Kyrgyzstan: Picking up the pieces
Kill the victim and go to his funeral. Is NATO poised to move into the heart of Central Asia, even as its war in Afghanistan implodes, marvels Eric Walberg
Kyrgyzstan joined the rank of failed states this month: its central government lacks legitimacy and depends heavily on external aid, with the US base looming large, while the people are largely destitute, harassed by local thugs and drug barons, and looking to Moscow for a way out.
Clashes in the south are worse than earlier reported, responsible for more than 300 killed, mostly Uzbeks, and setting off a massive wave of refugees, with 100,000 people crammed in camps on Kyrgyzstan’s border with Uzbekistan and tens of thousands more displaced. The clashes are almost certainly the result of a provocation organised by the clan of ousted president Kurmanbek Bakiyev.
The issues at stake are the referendum next Sunday to legitimise the interim government, and the drug trade, which Bakiyev’s clan still controls and is loathe to give up. Heroin comes from Afghanistan via Tajikistan and is repackaged in Osh before being transported west to Uzbekistan and north to Kazakhstan and Russia, according to the UN. The killing two weeks ago of Aibek Mirsidikov, one of the drug kingpins in the area, threatened the Bakiyev clan’s control. The rest is history.
Jalalabad province commandant and first Deputy Chairman of the Kyrgyz State National Security Service Kubatbek Baibolov charged that a group of Tajik citizens, hired by the Bakiyev clan, opened fire indiscriminately on both Kyrgyz and Uzbeks sparking the riots. Former Kyrgyz president Askar Akayev told RT.com that Bakiyev’s brothers Ahmad and Janysh paid criminals and unemployed youths “in suitcases of cash to start bashing people up and set everything on fire.” Bakiyev had cleaned out the banks and the Finance Ministry when he was ousted in April. Days before the current uprising unemployed youth were suddenly flush with cash, said Akayev.
The ex-president’s son Maxim’s indictment by Italian investigators is what sparked his father’s overthrow in April. That the US was not the culprit this time (as opposed to the Tulip Revolution in 2005) is suggested by the fact that the new government continues to threaten to close down the US airbase -- this time, if Britain refuses to hand over Maxim, who was arrested Sunday at Farnborough airport when he arrived by private plane, fleeing an Interpol arrest warrant on charges of corruption and misusing state funds. He is of course seeking political asylum in Britain. “England never gives up people who arrive on its territory. But since England and the US fight terrorism, and the arrangement with the airbase is one of the elements of that fight, then they must give over Maxim Bakiyev,” warned Azimbek Beknazarov, deputy leader of the interim government.
This is not just a tragedy for the normally peaceful Uzbeks and Kyrgyz, but also an alarming development for the entire ex-Soviet space. Russia is now faced with the worst post-Soviet political crisis in its “near abroad”, where it insists -- rightly -- that it has special claims, having millions of Russians scattered throughout those countries, with intimate economic and cultural links from centuries of both imperial and state socialist development. But where there are claims, there are also responsibilities.
This is no better illustrated than the call by both sides, Uzbeks and Kyrgyz alike, for Russian peacekeeping troops to be deployed as disinterested mediators who understand the region and can communicate with locals, unlike NATO forces in Afghanistan. The spectre of Russians policing the streets of Osh raises none of the loathing and fear that US and NATO troops patrolling, say, Marja, prompts. The peoples of virtually all the ex-Soviet quasi-states (except the Baltics) would rejoin a Soviet-type union in a flash as opinion polls continue to confirm two decades after its ignominious “collapse”. When Kyrgyzstan twitches, Russia feels it, and vice versa.
Trying to put Humpty-Dumpty together again is impossible at this point. Instead, the Russian strategy since Yeltsin has been to do everything possible to keep these quasi-states stable, whatever their political leanings. Even the Georgian bete noire Saakashvili was left in place during his war with Russia in 2008. But this hands-off approach has left a vacuum that the US has been filling, with its “democracy building”, colour revolutions and bases, oblivious to the fact that the new states it helped give birth to in the first place are more like premmies -- fragile and needing careful nurturing, always in danger of dying.
Russia’s approach amounts to propping up dictators no matter how ruthless or bloodthirsty, as long as they acknowledge Moscow’s interests. The nicest of the lot, Kyrgyzstan’s ex-president Askar Akayev, was overthrown in the US-inspired 2005 coup, which the US now surely regrets, leaving one tolerable one -- Nursultan Nazarbayev in Kazakhstan, with Tajikistan, Uzbekistan and Turkmenistan frozen in a very nasty timewarp.
Can Russia act as “an agent of change, as a force for genuine modernisation, cautiously nudging the local authoritarian regimes to transform, democratise and broaden their socio-political base?” asks Igor Torbakov of the Finnish Institute of International Affairs. If Russia keeps referring to this crisis as merely an “internal conflict,” it risks losing face, prestige and the right to claim the leading role in the post-Soviet Eurasia.
Recent weeks have witnessed several other signs of a Russian retreat in foreign policy. It failed to respond to the Brazil-Turkey proposal to defuse the Iranian crisis, voted for sanctions, and cancelled the S-300 missile deal with Iran, admitting to US pressure.
The Arabs have a saying about the rascal who kills the victim and then goes to his funeral. US involvement in Kyrgyz affairs exemplifies this well: destabilise the state and now, like former US ambassador to Russia James Collins and Carnegie Russia and Eurasia Programme deputy director Matthew Rojansky, call for NATO and the US to “immediately engage with regional partners to help restore security.” There are no lines to read between here: NATO should expand even further eastward through its Partners for Peace. Collins/Rojansky magnanimously acknowledge that this is “a responsibility NATO must share with the CSTO and the OSCE”. They blandly call for “the United States and Russia to put aside outdated stereotypes and focus on their fundamentally shared interests in Eurasian security”.
Considering the disarray of the Collective Security Treaty Organisation (CSTO), it is hard to fault the US for using this window of opportunity to move further into the region. This crisis has shown that the CSTO is not a serious regional organisation. The squabbling and suspicious “stan” dictators, Russia, and China have little in common other than their proximity. The CSTO’s response, according to its General Secretary Nikolai Burdyuzha, is to send “specialists who know how to plan and organise an operation to prevent mass disorder, which would unmask its instigators and localise bandit groups who provoke the situation.”
Is the OSCE an intermediate option, with its 56 member states, including both NATO and CSTO members? Hardly. Russia is the main actor here, with the other Central Asian states also having a pressing need to try to salvage a viable statelet from this tragedy. The NATO quagmire in Afghanistan needs no farcical replay. So the Collins/Rojansky call is really just a call for NATO expansion, pure and simple.
Another possibility is for Turkey to step in. Kyrgyz and Kazakh are both Turkic peoples, whose languages are mutually intelligible. Kyrgyz territory was, in the khanate past, once one with that of the Kazakhs -- the entire region was known as Turkestan. During a visit to Kazakhstan this week, Turkish Foreign Minister Ahmet Davutoglu and the Kazakh president supported Kyrgyz plans to proceed with the referendum next Sunday. Davutoglu said, “Immediately after the referendum, we plan together with Kazakhstan to prepare joint actions to show our assistance to Kyrgyzstan.”
If all else fails, there is China, though its presence is problematic, given its suppression of the Uighurs across the border in Xinjiang. But Beijing’s self-confidence and massive economy inevitably give it an outsize influence, especially if Russia and the West continue to flounder.

Kyrgyzstan: Another colour revolution bites the dust
So what’s the real story behind the coup in Kyrgyzstan ? asks Eric Walberg
The pretense that a president of a modest country like Kyrgyzstan can play in big league politics is shed with the ouster of the tulip revolutionary president Kurmanbek Bakiyev, after last week’s riots in the capital Bishkek that left 81 dead and government buildings and Bakiyev’s various houses trashed.
Bakiyev tried to have the best of both big power worlds, last year brashly threatening to close the US airbase, vital to the war in Afghanistan, after signing a cushy aid deal with Russia, and then reversed himself when the US agreed to more than triple the rent to $60 million a year and kick in another $100m in aid. As a result he lost the trust of both, and found himself bereft when the going got tough last week, as riots exactly like those that swept him to power erupted.
It was the US that was there in 2005 to help him usher in a new era of democracy and freedom, the “Tulip Revolution”, but this time, it was Russia who was there to help the interim government coalition headed by opposition leader and former foreign minister Roza Otunbayeva pick up the pieces. As Otunbayeva looks to Kyrgyzstan’s traditional support for help extricating itself from a potential failed-state situation, cowed and frightened US strategists are already advocating trying to convince the Russians that the US has no long-term plans for the region, and that they can work together. Recognising the obvious, writes Eric McGlinchey in the New York Times, “ Kyrgyzstan is in Russia’s backyard, and the fact that we depend on our airbase there for our Afghan war doesn’t change that. Presenting a united front with Russia, however, would help Washington keep its air base and avoid another bidding war."
This coup follows the same logic as the more dignified rejection of the Orange Revolution in Ukraine in February, and has given a new lease on life to Georgian opposition politicians, who vow they will follow the Kyrgyz example if their rose revolutionary president continues to persecute them and spout his anti-Russian venom. Indeed, the whole US strategy in ex-Sovietistan seems to be unraveling, with Uzbekistan still out in the cold for its extreme human rights abuses, and the recent inauguration in February of Turkmenistan’s new gas pipeline to China.
Reversing Bakiyev’s flip-flop, Otunbayeva first indicated the US base would remain open, then hours later, sent shock waves through the US political establishment by reversing herself and saying it would be closed “for security reasons”. The agreement was renewed last June and is due for renewal in July this year. Secretary of State Hillary Clinton immediately telephoned Otunbayeva and sent Assistant Secretary of State Robert Blake to Bishkek, who announced with relief that the base would remain open after all.
But, unlike Bakiyev, Otunbayeva is no crafty politician out to fill her and her family’s pockets. While the former put his son Maxim in charge of negotiating the lucrative rental deal with the Americans last year (just where did the $160m go?) and set him up as head of the new national Central Agency for Development, Investment, and Innovation, Otunbayeva is above the corrupt clan-based politics of her predecessors. A graduate of Moscow State University and former head of Kyrgyz State National University philosophy faculty, she was foreign minister under both Askar Akayev and Bakiyev. She served as the first Kyrgyz ambassador to the US and Canada, and later the UK, and in 2007, was elected to parliament on the candidate list of the Social Democratic Party, becoming head of the opposition SDP in October 2009.
She visited Moscow twice this year, in January and March, and has forged close links with the United Russia Party. Her first formal talks as interim president were with Putin. Her flop-flip rather reflects the serious strain that the pushy US has put on Kyrgyz society, which until 9/11 was a sleep backwater which admired and was grateful to Russia for its security and economic well-being. There can be no doubt that the Kyrgyz people would much prefer good relations with Russia than the US. The base has provided nothing to the surrounding community except for the transitting soldiers’ purchase of alcohol and their soliciting of prostitutes.
For all his antidemocratic behaviour, Bakiyev’s threat to close the base last year was in response to public pressure. Locals were furious that a US solider killed an unarmed Kyrgyz outside the base and was whisked back to the US without any repercussions, much like the recently exposed case of US soldiers in a helicopter who gunning down two unarmed Reuters news staff in Baghdad, but who were cleared by a military investigation. This resentment and the instability it encourages are what Otunbayeva was alluding to in her terse phrase “security reasons”.
So, the question on everyone’s lips: did Russia pull the strings this time, tit for tat? True, there was little love lost between Putin and Bakiyev after the latter reneged on his promise to close the American base last year. Bakiyev’s erratic behaviour in the past two years certainly irritated the Russians. Apart from the issue of the US base, ties between the Kremlin and Bakiyev’s government had deteriorated sharply in recent months, in part because of the government’s increasingly anti-Russian stance, including the blocking of Russian-language websites and increased discrimination facing Russian businessmen. Coincidentally, Russia imposed duties on energy exports to Kyrgyzstan on 1 April.
When Otunbayeva suggested the base would be closed, there were cries that the Kremlin was behind the coup. But this speculation was nixed by Obama himself. “The people that are allegedly running Kyrgyzstan ... these are all people we’ve had contact with for many years. This is not some anti-American coup, that we know for sure,” assured Michael McFaul, Obama’s senior director for Russian affairs, as Obama and Medvedev were smiling for the cameras in Prague in their nuclear disarmament moment. He also dismissed the immediate assumption that it was “some sponsored-by-the-Russians coup,” claiming -- appropriately for the occasion -- that cooperation over Kyrgyzstan was another sign of improved US-Russia relations.
Diligence LLC analyst Nick Day, “Russia is going to dominate Kyrgyzstan and that means problems for the US.” Yes, and so what? Russia is just a heart-beat away from events throughout the ex-Soviet Union by definition. Russians and Russian-sympathisers come with the territory. In early March, a member of the Council of Elders and head of the Pensioners’ Party, Omurbek Umetaliev, said, “We believe it is unacceptable to allow the existence on this limited territory of military bases from two leading world powers, which have conflicting positions on many issues of international politics. Although the presence of a Russian military base in Kyrgyzstan is historically justified, the military presence of the US and NATO countries is a threat to our national interests.”
True, even the threat to close the base is a blow to US imperial strategy in Eurasia, especially its surge in Afghanistan, which would be seriously jeopardised without its Manas air base. The US resupplies 40 per cent of forward operating bases in Afghanistan by air because the Taliban control the main roads. 1,500 US troops transit Manas each day -- 50,000 in the past month, with 1,200 permanently stationed there. Because of attacks on its supply convoys travelling through Pakistan, the Pentagon wants to shift much of its resupply effort to its new Northern Distribution Network, which runs through Kyrgyzstan, Tajikistan and Uzbekistan.
Paul Quinn-Judge, Central Asia director of the International Crisis Group -- reporting from Manas -- said the fear was that such stepped-up US shipping will lead to attacks by the Islamic Movement of Uzbekistan (IMU) and the Islamic Jihad Union, groups which have a loyal following in the restive Ferghana valley, which is divided among those very Kyrgyzstan, Tajikistan and Uzbekistan, and has witnessed more than one uprising in the recent past. “The problem with the Northern Distribution Network is obvious,” Quinn-Judge says. “It turns Central Asia into a part of the theatre of war.”
Confusion over the status of the US base will be top on United States President Barack Obama’s crammed agenda now and he would do well to look further than the next wilted flower coup. “In Kyrgyzstan there should be only one base -- Russian,” a senior Russian official told reporters icily in Prague. “Russia will use this as a lever in negotiations with America,” frets Day.
But another way to look at this is that this is a golden opportunity for Obama to definitively reverse the cowboy politics of Bush and the neocons, to build some real bridges with Russia, the country which will remain vital to Kyrgyzstan whatever geopolitical phantasms Washington has in mind. The delicious irony in the Kyrgyz coup is that as Medvedev and Obama were posing in Prague, where Russia basically acceded to US missile defence diktat, geopolitical inertia in Kyrgyzstan was doing Russia’s work for it, scuttling US Eurasian plans, and putting the cards back in Russia’s hands.
And what is this nonsense about how “vital” this base is to the US? It’s been there ten years. Just how long does it expect to stay? Could the answer be “For ever”? The current Kyrgyz line is that the agreement will be reviewed to make sure it isn't "against the interests of the people or for bribes", government spokesman Almazbek Atambayev said after a visit to Moscow. "The United States plans to withdraw troops from Afghanistan next year. We will approach the transit centre issue in a civilised way and resolve it with the US leadership." So the US probably has another year there with grudging Russian approval.
Voluntarily leaving next summer would be the best advertisement to the world, and Russia in particular, that Obama represents a new, less belligerent US. The writing is on the wall: it is only a matter of months, a year at most, till Manas becomes a Russian base, and the sooner the US accepts the obvious, the better. Both Moscow and Washington have a common goal to preserve stability in the region, and given Moscow’s acquiesence to US-NATO transit of its territory to service the war in Afghanistan, this would automatically extend to a now-respectful US’s use of the soon-to-be Russian base in Manas.
Already the echoes of post-Vietnam realism in US politics, detente with the “enemy”, can be detected in McFaul’s words. This was the last period when a subdued US pursued sensible, even peaceful, foreign policies, having accepted defeat in its criminal war against Vietnam, culminating in the push by Carter to force the Israelis to withdraw from Sinai and make peace, however grudging, with at least one neighbour. The world could do with more Kyrgyz coups.

As Otunbayeva looks to Kyrgyzstan’s traditional support for help extricating itself from a potential failed-state situation, cowed and frightened US strategists are already advocating trying to convince the Russians that the US has no long-term plans for the region, and that they can work together. Recognising the obvious, writes Eric McGlinchey in the New York Times, “ Kyrgyzstan is in Russia’s backyard, and the fact that we depend on our airbase there for our Afghan war doesn’t change that. Presenting a united front with Russia, however, would help Washington keep its air base and avoid another bidding war."
This coup follows the same logic as the more dignified rejection of the Orange Revolution in Ukraine in February, and has given a new lease on life to Georgian opposition politicians, who vow they will follow the Kyrgyz example if their rose revolutionary president continues to persecute them and spout his anti-Russian venom. Indeed, the whole US strategy in ex-Sovietistan seems to be unraveling, with Uzbekistan still out in the cold for its extreme human rights abuses, and the recent inauguration in February of Turkmenistan’s new gas pipeline to China.
Reversing Bakiyev’s flip-flop, Otunbayeva first indicated the US base would remain open, then hours later, sent shock waves through the US political establishment by reversing herself and saying it would be closed “for security reasons”. The agreement was renewed last June and is due for renewal in July this year. Secretary of State Hillary Clinton immediately telephoned Otunbayeva and sent Assistant Secretary of State Robert Blake to Bishkek, who announced with relief that the base would remain open after all.
But, unlike Bakiyev, Otunbayeva is no crafty politician out to fill her and her family’s pockets. While the former put his son Maxim in charge of negotiating the lucrative rental deal with the Americans last year (just where did the $160m go?) and set him up as head of the new national Central Agency for Development, Investment, and Innovation, Otunbayeva is above the corrupt clan-based politics of her predecessors. A graduate of Moscow State University and former head of Kyrgyz State National University philosophy faculty, she was foreign minister under both Askar Akayev and Bakiyev. She served as the first Kyrgyz ambassador to the US and Canada, and later the UK, and in 2007, was elected to parliament on the candidate list of the Social Democratic Party, becoming head of the opposition SDP in October 2009.
She visited Moscow twice this year, in January and March, and has forged close links with the United Russia Party. Her first formal talks as interim president were with Putin. Her flop-flip rather reflects the serious strain that the pushy US has put on Kyrgyz society, which until 9/11 was a sleep backwater which admired and was grateful to Russia for its security and economic well-being. There can be no doubt that the Kyrgyz people would much prefer good relations with Russia than the US. The base has provided nothing to the surrounding community except for the transitting soldiers’ purchase of alcohol and their soliciting of prostitutes.
For all his antidemocratic behaviour, Bakiyev’s threat to close the base last year was in response to public pressure. Locals were furious that a US solider killed an unarmed Kyrgyz outside the base and was whisked back to the US without any repercussions, much like the recently exposed case of US soldiers in a helicopter who gunning down two unarmed Reuters news staff in Baghdad, but who were cleared by a military investigation. This resentment and the instability it encourages are what Otunbayeva was alluding to in her terse phrase “security reasons”.
So, the question on everyone’s lips: did Russia pull the strings this time, tit for tat? True, there was little love lost between Putin and Bakiyev after the latter reneged on his promise to close the American base last year. Bakiyev’s erratic behaviour in the past two years certainly irritated the Russians. Apart from the issue of the US base, ties between the Kremlin and Bakiyev’s government had deteriorated sharply in recent months, in part because of the government’s increasingly anti-Russian stance, including the blocking of Russian-language websites and increased discrimination facing Russian businessmen. Coincidentally, Russia imposed duties on energy exports to Kyrgyzstan on 1 April.
When Otunbayeva suggested the base would be closed, there were cries that the Kremlin was behind the coup. But this speculation was nixed by Obama himself. “The people that are allegedly running Kyrgyzstan ... these are all people we’ve had contact with for many years. This is not some anti-American coup, that we know for sure,” assured Michael McFaul, Obama’s senior director for Russian affairs, as Obama and Medvedev were smiling for the cameras in Prague in their nuclear disarmament moment. He also dismissed the immediate assumption that it was “some sponsored-by-the-Russians coup,” claiming -- appropriately for the occasion -- that cooperation over Kyrgyzstan was another sign of improved US-Russia relations.
Diligence LLC analyst Nick Day, “Russia is going to dominate Kyrgyzstan and that means problems for the US.” Yes, and so what? Russia is just a heart-beat away from events throughout the ex-Soviet Union by definition. Russians and Russian-sympathisers come with the territory. In early March, a member of the Council of Elders and head of the Pensioners’ Party, Omurbek Umetaliev, said, “We believe it is unacceptable to allow the existence on this limited territory of military bases from two leading world powers, which have conflicting positions on many issues of international politics. Although the presence of a Russian military base in Kyrgyzstan is historically justified, the military presence of the US and NATO countries is a threat to our national interests.”
True, even the threat to close the base is a blow to US imperial strategy in Eurasia, especially its surge in Afghanistan, which would be seriously jeopardised without its Manas air base. The US resupplies 40 per cent of forward operating bases in Afghanistan by air because the Taliban control the main roads. 1,500 US troops transit Manas each day -- 50,000 in the past month, with 1,200 permanently stationed there. Because of attacks on its supply convoys travelling through Pakistan, the Pentagon wants to shift much of its resupply effort to its new Northern Distribution Network, which runs through Kyrgyzstan, Tajikistan and Uzbekistan.
Paul Quinn-Judge, Central Asia director of the International Crisis Group -- reporting from Manas -- said the fear was that such stepped-up US shipping will lead to attacks by the Islamic Movement of Uzbekistan (IMU) and the Islamic Jihad Union, groups which have a loyal following in the restive Ferghana valley, which is divided among those very Kyrgyzstan, Tajikistan and Uzbekistan, and has witnessed more than one uprising in the recent past. “The problem with the Northern Distribution Network is obvious,” Quinn-Judge says. “It turns Central Asia into a part of the theatre of war.”
Confusion over the status of the US base will be top on United States President Barack Obama’s crammed agenda now and he would do well to look further than the next wilted flower coup. “In Kyrgyzstan there should be only one base -- Russian,” a senior Russian official told reporters icily in Prague. “Russia will use this as a lever in negotiations with America,” frets Day.
But another way to look at this is that this is a golden opportunity for Obama to definitively reverse the cowboy politics of Bush and the neocons, to build some real bridges with Russia, the country which will remain vital to Kyrgyzstan whatever geopolitical phantasms Washington has in mind. The delicious irony in the Kyrgyz coup is that as Medvedev and Obama were posing in Prague, where Russia basically acceded to US missile defence diktat, geopolitical inertia in Kyrgyzstan was doing Russia’s work for it, scuttling US Eurasian plans, and putting the cards back in Russia’s hands.
And what is this nonsense about how “vital” this base is to the US? It’s been there ten years. Just how long does it expect to stay? Could the answer be “For ever”? The current Kyrgyz line is that the agreement will be reviewed to make sure it isn't "against the interests of the people or for bribes", government spokesman Almazbek Atambayev said after a visit to Moscow. "The United States plans to withdraw troops from Afghanistan next year. We will approach the transit centre issue in a civilised way and resolve it with the US leadership." So the US probably has another year there with grudging Russian approval.
Voluntarily leaving next summer would be the best advertisement to the world, and Russia in particular, that Obama represents a new, less belligerent US. The writing is on the wall: it is only a matter of months, a year at most, till Manas becomes a Russian base, and the sooner the US accepts the obvious, the better. Both Moscow and Washington have a common goal to preserve stability in the region, and given Moscow’s acquiesence to US-NATO transit of its territory to service the war in Afghanistan, this would automatically extend to a now-respectful US’s use of the soon-to-be Russian base in Manas.
Already the echoes of post-Vietnam realism in US politics, detente with the “enemy”, can be detected in McFaul’s words. This was the last period when a subdued US pursued sensible, even peaceful, foreign policies, having accepted defeat in its criminal war against Vietnam, culminating in the push by Carter to force the Israelis to withdraw from Sinai and make peace, however grudging, with at least one neighbour. The world could do with more Kyrgyz coups.

Kyrgyzstan And The Battle For Central Asia

Kyrgyz President Kurmanbek Bakiyev was deposed five years after and in the same manner as he came to power, in a bloody uprising.
Elected president two months after the so-called Tulip Revolution of 2005 he helped engineer, he was since then head of state of the main transit nation for the U.S. and NATO war in Afghanistan.
The Pentagon secured the Manas Air Base (as of last year known as the Transit Center at Manas) in Kyrgyzstan shortly after its invasion of Afghanistan in October of 2001 and in the interim, according to a U.S. armed forces publication last June, “More than 170,000 coalition personnel passed through the base on their way in or out of Afghanistan, and Manas was the transit point for 5,000 tons of cargo, including spare parts and equipment, uniforms and various items to support personnel and mission needs.
“Currently, around 1,000 U.S. troops, along with a few hundred from Spain and France, are assigned to the base.” [1]
The White House’s Special Representative for Afghanistan and Pakistan Richard Holbrooke paid his first visit in his current position to Kyrgyzstan – and the three other former Soviet Central Asian republics which border it, Kazakhstan, Tajikistan and Uzbekistan – in February and said “35,000 US troops were transiting each month on their way in and out of Afghanistan.” [2] At the rate he mentioned, 420,000 troops annually.
The U.S. and NATO also established military bases in Tajikistan and Uzbekistan for the war in South Asia, but on a smaller scale. (U.S. military forces were ordered out of the second country following what the government claimed was a Tulip Revolution-type armed uprising in its province of Andijan less than two months after the Kyrgyz precedent. Germany maintains a base near the Uzbek city of Termez to transit troops and military equipment to Afghanistan’s Kunduz province where the bulk of its 4,300 forces is concentrated.)
In February of 2009 the Bakiyev government announced that it was also evicting U.S. and NATO forces from its country, but relented in June when Washington offered it $60 million to reverse its decision.
Kyrgyzstan borders China.
It not only borders China, Kazakhstan, Tajikistan and Uzbekistan, but is only separated from Russia by a single nation, Kazakhstan. To gain an appreciation of Russian and Chinese concerns over hundreds of thousands of U.S. and NATO troops passing through Kyrgyzstan, imagine a comparable amount of Chinese and Russian soldiers regularly passing through Mexico and Guatemala, respectively. For almost nine years and at an accelerating rate.
It is not only a military “hard power” but also a “soft power” threat that the Western role in Kyrgyzstan poses to Russia and China.
The nation is a member of the post-Soviet Collective Security Treaty Organization (CSTO) along with Russia, Armenia, Belarus, Kazakhstan, Tajikistan and Uzbekistan – seen by many as the only counterpart to NATO on former Soviet space – and of the Shanghai Cooperation Organization (SCO) with China, Russia and the three above-mentioned Central Asian nations.
According to U.S. officials, during and after the Tulip Revolution of 2005 not a single U.S. or NATO flight into the Manas Air Base was cancelled or even delayed. But a six-nation CSTO exercise scheduled for days afterward was cancelled.
The uprising and the deposing of standing president Askar Akayev in March of 2005 was the third self-styled “color revolution” in the former Soviet Union in sixteen months, following the Rose Revolution in Georgia in late 2003 and the Orange Revolution in Ukraine in late 2004 and early 2005.
As the Kyrgyz version was underway Western news media were asking the question “Who’s next?” Candidates included other former Soviet states like Armenia, Azerbaijan, Belarus, Kazakhstan, Moldova and Uzbekistan. And Russia. Along with Georgia, Ukraine and Kyrgyzstan those nations accounted for ten of the twelve members of the post-Soviet Commonwealth of Independent States (CIS).
As Agence France-Presse detailed in early April of 2005: “The CIS was founded in December 1991 on the very day the Soviet Union disappeared….But over the past year and a half, three faithful Kremlin allies were toppled in…revolutions: Eduard Shevardnadze in Georgia, Leonid Kuchma in Ukraine, and, last week, Askar Akayev in Kyrgyzstan….Even though Kyrgyzstan’s new interim leaders have vowed to continue their deposed predecessor’s Moscow-friendly policies, the lightning toppling of the government there has spawned speculation that the CIS would soon collapse.” [3]
The leader of the “color revolution” prototype, Georgia’s Mikheil Saakashvili, gloated over the Kyrgyz “regime change,” attributing the “brave” actions of the opposition in Ukraine and Kyrgyzstan “to the Georgia factor,” and added, “We are not waiting for the development of events, but are doing our best to destroy the empire in the CIS.” [4]
Shortly after the uprising former Indian diplomat and political analyst M.K. Bhadrakumar wrote of the then seemingly inexorable momentum of “color” revolts in the former Soviet Union:
“[A]ll the three countries [Georgia, Ukraine, Kyrgyzstan] are strategically placed in the post-Soviet space. They comprise Russia’s ‘near abroad.’
“Washington has been expanding its influence in the arc of former Soviet republics — in the Baltics…the Caucasus, and Central Asia – in recent years with a tenacity that worries Moscow.
“Ever since 2003 when Mr. Akayev decided on allowing Russia to establish a full-fledged military base in Kant he knew he was on the American ‘watch list.’ The political temperature within Kyrgyzstan began to rise.
“The Americans made it clear in many ways that they desired a regime change in Bishkek….The ‘revolution’ in the Central Asian state of Kyrgyzstan has already thrown up surprises. A comparison with the two earlier ‘colour revolutions’ in Georgia and Ukraine will be a good starting point.
“First, the striking similarities between the three ‘revolutions’ must be duly noted. All three are meant to signify the unstoppable spread of the fire of liberty lit by the United States in Afghanistan and Iraq in the aftermath of 9/11.
“But behind the rhetoric, the truth is that the U.S. wanted regime change in Georgia, Ukraine and Kyrgyzstan because of difficulties with the incumbent leadership. The leaders of all the three countries — Eduard Shevardnadze in Georgia, Leonid Kuchma in Ukraine, and Askar Akayev in Kyrgyzstan — had enjoyed the support of the U.S. during most of their rule.
“Washington had cited them repeatedly as the beacons of hope for democracy and globalisation in the territories of the former Soviet Union.
“Their trouble began when they incrementally began to edge towards a resurgent Russia under Vladimir Putin.” [5]
Seven weeks after Bhadrakumar’s column appeared his analysis would be confirmed by no less an authority on the matter than U.S. President George W. Bush.
Visiting the capital of Georgia a year and a half after its “Rose Revolution,” he was hosted by his counterpart Mikheil Saakashvili, former State Department fellowship recipient and U.S. resident, who seized power in what can only be described as a putsch but nevertheless said:
“Georgia will become the main partner of the United States in spreading democracy and freedom in the post-Soviet space. This is our proposal. We will always be with you in protecting freedom and democracy.”
Bush reflected Saakashvili’s inflated estimate of himself: “You are making many important contributions to freedom’s cause, but your most important contribution is your example. Hopeful changes are taking places from Baghdad to Beirut and Bishkek [Kyrgyzstan]. But before there was a Purple Revolution in Iraq or Orange Revolution in Ukraine or a Cedar Revolution in Lebanon, there was a Rose Revolution in Georgia.” [6]
A few days after the Kyrgyz coup Bush welcomed Ukraine’s “orange” president Viktor Yushchenko – who this January only received 5.45 per cent of the vote in his reelection bid – and applauded his U.S.-assisted ascent to power, saying it “may have looked like it was only a part of the history of Ukraine, but the Orange Revolution represented revolutions elsewhere as well….We share a goal to spread freedom to other nations.” [7]
Beyond the threat of the dissolution of the CIS and of the CSTO, in April of 2005 Der Spiegel featured a report with the title “Revolutions Speed Russia’s Disintegration.”
In part it revealed the prime movers behind the events in Kyrgyzstan:
“As early as February,” Roza Otunbayeva – now the apparent head of the provisional government – “pledged allegiance to a small group of partners and sponsors of the Kyrgyz revolution, to ‘our American friends’ at Freedom House (who donated a printing press in Bishkek to the opposition), and to George Soros, a speculator who previously helped unseat Edward Shevardnadze’s government in Georgia.
“Trying to help the democratic process, the Americans poured some $12 million into Kyrgyzstan in the form of scholarships and donations – and that was last year alone. Washington’s State Department even funded TV station equipment in the rebellious southern province town of Osh.” [8]
In June George Soros was obliging enough to confirm Otunbayeva’s gratitude was not without foundation by stating, “I provided for Georgian public servants to get $1,200 a month….And now I am ready to support the creation of a fund like this in Kyrgyzstan.” [9]
The two Georges – Bush and Soros – were not alone in fathering the “color” geostrategic transformations from the Balkans to the former Soviet Union and the Middle East. They received generous assistance from the likes of Freedom House, the National Endowment for Democracy, the National Democratic Institute, the International Republican Institute and other alleged non-governmental organizations.
A week after the “tulip” takeover the project director for Freedom House, Mike Stone, summed up the role of his organization with two words: “Mission accomplished.” [10]
A British newspaper that interviewed him added, “US involvement in the small, mountainous country is higher proportionally than it was for Georgia’s ‘rose’ revolution or Ukraine’s ‘orange’ uprising. [11]
Assistance also was provided by Western-funded and -trained “youth activists” modeled after and trained by those organized in Yugoslavia to topple the government of Slobodan Milosevic in 2000:

Behind them all, deposed Kyrgyz president Askar Akayev identified the true architects of his ouster. On April 2 he stated “There were international organisations who supported and financed the Tulip Revolution in Kyrgyzstan.
“A week before these events I saw a letter on the internet signed by the US ambassador to Kyrgyzstan. It contained a detailed plan for the revolution.” [12]
The Kyrgyz Tulip (formerly Lemon, Pink and Daffodil) Revolution was as unconstitutional and as disruptive to the nation as its Georgian and Ukrainian predecessors were, but far more violent. Deaths and injuries occurred in the southern cities of Osh and Jalal Abad (Jalalabad, Jalal-Abad) and in the capital of Bishkek.
It was also the first “color” revolt in a nation bordering China. Not only did Russia and China voice grave concerns over the developments in Kyrgyzstan, Iran did also, seeing where the trajectory of “regime change” campaigns was headed.

In the four decades of the Cold War political changes through elections or otherwise in any nation in the world – no matter how small, impoverished, isolated and seemingly insignificant – assumed importance far exceeding their domestic effects. World political analysts and policy makers asked the key question: Which way would the new government align itself, with the U.S. or the Soviet Union?
In the post-Cold War period the question is no longer one of political philosophy or socio-economic orientation, but this: How will the new administration support or oppose U.S. plans for regional and global dominance?
With Roza Otunbayeva as chief spokesperson if not head of a new Kyrgyz “people’s government,” there is reason to believe that Washington will not be dissatisfied with the overthrow of her former “tulip” partner Bakiyev. She has already confirmed that the American base at Manas will not be closed.
Less than two months after the 2005 coup Otunbayeva, then acting foreign minister, met with her U.S. counterpart Condoleezza Rice in Washington during which the latter assured her that “the U.S. administration will continue to help the Kyrgyz government promote democratic processes in the country.” [13]
Shortly after the March “democratic transformation,” its patron saint, Georgia’s Mikheil Saakashvili, boasted that “Roza Otunbayeva worked in Tbilisi in recent years and was the head of UN office in Abkhazia. During the Rose Revolution she was in Georgia and knew everything that was happening…the Georgian factor was a catalyst of many things going on there [in Kyrgyzstan].”[14]
From the U.S. perspective she appears to have reliable bona fides.
Russia has put its air base in Kyrgyzstan on high alert, though comments from leading Russian government officials – Prime Minister Vladimir Putin in particular – indicate an acceptance of the uprising which has already caused 65 deaths and hundreds of injuries.
But Russia attempted to put the best face on the revolt five years ago also.
Which direction the next Kyrgyz government takes will have repercussions far beyond the nation’s small size and population (slightly over five million).
It could affect U.S. and NATO plans for the largest military offensive of the Afghan war scheduled to begin in two months in Kandahar province.
It could determine the future of the Collective Security Treaty Organization and the Shanghai Cooperation Organization, the two major potential barriers to Western military penetration of vast tracts of Eurasia.
The stakes could hardly be higher.

As Agence France-Presse detailed in early April of 2005: “The CIS was founded in December 1991 on the very day the Soviet Union disappeared….But over the past year and a half, three faithful Kremlin allies were toppled in…revolutions: Eduard Shevardnadze in Georgia, Leonid Kuchma in Ukraine, and, last week, Askar Akayev in Kyrgyzstan….Even though Kyrgyzstan’s new interim leaders have vowed to continue their deposed predecessor’s Moscow-friendly policies, the lightning toppling of the government there has spawned speculation that the CIS would soon collapse.” [3]
The leader of the “color revolution” prototype, Georgia’s Mikheil Saakashvili, gloated over the Kyrgyz “regime change,” attributing the “brave” actions of the opposition in Ukraine and Kyrgyzstan “to the Georgia factor,” and added, “We are not waiting for the development of events, but are doing our best to destroy the empire in the CIS.” [4]
Shortly after the uprising former Indian diplomat and political analyst M.K. Bhadrakumar wrote of the then seemingly inexorable momentum of “color” revolts in the former Soviet Union:
“[A]ll the three countries [Georgia, Ukraine, Kyrgyzstan] are strategically placed in the post-Soviet space. They comprise Russia’s ‘near abroad.’
“Washington has been expanding its influence in the arc of former Soviet republics — in the Baltics…the Caucasus, and Central Asia – in recent years with a tenacity that worries Moscow.
“Ever since 2003 when Mr. Akayev decided on allowing Russia to establish a full-fledged military base in Kant he knew he was on the American ‘watch list.’ The political temperature within Kyrgyzstan began to rise.
“The Americans made it clear in many ways that they desired a regime change in Bishkek….The ‘revolution’ in the Central Asian state of Kyrgyzstan has already thrown up surprises. A comparison with the two earlier ‘colour revolutions’ in Georgia and Ukraine will be a good starting point.
“First, the striking similarities between the three ‘revolutions’ must be duly noted. All three are meant to signify the unstoppable spread of the fire of liberty lit by the United States in Afghanistan and Iraq in the aftermath of 9/11.
“But behind the rhetoric, the truth is that the U.S. wanted regime change in Georgia, Ukraine and Kyrgyzstan because of difficulties with the incumbent leadership. The leaders of all the three countries — Eduard Shevardnadze in Georgia, Leonid Kuchma in Ukraine, and Askar Akayev in Kyrgyzstan — had enjoyed the support of the U.S. during most of their rule.
“Washington had cited them repeatedly as the beacons of hope for democracy and globalisation in the territories of the former Soviet Union.
“Their trouble began when they incrementally began to edge towards a resurgent Russia under Vladimir Putin.” [5]
Seven weeks after Bhadrakumar’s column appeared his analysis would be confirmed by no less an authority on the matter than U.S. President George W. Bush.
Visiting the capital of Georgia a year and a half after its “Rose Revolution,” he was hosted by his counterpart Mikheil Saakashvili, former State Department fellowship recipient and U.S. resident, who seized power in what can only be described as a putsch but nevertheless said:
“Georgia will become the main partner of the United States in spreading democracy and freedom in the post-Soviet space. This is our proposal. We will always be with you in protecting freedom and democracy.”
Bush reflected Saakashvili’s inflated estimate of himself: “You are making many important contributions to freedom’s cause, but your most important contribution is your example. Hopeful changes are taking places from Baghdad to Beirut and Bishkek [Kyrgyzstan]. But before there was a Purple Revolution in Iraq or Orange Revolution in Ukraine or a Cedar Revolution in Lebanon, there was a Rose Revolution in Georgia.” [6]
A few days after the Kyrgyz coup Bush welcomed Ukraine’s “orange” president Viktor Yushchenko – who this January only received 5.45 per cent of the vote in his reelection bid – and applauded his U.S.-assisted ascent to power, saying it “may have looked like it was only a part of the history of Ukraine, but the Orange Revolution represented revolutions elsewhere as well….We share a goal to spread freedom to other nations.” [7]
Beyond the threat of the dissolution of the CIS and of the CSTO, in April of 2005 Der Spiegel featured a report with the title “Revolutions Speed Russia’s Disintegration.”
In part it revealed the prime movers behind the events in Kyrgyzstan:
“As early as February,” Roza Otunbayeva – now the apparent head of the provisional government – “pledged allegiance to a small group of partners and sponsors of the Kyrgyz revolution, to ‘our American friends’ at Freedom House (who donated a printing press in Bishkek to the opposition), and to George Soros, a speculator who previously helped unseat Edward Shevardnadze’s government in Georgia.
“Trying to help the democratic process, the Americans poured some $12 million into Kyrgyzstan in the form of scholarships and donations – and that was last year alone. Washington’s State Department even funded TV station equipment in the rebellious southern province town of Osh.” [8]
In June George Soros was obliging enough to confirm Otunbayeva’s gratitude was not without foundation by stating, “I provided for Georgian public servants to get $1,200 a month….And now I am ready to support the creation of a fund like this in Kyrgyzstan.” [9]
The two Georges – Bush and Soros – were not alone in fathering the “color” geostrategic transformations from the Balkans to the former Soviet Union and the Middle East. They received generous assistance from the likes of Freedom House, the National Endowment for Democracy, the National Democratic Institute, the International Republican Institute and other alleged non-governmental organizations.
A week after the “tulip” takeover the project director for Freedom House, Mike Stone, summed up the role of his organization with two words: “Mission accomplished.” [10]
A British newspaper that interviewed him added, “US involvement in the small, mountainous country is higher proportionally than it was for Georgia’s ‘rose’ revolution or Ukraine’s ‘orange’ uprising. [11]
Assistance also was provided by Western-funded and -trained “youth activists” modeled after and trained by those organized in Yugoslavia to topple the government of Slobodan Milosevic in 2000:

Behind them all, deposed Kyrgyz president Askar Akayev identified the true architects of his ouster. On April 2 he stated “There were international organisations who supported and financed the Tulip Revolution in Kyrgyzstan.
“A week before these events I saw a letter on the internet signed by the US ambassador to Kyrgyzstan. It contained a detailed plan for the revolution.” [12]
The Kyrgyz Tulip (formerly Lemon, Pink and Daffodil) Revolution was as unconstitutional and as disruptive to the nation as its Georgian and Ukrainian predecessors were, but far more violent. Deaths and injuries occurred in the southern cities of Osh and Jalal Abad (Jalalabad, Jalal-Abad) and in the capital of Bishkek.
It was also the first “color” revolt in a nation bordering China. Not only did Russia and China voice grave concerns over the developments in Kyrgyzstan, Iran did also, seeing where the trajectory of “regime change” campaigns was headed.

In the four decades of the Cold War political changes through elections or otherwise in any nation in the world – no matter how small, impoverished, isolated and seemingly insignificant – assumed importance far exceeding their domestic effects. World political analysts and policy makers asked the key question: Which way would the new government align itself, with the U.S. or the Soviet Union?
In the post-Cold War period the question is no longer one of political philosophy or socio-economic orientation, but this: How will the new administration support or oppose U.S. plans for regional and global dominance?
With Roza Otunbayeva as chief spokesperson if not head of a new Kyrgyz “people’s government,” there is reason to believe that Washington will not be dissatisfied with the overthrow of her former “tulip” partner Bakiyev. She has already confirmed that the American base at Manas will not be closed.
Less than two months after the 2005 coup Otunbayeva, then acting foreign minister, met with her U.S. counterpart Condoleezza Rice in Washington during which the latter assured her that “the U.S. administration will continue to help the Kyrgyz government promote democratic processes in the country.” [13]
Shortly after the March “democratic transformation,” its patron saint, Georgia’s Mikheil Saakashvili, boasted that “Roza Otunbayeva worked in Tbilisi in recent years and was the head of UN office in Abkhazia. During the Rose Revolution she was in Georgia and knew everything that was happening…the Georgian factor was a catalyst of many things going on there [in Kyrgyzstan].”[14]
From the U.S. perspective she appears to have reliable bona fides.
Russia has put its air base in Kyrgyzstan on high alert, though comments from leading Russian government officials – Prime Minister Vladimir Putin in particular – indicate an acceptance of the uprising which has already caused 65 deaths and hundreds of injuries.
But Russia attempted to put the best face on the revolt five years ago also.
Which direction the next Kyrgyz government takes will have repercussions far beyond the nation’s small size and population (slightly over five million).
It could affect U.S. and NATO plans for the largest military offensive of the Afghan war scheduled to begin in two months in Kandahar province.
It could determine the future of the Collective Security Treaty Organization and the Shanghai Cooperation Organization, the two major potential barriers to Western military penetration of vast tracts of Eurasia.
The stakes could hardly be higher.

US-Russia Tensions Escalate Over Closure of Afghan Supply Base
The World Socialist Website reports: The threatened closure of a key Pentagon supply base in the former Soviet republic of Kyrgyzstan, with serious implications for the Obama administration’s planned escalation of the US-led war in Afghanistan, has deepened tensions between Washington and Moscow.
The Manas air base, located near the Kyrgyz capital of Bishkek, is the major air link between the US military and American occupation forces in Afghanistan. Last year, at least 170,000 US military personnel passed through the base on their way to or from Afghanistan, together with 5,000 tons of military equipment. Approximately 1,000 US troops are stationed at the base, together with smaller contingents from France and Spain.
After initially dismissing Kyrgyz President Kurmanbek Bakiyev’s announcement Tuesday that his government intended to close the Manas base as a mere bargaining ploy (Kyrgyzstan made a similar threat in 2006 but relented after the US increased its rent for the facility), official Washington appeared by Thursday to be treating the matter with deadly seriousness.
"Frankly, we thought it was a negotiating tactic, and we were ready to call their bluff," an unnamed military official told the Wall Street Journal Thursday. “But it's becoming clearer that, no kidding, they want us out.”
The strategic importance of the base has become even greater with the Obama administration’s announced plan to send an additional 30,000 US troops into Afghanistan over the next 18 months in an attempt to quell the growing popular resistance to the American occupation. The escalation would nearly double the size of the US military force in the country, which now numbers 36,000. Another 32,000 troops from other NATO countries are also participating in the occupation.
The critical role played by the base has also been underscored by the mounting crisis Washington confronts in relation to its principal overland supply route to Afghanistan from Pakistan—the Khyber Pass—which accounts for some three-quarters of the supplies for US forces. On Monday, resistance fighters blew up a 90-foot iron bridge in the Khyber Pass, severing the route and at least temporarily halting all supplies for US and NATO troops. The attack follows a series of increasingly bold ambushes that have left supply trucks in flames and military vehicles in the hands of the guerrillas battling the occupation.
White House press secretary Robert Gibbs Thursday described the base in Kyrgyzstan as “vital” to the US war in Afghanistan and declared that the White House was searching for ways to “remedy” the situation.
“This is something that the US government continues to discuss with Kyrgyzstan officials,” Pentagon spokesman Bryan Whitman told reporters Thursday. “That doesn’t mean that we don’t have other means and other options that we can pursue.”
Asked about the threatened closure of the Manas base, Secretary of State Hillary Clinton said Thursday that it was “regrettable that this is under consideration by the government of Kyrgyzstan,” but insisted that the action would not block Washington from escalating its colonial-style war in Afghanistan.
“We hope to have further discussions with them,” she told reporters at a State Department press conference. “But we will proceed in a very effective manner no matter what the outcome of the Kyrgyzstan government's deliberations might be.”
Clinton added that the Pentagon was “conducting an examination as to how else we would proceed” given the loss of the Kyrgyz base.
According to unnamed Pentagon officials quoted Thursday by the Associated Press, in the scramble to find replacement facilities Washington is considering reviving its strained relations with Uzbekistan, where the US previously enjoyed the use of a former Soviet air base to supply its operations in Afghanistan. US forces were kicked out, however, after Washington was compelled to cut off military aid to Uzbekistan following a 2005 bloodbath in the eastern town of Andijan, where government troops killed several hundred civilians. Regaining use of the base would entail a rapprochement with Uzbekistan’s dictator Islam Karimov.
Kyrgyz President Bakiyev’s announcement of his intention to shut down the US base followed a meeting in Moscow Tuesday with Russian President Dmitry Medvedev in which Moscow promised an aid package to Kyrgyzstan worth over $2 billion.
The package includes $150 million as a direct grant--an amount equal to the total annual US funding for the country, including money for the Manas base--another $300 million in the form of a loan granted with nominal interest and $1.7 billion pledged for the construction of a hydroelectric plant. In addition, the Kremlin pledged to cancel $180 million in Kyrgyz debt owed to Russia.
The proposed Russian aid package is the equivalent of roughly twice the annual budget and half the total gross domestic product of Kyrgyzstan, whose impoverished population has confronted increasing hardship in the wake of the worldwide financial meltdown.
“At a time of economic crisis, this is serious and important support from Russia [that] will help underpin economic growth in Kyrgyzstan,” declared Bakiyev.
Kyrgyz Prime Minister Igor Chudinov insisted at a press conference Thursday that the timing of the president’s call for the base’s closure, on the heels of the Russian aid offer, was “a mere coincidence.”
“The Russian decision to grant a major loan has nothing to do with the pullout of the US air base from Kyrgyz territory,” declared Chudinov.
For his part, President Bakiyev linked the decision to popular opposition in Kyrgyzstan to the US presence, which was inflamed in 2006 when an American airman shot and killed a Kyrgyz truck driver. He also insisted that when the base first opened in 2001, as the US launched its invasion of Afghanistan, it was seen as a temporary measure.
“Kyrgyzstan met the wishes of the United States and offered its territory for the antiterrorist struggle, which was a serious contribution to the struggle,” he said. “We talked about a year or two, but now it has been eight years. We have repeatedly discussed the questions of the economic compensation to Kyrgyzstan with our American partners, but have not been able to come to understanding at this point.”
Kyrgyz officials said that the US would have 180 days to close the base and withdraw all personnel once formal diplomatic notes were exchanged communicating the government’s decision. While the parliament was to have voted on the measure Friday, government officials announced Thursday that it would not take it up for at least another week.
The denials of the Kyrgyz government notwithstanding, it is clear that the decision to close the Manas base is driven by Moscow’s opposition to the US military presence in a region that it has for centuries regarded at its sphere of influence.
These tensions flared into the open last August, when the US-backed regime in the former Soviet republic of Georgia sent troops into the break-away region of South Ossetia, triggering a Russian military response that ejected Georgian forces from both South Ossetia and the Black Sea breakaway region of Abkhazia. Moscow subsequently recognized the independence of both territories.
Fueling the conflict is the US policy of incorporating Georgia and Ukraine into the NATO alliance, the drive to set up a missile-defense system on Russia’s borders, and the attempt to ring Russian territory with military bases in Central Asia and the Baltic states.
At issue is the growing rivalry between Moscow and Washington over control of the region’s strategic energy reserves, a key objective that underlies the US war in Afghanistan just as much as its intervention in Iraq.
For its part, the Russian ruling elite, despite the recent financial losses resulting from falling energy prices, clearly sees the reestablishment of Moscow’s influence in the former Soviet republics as decisive for its interests and worth significant investments.
The regimes in Central Asia have attempted to exploit this rivalry to their own advantage, tilting in one instance towards Russia and in another towards the US in an attempt to extract the most favorable deals.
The deal between Moscow and Kyrgyzstan is part of an increasingly aggressive challenge by the Kremlin to US interests.
The day after the announcements of the aid package and the intended base closure, Russian President Medvedev announced during a summit meeting of the Russian-led Collective Security Treaty Organization (CSTO) a plan to establish a 10,000-strong rapid reaction force composed primarily of Russian paratroopers to “rebuff military aggression” in the region and combat “terrorism.”
“These are going to be quite formidable units,” Medvedev stressed. “According to their combat potential, they must be no weaker than similar forces of the North Atlantic alliance.” The force would reportedly include token units from other former Soviet republics, including Belarus, Armenia, Kazakhstan, Kyrgyzstan and Tajikistan. There were indications that Moscow sees the Manas base as a potential headquarters for the force, once it is evacuated by the Americans.
The Russian government has also indicated it intends to set up air and naval bases in Abkhazia, a plan that drew protests from the US State Department and NATO.
In addition to the aid to Kyrgyzstan, Moscow also this week signaled it would act favorably on a $2.77 billion loan to neighboring Belarus, while Medvedev signed a deal with Belarus President Alexander Lukashenko to set up a joint air defense system, an apparent response to the US missile-shield scheme in Eastern Europe.
Finally, Cuban leader Raul Castro secured a $354 million aid package during an eight-day visit to Moscow, the first high-level contact between Russia and Cuba since the 1991 collapse of the Soviet Union, which ended decades of Soviet subsidies to Havana. It is evident that Moscow sees renewed ties with Cuba—90 miles off US shores—as a rebuke to Washington’s own interventions in the former Soviet republics.
Meanwhile, on Wednesday, Russian Deputy Foreign Minister Grigory Karasin said that Moscow had several days earlier given a “positive response” to US requests to transport nonmilitary supplies across Russian territory to Afghanistan.
“We hope that we and the United States will hold special and professional talks on this issue in the near future,” said Karasin. “We will see how effectively we can cooperate.”
But this kind of “cooperation” is precisely what Washington has attempted to avoid. It has sought to preclude any Russian influence over the fate of Afghanistan and weaken Moscow’s power throughout the region.
The quest for non-Russian supply routes for the Afghanistan occupation is linked inexorably to the strategic goal of finding non-Russian routes for the transport of the oil and gas wealth of the Caspian Basin, thereby placing it under US domination.

The day after the announcements of the aid package and the intended base closure, Russian President Medvedev announced during a summit meeting of the Russian-led Collective Security Treaty Organization (CSTO) a plan to establish a 10,000-strong rapid reaction force composed primarily of Russian paratroopers to “rebuff military aggression” in the region and combat “terrorism.”
“These are going to be quite formidable units,” Medvedev stressed. “According to their combat potential, they must be no weaker than similar forces of the North Atlantic alliance.” The force would reportedly include token units from other former Soviet republics, including Belarus, Armenia, Kazakhstan, Kyrgyzstan and Tajikistan. There were indications that Moscow sees the Manas base as a potential headquarters for the force, once it is evacuated by the Americans.
The Russian government has also indicated it intends to set up air and naval bases in Abkhazia, a plan that drew protests from the US State Department and NATO.
In addition to the aid to Kyrgyzstan, Moscow also this week signaled it would act favorably on a $2.77 billion loan to neighboring Belarus, while Medvedev signed a deal with Belarus President Alexander Lukashenko to set up a joint air defense system, an apparent response to the US missile-shield scheme in Eastern Europe.
Finally, Cuban leader Raul Castro secured a $354 million aid package during an eight-day visit to Moscow, the first high-level contact between Russia and Cuba since the 1991 collapse of the Soviet Union, which ended decades of Soviet subsidies to Havana. It is evident that Moscow sees renewed ties with Cuba—90 miles off US shores—as a rebuke to Washington’s own interventions in the former Soviet republics.
Meanwhile, on Wednesday, Russian Deputy Foreign Minister Grigory Karasin said that Moscow had several days earlier given a “positive response” to US requests to transport nonmilitary supplies across Russian territory to Afghanistan.
“We hope that we and the United States will hold special and professional talks on this issue in the near future,” said Karasin. “We will see how effectively we can cooperate.”
But this kind of “cooperation” is precisely what Washington has attempted to avoid. It has sought to preclude any Russian influence over the fate of Afghanistan and weaken Moscow’s power throughout the region.
The quest for non-Russian supply routes for the Afghanistan occupation is linked inexorably to the strategic goal of finding non-Russian routes for the transport of the oil and gas wealth of the Caspian Basin, thereby placing it under US domination.
Involved in this increasingly bitter dispute and in the Obama administration’s drive to escalate the US intervention in Afghanistan is the threat of a far wider and potentially catastrophic military conflict between the world’s two largest nuclear powers.

Kyrgyzstan expells US Air Force base
Al-Manar reports: Kyrgyzstan said Friday its decision to shut a U.S. air base was final, dealing a blow to Washington's efforts to retain what has been a major staging post for US occupation forces fighting in Afghanistan.
Thursday, the United States said it was still in talks with Kyrgyzstan about keeping the Manas base in the mainly Muslim, impoverished former Soviet republic and traditional Russian ally. "The decision has been made," said Kyrgyz government spokesman Aibek Sultangaziyev. "The U.S. embassy and the (Kyrgyz) Foreign Ministry are exchanging opinions on this, but there are no discussions on keeping the base."
Kyrgyzstan's stance has set a tough challenge for new U.S. President Barack Obama, who plans to send additional troops to Afghanistan to try and boost NATO efforts to defeat Taliban and al Qaeda insurgents.
The United States, also seeking to reinforce supply routes to Afghanistan that bypass Pakistan where convoys face security risks, says it is still hopeful the base can be retained. "We're still very much engaged," said Pentagon spokesman Bryan Whitman.
Kyrgyz President Kurmanbek Bakiyev announced the closure of the base earlier this week after securing more than $2 billion in financial aid and credit from Russia during talks in Moscow.
Russia, irked by the U.S. military presence in Kyrgyzstan which it regards as part of its strategic sphere of interest, has long exerted pressure on the small, landlocked and mountainous Central Asian country to evict the U.S. forces.
NATO says it is concerned about Russia's possible involvement in the Kyrgyz decision. Moscow, which operates its own military base in Kyrgyzstan, has strongly denied any link between its aid package and the move to shut Manas.
Asked if Washington had made any additional offers over the base, Kyrgyz Prime Minister Igor Chudinov said: "We have not received any proposals." He says Kyrgyzstan wants to shut the base because it disagrees with U.S. methods in Afghanistan.
A Western diplomatic source said Thursday the United States was close to a deal with Kyrgyzstan's neighbor Uzbekistan that would allow Washington to open a new supply route for its troops in Afghanistan.
