I can't see the video, but I read about this. The most important thing was the decision to place Iskander short-range balistic missiles in Kaliningrad, to target the future US anti-missile site to be built in Poland. This proves that the Russian leadership has no hopes whatsoever that with Obama as president the US will stop its provocations against Russia.

I'd think, that the timing of that announcement says that there is some hope in Russia. They waited untill the elections and now made they move. So - it's up to Obama to answer.
If there wouldn't have been any hope the Russians would've made that decision a week after Poland had signed the deal. Or, even more likely - the Russians would've set up their "Iskanders" in Kaliningrad quietly as they always do such things.
Looks like Moscow is probing Obama to see what they will be dealing with soon.
