aggression against Gaza.
We felicitate them on this victory which we view as a victory for the entire nation, for all the Palestinian people, for all the peoples of the region, and for all the resistance movements in the region.
Third: Before these recent developments which took place in Yemen, we also must felicitate the dear Yemeni people for this reconciliation. The National Peace and Partnership Agreement – as I believe they called it - is an exceptional opportunity before the Yemeni people. It is a historic opportunity to pull Yemen out of its complicated problems as it eliminates those who were behind the domestic war and aggressions. The regional states have also welcomed this agreement. We are glad when any people reach an agreement, a national reconciliation, and a political resolution. We listen to this marvelous, great national address made by responsible Yemeni leaderships. Praise be to Allah! That really is promising. We hope Inshallah that no one seeks to cripple this agreement, and that all the Yemenis and all those who care for Yemen would seek to help the Yemeni people to implement and enforce this agreement.
Fourth: We hail the Bahraini people's continuing peaceful movement and their tolerance of all the repercussions and sacrifices. We hope that this people will achieve their goals and that the regional and international developments which may advance in some places would help this people in achieving their aspirations and targets. As a part of the peoples of the region, as part of this nation, as part of this body that aches when any other part aches, that feels happy when the others are happy and suffers when the others suffer, we as a political side has an aspiration. We hope that the Lebanese people, the Syrian people, the Iraqi people, the Bahraini people, the Yemeni people, and all the peoples of the region - I will not name all the peoples of the region. Though I try not to approach some places in my political speech or discussion because of the existing sensitivities, however at least I specify those with whom we share geographical proximity – would be able to transcend their catastrophes and sufferings. We hope that through their leaderships, historic awareness, assumption of responsibilities, sacrifices, perseverance, and steadfastness, these peoples would be able to turn these threats into opportunities. Today, the region is before a great threat. This threat may be turned to a great opportunity. However, that is dependent on the determination, awareness, and assumption of responsibility. Allah has men who when they wish He wishes.
